PUBLIC NOTICE OF TENDER
We will put the following up for open competitive tender.

1. Matters concerning competitive tender
(1) Item name: Purchase of Triple Quadrupole Liquid Chromatograph Mass Spectrometer, Set
(2) Specifications: As per tender documents and specifications.
(3) Fulfillment deadline: February 19, Reiwa 9
(4) Fulfillment location: Location designated by the Authorized Officer for Expenditure
(5) Bidding method: Bids must state the total price. When determining the successful bidder, the successful bid price will be the amount obtained by adding 10% of the amount stated in the bid to that amount (rounded down to the nearest yen). Therefore, bidders must state in their bids an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax, etc.
2. Competitive bidding qualifications
(1) Not applicable to those falling under Article 70 of the Cabinet Order on Budget, Settlement, and Accounting. However, this does not apply to minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion, as falling under special reasons in the said Article.
(2) Not applicable to those falling under Article 71 of the Cabinet Order on Budget, Settlement, and Accounting.
(3) Those who have been graded as "A", "B", or "C" in "Sales of Goods" in the Reiwa 07/08/09 Fiscal Year Ministry of Health, Labour and Welfare Competitive Bidding Qualifications (All-Ministry Unified Qualification) and have competitive bidding qualifications in the Kanto-Koshinetsu region.
(4) Those who have not been found to have made false statements in their qualification examination application or supporting documents.
(5) Those who are not found to have a critically deteriorated business status or creditworthiness.
(6) Not those who are subject to suspension of designation by the Ministry of Health, Labour and Welfare during the period of suspension.
(7) Those who possess other qualifications determined by the Authorized Officer for Expenditure based on the provisions of Article 73 of the Cabinet Order on Budget, Settlement, and Accounting.

4. Use of Electronic Procurement System
This project will be conducted using the electronic procurement system. However, those who find it difficult to use the electronic procurement system may use the paper bidding method by submitting a written request to the Authorized Officer for Expenditure.
5. Other
(1) Language and currency used in contract procedures: Japanese language and Japanese currency.
(2) Bid security and contract security: Exempt.
(3) Matters required of bidders: Those who wish to participate in this open competition must submit documents proving their ability to perform the work indicated in this announcement by the specified deadline. Bidders must respond to requests for explanation regarding such documents from the Authorized Officer for Expenditure. In addition, those who wish to participate in the bidding must submit a pledge stating that they do not fall under crime syndicates, etc., along with the above-mentioned supporting documents.
(4) Invalid bids: Bids submitted by those who do not have the competitive bidding qualifications indicated in this announcement, bids submitted by those who have not fulfilled the obligations required of bidders, and bids that violate other bidding conditions shall be deemed invalid. Furthermore, if a bidder participates in the bidding without submitting the pledge in (3), or makes a false pledge, or violates the pledge, their bid shall be deemed invalid.
(5) Requirement for creation of contract document: Required.
(6) Method of determining the successful bidder: The successful bidder shall be the bidder who is determined by the Authorized Officer for Expenditure to be able to perform the work indicated in this announcement, and who has submitted the lowest valid bid within the limit of the estimated price prepared based on the provisions of Article 79 of the Cabinet Order on Budget, Settlement, and Accounting.
(7) Authenticity of contract-related documents: Documents related to the contract submitted by the person in charge, etc., must be those determined as a business operator. Furthermore, if any fraud such as false statements is found in contract-related documents where the seal is omitted, the contract may be canceled or penalties may be imposed.
