We are seeking proposals for the planning, implementation, operation, and evaluation of this training from Reiwa 9 onwards. 1. Project to be Solicited (1) Name: Disaster Prevention Training Project (2) Target Period: Reiwa 8 to Reiwa 11 (4 years) (3) Project Overview: Disaster prevention training and related services for citizens, etc. *For details of the work, please refer to the "Disaster Prevention Training Project Proposal Specifications". 2. Limit on Contract Amount for Consignment (1) Limit on contract amount for consignment from Reiwa 8 to Reiwa 11: 136,000,000 yen (including consumption tax and local consumption tax) (2) Limit for each fiscal year Reiwa 8: 1,000,000 yen (including consumption tax and local consumption tax) Reiwa 9: 45,000,000 yen (do.) Eligibility Requirements Corporations or groups that meet all of the following requirements: Must not fall under the provisions of Article 167-4 of the Local Autonomy Act (Cabinet Order No. 16 of 1947). Must be registered as a consignment contractor in the list of eligible bidders for goods, etc., or be expected to be registered by the deadline for submission of proposals specified in these guidelines. Must not have been subject to suspension of bidding qualifications based on the qualifications of general competitive bidders and designated competitive bidders for goods, etc. in Chiba Prefecture during the period from the start of recruitment to the end of the examination. Must not have been subject to suspension of designation based on the "Standards for Suspension of Designation for Bidders of Goods, etc. in Chiba Prefecture" (established December 1, 1982) or exclusion from bidding based on the "Guidelines for Exclusion of Violence Groups, etc. from Contracts for Procurement of Goods, etc." during the period from the start of recruitment to the end of the examination. Position of these Specifications These Specifications indicate the main matters applicable to the "Disaster Prevention Training Project Consignment" (hereinafter referred to as "Consignment Work") ordered by Chiba Prefecture (hereinafter referred to as "Party A") for the recruitment of proposals and for the consignment work. These Specifications outline the scope of the work, and the final specifications for the consignment work will be created by Party A after consultation with the contractor (hereinafter referred to as "Party B"). 2. Purpose of the Work The Prefecture has established the "Chiba Prefecture Disaster Prevention Training Center" in Reiwa 1st year and operates it on a consignment basis, in order to strengthen self-help and mutual aid throughout the prefecture, improve regional disaster prevention capabilities in conjunction with public assistance, and establish Chiba as a disaster-resilient prefecture. Work to be Consigned (1) Reiwa 8 Work a. Preparation of training implementation plan for Reiwa 9 b. Execution of work handover (2) Reiwa 9, Reiwa 10, and Reiwa 11 Work As per Separate Sheet 1 "Details of Consignment Work" and Separate Sheet 2 "Details and Role Allocation of Consignment Work". 4. Training to be Consigned (1) The training to be consigned by Party A to Party B shall be as follows: a. Training for the general public b. Training for self-governing disaster prevention organizations c. Training for companies (businesses), etc. d. Training for administrative staff e. Other training to be conducted through consultation between Party A and Party B (2) The training conducted by Party B shall primarily take place at the Chiba Prefectural Firefighting School (783 Kikuma, Ichihara City, Chiba Prefecture; hereinafter referred to as "Firefighting School"). In cases where training is conducted at other venues within the prefecture (hereinafter referred to as "Outreach Courses"), Party B shall generally be responsible for arranging the venue, and Party A shall cooperate as necessary. (3) The training formats shall be as follows: a. In-person training (at the Firefighting School or outreach courses) b. Training utilizing online meeting tools, video distribution, etc. (hereinafter referred to as "Online Training") c. Hybrid training combining in-person and online training (4) The training subjects, number of sessions, etc. as specified in (1) to (4) above shall be determined through consultation between Party A and Party B. The approximate number of training sessions per year shall be around 60, with efforts made to ensure that 20 or more are outreach courses, online training, or hybrid training. (5) If there is a need to change the content specified in (1) to (4) above, it may be done through consultation between Party A and Party B. 5. Work Provision System (1) Reiwa 8 To carry out the consignment work specified in 3 (1) above, the following work provision system shall be in place: Location: Party B's business office, etc. Hours: A system capable of responding to inquiries from Party A between 9:00 AM and 12:00 PM, and 1:00 PM and 5:00 PM. *Excluding Saturdays, Sundays, national holidays, and year-end/New Year holidays (December 29 to January 3). (2) Reiwa 9 to Reiwa 11 To carry out the consignment work specified in 3 (2) above, the following work provision system shall be in place: Location: Disaster Prevention Training Center Office within Chiba Prefectural Firefighting School (783 Kikuma, Ichihara City, Chiba Prefecture) or Party B's business office, etc. Hours: Hours necessary for conducting training. *A system capable of responding to inquiries from training participants and Party A between 9:00 AM and 12:00 PM, and 1:00 PM and 5:00 PM. *Excluding Saturdays, Sundays, national holidays, and year-end/New Year holidays (December 29 to January 3) when training is not conducted. *In Reiwa 11, work related to the preparation of the next fiscal year's training plan will not be performed. 6. Staffing System (1) A "Responsible Manager" shall be appointed as the primary contact for daily meetings and consultations with Party A. While not necessarily required to be on-site at all times, a system must be in place to ensure communication is possible before and after training sessions.
