In addition to relevant laws and regulations, implement sufficient safety measures appropriate to the current situation. If instructions are received from construction personnel or third parties, take immediate action. Provide traffic guidance when construction vehicles enter and exit. 11) Pollution prevention 1. Take all necessary measures to prevent pollution. 2. During rainfall, cover any exposed ground immediately with blue sheets, etc. 3. When demolishing buildings, sprinkle water and cover with sheets, etc., to prevent dust from scattering. 12) Related laws Comply with the "Act on the Promotion of Proper Treatment of Construction Materials" (Construction Recycling Act), the "Waste Management and Public Cleansing Act" (Waste Management Act), or the "Ordinance on Prevention of Occupational Diseases Caused by Specific Chemical Substances, etc.". Construction waste generated in this work shall be disposed of at appropriate facilities permitted by Okinawa Prefecture in accordance with the Waste Management Act. Temporary storage outside the site is generally prohibited. For demolition work, submit the notification under Article 5 of the Industrial Safety and Health Act. 13) Prevention of damage to public roads and community facilities Take all necessary measures to prevent damage to public roads and community facilities, and take immediate action in case of unforeseen circumstances. 14) Various signs Install the following signs at various locations inside and outside the site. ◆ Safety signs ◆ Traffic signs ◆ Other signs as instructed. 15) Construction sign Made of plywood, white background, gothic font, also display names of related workers. 16) Procedures with public offices Complete all necessary procedures with public offices in advance without delay. 17) Material testing Submit test reports for various materials to the construction supervisor promptly. 18) Inspection When undergoing inspection, clearly state the content (classification, date and time) of the inspection in advance, and the inspection shall only be conducted with the attendance of the self-supervision manager (site representative, chief engineer). Even if the inspection passes, the contractor remains responsible for "defects". * Ensure that the self-supervision manager's inspection is completed in advance. 19) Construction photos a For parts where the construction object is not visible or difficult to see (underground structures, rebar, etc.), use construction photos as a basis for determining the completed work volume, so thoroughly manage quality and take clear photos. b All process photos shall be in color, including photos of the site before construction and completion photos. c Submit construction photos to the supervisor every month along with the daily construction report. - 3 - 20) Application All matters mentioned in this special specification shall apply to this work, and the costs for construction, maintenance, inspection, and various expenses shall all be covered within the contract amount. This work is generally based on these guidelines, the special specification, and the design drawings. However, anything that is naturally necessary for construction and not explicitly stated, or anything stipulated by laws and regulations, shall be carried out within the contract amount. 21) Approval 1. Post-processing is not permitted. Requests for approval shall clearly state the content of the approval in advance, and shall be submitted stating clearly that it conforms to the specifications or drawings, etc. If it is found that there was intentional fraud, the approval shall be void even after approval. 2. All approval matters shall be processed by the middle of the construction period. Related documents for approval shall be submitted bound in A4 size. 22) Design changes 1. Design breakdown and quantities shall be calculated based on the unit prices in the design. 23) Completion documents 1. Upon completion of the work, the contractor shall deliver the following items with the approval of the construction supervisor. However, if this is difficult, prioritize contractors from the northern region, followed by contractors from within the prefecture. 2. As this site is within the grounds of Omiya Junior High School, carry out loading and unloading while considering the safety of facility users (teachers, parents, etc.). 3. Regarding the Construction Recycling Act, if notification is required by the Recycling Act, apply 7 days before commencement. 4. Regarding the use of prefectural products, materials used in this work shall be prioritized if they are produced or manufactured in Okinawa Prefecture and are appropriate in terms of specifications, quality, and price. 5. The reference months for design unit prices are July Reiwa 8 (2026) for maintenance unit prices and July Reiwa 8 (2026) for market unit prices. 6. Regarding the work period, since facility users (teachers, parents, etc.) are using the facilities on weekdays, work that generates noise shall be carried out during periods that do not affect the school. Please place orders for materials and handle related documents in a timely manner during the preparation period. - 4 - 7. Regarding vehicle access, if the sidewalk or other areas are damaged by the entry of large vehicles, the contractor shall be responsible for repairs. (Ensure adequate safety measures.) Also, provide traffic guidance with care for safety when construction vehicles enter and exit. 8. Work period T is estimated at 6.0 months. When setting the work period, consider non-working days such as holidays (Saturdays and Sundays), rainy days, typhoons, or extreme heat (13 days). * Work period setting for cost estimation is set from the day after the contract is concluded to February 26, Reiwa 9 (2027). 9.
