1. Construction Overview
(1) Construction Name: National Hospital Organization Nagoya Medical Center Heat Source Equipment Replacement and Maintenance (Chilled/Hot Water Generator) Construction
(2) Construction Location: Within the National Hospital Organization Nagoya Medical Center, 4-1-1 Sannomaru, Naka-ku, Nagoya City, Aichi Prefecture.
(3) Construction Content: This construction involves the replacement of one heat source unit (chilled/hot water generator, cooling tower, cooling water pump, etc.) in the service building.
(4) Construction Period: Within approximately 6 months (final completion scheduled for Reiwa 8 fiscal year).
2. Competition Participation Qualifications
(1) Must meet the following conditions ① to ③.
① Not a person who lacks the ability to conclude a contract, a bankrupt person who has not been reinstated, a person falling under any of the items in Article 32, Paragraph 1 of the Act on Prevention of Unfair Acts by Members of Crime Syndicates (Act No. 77 of 1991), or a person falling under Article 2, Paragraph 1 of the National Hospital Organization's Regulations on Countermeasures Against Anti-Social Forces (Regulations No. 63 of 2015), except in cases with special reasons. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion fall under cases with special reasons.
② Not a person who is found to fall under any of the following items and for whom a certain period has not elapsed since the occurrence of the fact. The same applies to persons using such individuals as agents, managers, or other employees. The period, etc., will be applied based on the suspension period, etc., based on the "Measures for Suspension of Designation, etc. for Contract and Designation" issued by the President of the National Hospital Organization.
i. A person who intentionally performed construction, manufacturing, or other services in a shoddy manner, or who committed fraudulent acts regarding the quality or quantity of goods during contract performance.
ii. A person who obstructed fair competition, or who conspired to harm fair prices or gain unfair profits.
iii. A person who obstructed the negotiation right holder from concluding a contract or the contractor from performing the contract.
iv. A person who obstructed the duties of staff and those entrusted by the accounting officer during supervision or inspection.
v. A person who failed to perform the contract without justifiable reason.
vi. A person who intentionally made a false claim for an excessive amount based on false facts when determining the price after the contract.
vii. A person who has used as an agent, manager, or other employee within two years after the occurrence of facts falling under any of the preceding items.
viii. A person who has committed acts similar to the preceding items.
③ Not a person who uses a person falling under ② as a bidding agent.
(2) Must have received certification for general competitive (invited competitive) bidding participation qualifications for "Pipe Work" in the Tokai-Hokuriku region from the Ministry of Health, Labour and Welfare. (For persons who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law (Law No. 154 of 2002) or filed for commencement of reorganization proceedings under the Civil Reorganization Law (Law No. 225 of 1999), they must have received re-certification of general competitive bidding participation qualifications based on procedures separately determined by the Ministry of Health, Labour and Welfare after the decision to commence proceedings.)
(3) Must belong to Grade A, B, C, or D in "Pipe Work" in the Tokai-Hokuriku region from the Ministry of Health, Labour and Welfare. For those who have received re-certification as mentioned in (2), they must belong to Grade A, B, C, or D in "Pipe Work" in the Tokai-Hokuriku region at the time of re-certification.
(4) Not a person who has filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law or filed for commencement of reorganization proceedings under the Civil Reorganization Law (excluding those who have received re-certification as mentioned in (2)).
(5) Must have construction experience in the following types of work, completed and delivered as the prime contractor since Reiwa 28 (2016). (Experience as a member of a joint venture is limited to cases where the capital contribution ratio is 20% or more. Construction in progress is excluded.)
・ New installation or replacement of air conditioning equipment in hospitals and clinics.
(6) Must not be under suspension of designation by the President of the National Hospital Organization or the accounting officer during the period from the submission deadline of the Competition Participation Qualification Confirmation Application (hereinafter referred to as "Application Form") and Competition Participation Qualification Confirmation Documents (hereinafter referred to as "Documents") to the time of bid opening.
(7) Must be able to assign a chief technical engineer or supervising engineer to this construction who meets the following criteria. Whether full-time assignment is required is determined by the Construction Industry Act.
① Must possess the qualification of a Class 1 Pipe Work Construction Management Engineer.
② Must have experience in completed and delivered construction as listed in (5) since Reiwa 28 (2016). For supervising engineers, must possess a supervising engineer's qualification certificate and a supervising engineer training completion certificate.
③ For supervising engineers, must possess a supervising engineer's qualification certificate and a supervising engineer training completion certificate.
(8) Not a person who has been requested by the police authorities to be excluded from work ordered by the Ministry of Health, Labour and Welfare, etc., as a construction company substantially controlled by a member of a crime syndicate or a person equivalent thereto, and such state continues.

Delivered at the contact department. Actual cost will be charged for delivery.
(3) Submission Period, Location, and Method for Application Forms and Documents:
From Reiwa 8, August 3, 8:30 AM to Reiwa 8, August 18, 5:00 PM (excluding Saturdays, Sundays, and holidays).
Submit in person or by mail to the contact department. (Costs incurred for preparing documents are the responsibility of the submitter. Submitted documents will not be returned.)
(4) Date and Time and Location of Bid Opening, and Method of Bid Form Submission:
September 8, Reiwa 8, 1:40 PM at the conference room of the National Hospital Organization Nagoya Medical Center. (However, if submitting by mail, it must be by registered mail and must arrive at the contact department by 5:00 PM on September 7, Reiwa 8.) Submit in person.
4. Other
(1) Language and Currency Used in Procedures: Japanese language and Japanese currency only.
(2) Contract Performance Guarantee: If the contract price exceeds 10 million yen, a guarantee by a public construction performance guarantee bond (with a special clause guaranteeing non-conformity for 2 years) must be provided. The guarantee amount in this case shall be 3/10 or more of the contract price.

(3) Invalid Bids: Bids submitted by persons who do not have the competition participation qualifications stated in this announcement, bids by persons who have failed to fulfill the obligations required of bidders, bids with false statements in the application form or documents, and bids that violate the conditions of bidding shall be invalid.
(4) Determination of Negotiating Right Holder and Contract Price:
① The bidder who submitted a valid bid within the limit of the estimated price based on the specifications, design documents, etc., related to the contract matters shall be the negotiating right holder. If there are multiple negotiating right holders, they will be ranked based on their bid price. However, if the price offered by the first-ranked negotiating right holder is deemed likely to result in non-performance of the contract in accordance with its content, or if it is deemed significantly inappropriate due to the possibility of disrupting fair trade order to conclude a contract with that person, the next-ranked negotiating right holder may be designated as the first negotiating right holder for the contract.
② Once the first negotiating right holder for the contract is determined, negotiations will be conducted immediately to determine the contract price. However, if negotiations fail or if a contract is not concluded within 10 days from the start of negotiations, the accounting officer may negotiate with other negotiating right holders in order of rank.
(5) Negotiation: None.

(8) Participation by Those Who Have Not Received Certification for General Competitive (Invited Competitive) Bidding Qualifications: Those who have not received the general competitive (invited competitive) bidding qualification certification mentioned in 2(2) may also submit the application form and documents in accordance with 3(3), but they must obtain the certification and be confirmed as qualified to participate in the competition by the time of bid opening.
