１．競争入札に付する事項２．競争に参加する者に必要な資格に関する事項 国立研究開発法人海上・港湾・航空技術研究所契約事務取扱細則第３１条の規定に該当しない者であること。
ただし、未成年者、被保佐人又は被補助者であって、契約締結のために必要な同意を得ている者については、この限りでない。
国土交通省から指名停止を受けている期間中の者でないこと。
警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずるものとして、国土交通省公共事業等からの排除要請があり、当該状態が継続している者でないこと。

３．の交付場所にて、令和8年7月31日(金)～令和8年8月17日(月)の12時まで期間交付する。
※上記期日までに下記書類等を提出すること①提出書類、方法紙入札による参加の場合は、３．宛てに国土交通省(全省庁統一資格)競争参加資格及び名刺の写しを提出すること。
窓口、郵送、メールにて対応可能※メールでの仕様書配布希望者はメール送付時件名を下記の様にすること【入札説明書希望】件名 (全省庁統一資格、名刺の写しを必ず添付すること)※郵送にて交付を希望する者は、国土交通省(全省庁統一資格)競争参加資格及び名刺及び返信用封筒を送付すること。
※電子入札による参加の場合は、国土交通省(全省庁統一資格)競争参加資格及び名刺を電子入札システムより提出すること。
電子入札システムから上記の期間交付締切日までに提出がない場合は電子入札から参加不可能となるので注意すること。
及び電子入札システムなお、電子入札に参加しようとする者は、IC カードを取得し、電子入札システムにて利用者登録を行う。
登録を行う際は、事前に当研究所の定めた業者番号の通知を受けること。
電子入札登録については、当研究所のホームページ「https://www.mpat.go.jp/ebid/index_ebid.html」サイトで公表している。
７．入札保証金に関する事項免除８．入札の無効 本公告に示した競争参加資格の無い者のした入札及び入札に関する条件に違反した入札は無効とする。
