NOTICE OF BID (Construction Work) We hereby announce that we will proceed with a general competitive bid as follows. July 30, Reiwa 8 (Thursday) Akira Haseyama, Chairman of the National University Corporation Hokkaido National University Organization 1. Outline of Construction Work, etc. (1) Construction Name: Construction of Mechanical Equipment for New Cheese Studio at Obihiro University of Agriculture and Veterinary Medicine (Provisional) (2) Construction Location: 2-13, 15 Nishi, Inada-cho, Obihiro City, Hokkaido (within the premises of Obihiro University of Agriculture and Veterinary Medicine) (3) Construction Outline: A set of mechanical equipment construction work to add a cheese studio (1-story, 130㎡, steel structure) to the existing dairy product manufacturing plant, and renovation of a part of the existing dairy product manufacturing plant (21㎡). Related architectural work and electrical equipment work are planned to be procured separately. (4) Construction Period: From the day after the contract signing date until March 17, Reiwa 9 (Wednesday). (5) This construction work will be carried out using the electronic bidding system for submission of the competitive bid participation qualification application form (hereinafter referred to as "application form") and competitive bid participation qualification confirmation documents (hereinafter referred to as "documents"), as well as bidding, etc. Those who find it difficult to use the electronic bidding system may substitute it with a paper bidding method with the approval of the Chairman. 2. Competitive Bid Participation Qualifications (1) Persons who do not fall under the provisions of Articles 3 and 4 of the "Contract Administration Regulations of the National University Corporation Hokkaido National University Organization" (Reiwa 4 Organization Regulations No. 80) (hereinafter referred to as "Contract Administration Regulations"). (2) In the Reiwa 7 and 8 fiscal years, as determined by Article 4, Chapter 1 of the "Qualifications for General Bidders" (decided by the Minister of Education, Culture, Sports, Science and Technology on January 6, 2001) at the Ministry of Education, Culture, Sports, Science and Technology, the contractor has been certified in Grade A, B, or C for pipe work (Notification of Qualification for Participation in General Bids (Designated Bids)) (For those for whom an application for commencement of rehabilitation proceedings has been filed based on the Corporate Reorganization Act (Act No. 154 of 2002) or an application for commencement of rehabilitation proceedings has been filed based on the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general bid participation qualifications must have been obtained after the decision to commence proceedings). (3) Persons for whom an application for commencement of rehabilitation proceedings has been filed based on the Corporate Reorganization Act or an application for commencement of rehabilitation proceedings has been filed based on the Civil Rehabilitation Act (excluding those who have received re-certification in (2)). (4) Since fiscal year 2011, the contractor has a track record of constructing and delivering new (including extensions) or renovated mechanical equipment works with a total floor area of 100㎡ or more, with a steel or RC structure, as the prime contractor (Track record as a member of a joint venture is limited to cases where the equity ratio is 20% or more). For a continuing construction joint venture, the continuing construction joint venture or one of its members must have the above construction track record. (5) The contractor must be able to assign a chief engineer or supervising engineer who meets the following criteria to the work. Furthermore, a person who has already been appointed as a chief engineer or supervising engineer for construction work ordered by this organization within the premises of Obihiro University of Agriculture and Veterinary Medicine may concurrently serve as the chief engineer or supervising engineer for this work. ① Must have a Grade 2 Pipe Work Construction Management Engineer qualification or an equivalent or higher qualification. "Equivalent or higher qualification" refers to the following: - Grade 1 Pipe Work Construction Management Engineer - Persons certified by the Minister of Land, Infrastructure, Transport and Tourism as having equivalent or higher qualifications. ② Must have experience in constructing the work specified in (4) above, which has been completed and delivered as the prime contractor since fiscal year 2011 (Experience as a member of a joint venture is limited to cases where the equity ratio is 20% or more). However, in the case of a continuing construction joint venture, it is sufficient if one chief engineer or supervising engineer has experience in similar work. ③ For supervising engineers, they must possess a supervising engineer's license and a certificate of completion of supervising engineer training. ④ The assigned chief engineer or supervising engineer must have a direct and permanent employment relationship, and we may request documents to prove this. Failure to provide such proof may result in disqualification from bidding. ⑤ For continuing construction joint ventures, in addition to the cases described in the proviso of (2) above, it is possible to assign a chief engineer or supervising engineer with a national qualification specified in (1) above. (6) The applicant must not be subject to a bid suspension based on the "Measures for Suspension of Bids for Contracts for Construction Work" (Notice No. 17 Mombu Kankyo Shi No. 345 issued by the Director of the Planning Division for Educational Facilities on January 20, 2006) (hereinafter referred to as "Bid Suspension Measures") from the Ministry of Education, Culture, Sports, Science and Technology during the period from the deadline for submission of the application form and documents to the bid opening. (7) The applicant must not be a contractor for design work related to the work specified in 1 above, or a construction company that has capital or personnel ties with such contractor. (8) There should be no capital or personnel ties between the bidders (excluding cases where all persons with capital or personnel ties are members other than the representative of the joint venture (refer to the bid explanation document)). (9) The bidder must have a head office, branch office, or business office in Hokkaido that is permitted under the Construction Business Act. (10) The bidder must not be a construction company whose management is substantially controlled by a gangster or equivalent, and against whom a request for exclusion from work ordered by the Ministry of Education, Culture, Sports, Science and Technology has been made by the police authorities, and such state continues (refer to the bid explanation document). 3. However, the submission of contract security may be substituted by a guarantee from a financial institution or guarantee company recognized as reliable by the Chairman.
