E. Disqualification matters If the participant seeks assistance directly or indirectly from judges or related parties regarding this proposal through methods other than the procedures stipulated in these guidelines, that participant will be disqualified.
Furthermore, disqualification may occur if the submitted documents fall under any of the following:
① Failure to meet the participation qualification requirements.
② Failure to comply with the submission method, submission destination, or submission deadline stipulated in these guidelines.
③ Failure to comply with the content indicated in the prescribed format and notes for completion.
④ Failure to include all or part of the content that should be included.
⑤ Inclusion of content other than what should be stated.
⑥ Inclusion of false information.
⑦ Quotation amount exceeds the commission limit.
⑧ Submission of multiple proposals.
F. Other ① The language and currency to be used for document submission shall be Japanese and the currency of Japan.
② Changes, replacements, or resubmissions of submitted documents after the deadline are generally not permitted.
③ Documents submitted for the proposal will not be returned, regardless of whether the proposal is adopted or not.
④ Expenses incurred for this proposal shall be borne by the proposer.
⑤ The village may request the submission of additional documents if deemed necessary.
⑥ The copyright of the application documents and proposal documents belongs to the applicant, but the village may use them free of charge as necessary for examination, etc. 7. Examination and Evaluation Matters (1) Selection Method A selection method using public proposals will be used. Yukawa Village will comprehensively evaluate the proposals received from each participant and select a commissioned candidate (intended sole discretionary contract).
The proposal will be conducted through a presentation and hearing.
A. The date of the event is scheduled for June 26, Reiwa 8 (Friday), but the official date and time and location will be notified separately to those who have submitted an expression of intent to participate.
B. The presentation shall be within 30 minutes (15 minutes for explanation, 15 minutes for Q&A). Setup time is not included in the presentation time.
C. The presentation shall be based on the documents submitted in advance. However, explanations using presentation software such as PowerPoint are permitted if they are consistent with the proposal and help to understand the proposed content.
D. One monitor provided at the venue may be used. The proposer must prepare necessary equipment such as terminals.
E. The proposer with the highest total score (overall score) calculated by summing the scores of each judge will be the commissioned candidate.
F. The commissioned candidate must obtain at least 60% of the maximum score (full marks) in the total evaluation from any judge, and this condition applies even if there is only one proposer.
G. The quotation amount is not an evaluation item, but if there are multiple top candidates as a result of the evaluation, the one with the lower quotation amount will be ranked higher.
H. Failure to appear by the start time will result in disqualification. In case of delay due to unavoidable reasons such as traffic conditions, please contact the secretariat by phone 10 minutes before the start time to inform them of the delay.
(2) Evaluation Items and Evaluation Criteria The evaluation items and criteria for the proposal are as shown in the attached "Evaluation Criteria Table for Yukawa Village Regional Public Transportation Survey and Demonstration Operation Support Services". 8. Examination Results The examination results will be notified to all participants who underwent the examination by means of a proposal examination result notification letter. 9. Contract Conclusion, etc. (1) This proposal is implemented on the premise of receiving a grant decision for the national "Transportation Void" Elimination and Re-design Full Deployment Project. Therefore, if the grant decision for the subsidy is not obtained, this proposal may be canceled, the business content may be changed, or the contract may not be concluded.
(2) If the commissioned candidate withdraws from the contract or if an agreement cannot be reached between the commissioned candidate and the village, the next highest bidder will be promoted to commissioned candidate.
(3) The contractor may subcontract or delegate part of this work to a third party with the permission of the village. In this case, the content of the subcontract, the company profile of the subcontractor, and other management methods for the subcontractor must be submitted in writing. 10. Other (1) Regarding withdrawal from participation: Withdrawal after expressing intent to participate requires submission of a withdrawal of participation form [Form 5].
(2) Necessary expenses: All necessary expenses, such as those for preparing and submitting documents and participating in the presentation, shall be borne by the submitting business operator. Furthermore, even if the selection of a business operator through this proposal is canceled for unavoidable reasons, all expenses shall be borne by the submitting business operator.
(3) Information disclosure and provision: Submitted proposals may be disclosed to third parties upon request in accordance with the provisions of the Yukawa Village Information Disclosure Ordinance. However, information that is recognized as harming competition, business operations, or other legitimate interests of the business operator may not be disclosed, so if there is any part that falls under this information, please make a written request in advance. Furthermore, information that could affect the decision before the selection of the business operator for this proposal will be disclosed after the decision.

Yukawa Village Regional Public Transportation Survey and Demonstration Operation Support Services Commissioning Specifications 1. Purpose of the Business The village does not have sufficient facilities necessary for daily life, such as commercial and medical institutions, within the village, and residents have to travel to neighboring municipalities, which is a significant burden. On the other hand, the existing wide-area bus and railway services have limited operating frequency and do not fully meet the diverse travel needs of transportation-disadvantaged individuals scattered throughout the village, resulting in transportation voids within the region. Furthermore, with the aging of the population within the village, the number of residents who find it difficult to travel by private car is expected to increase, and the importance of securing means of transportation for daily life is expected to further increase in the future. Therefore, this project aims to address transportation voids and secure means of daily travel by conducting a needs survey to understand the travel needs of villagers and by carrying out a demonstration operation of a village-internal loop service connecting the village to existing public transportation hubs. Based on the results obtained from these initiatives, the project aims to consider the construction of a sustainable regional public transportation system tailored to regional characteristics.

(2) Current Situation Assessment and Basic Survey Organize the current situation based on regional characteristics such as Yukawa Village's population, aging rate, and facility distribution, as well as transportation characteristics such as the operating status of each public transportation service. Also, organize the roles required for public transportation as described in the Aizu Region Regional Public Transportation Plan, Regional Public Transportation Convenience Improvement Implementation Plan, and other higher-level and related plans.

The demonstration operation shall be considered based on a fixed-route regular service using vans, etc. The contractor shall consider the operating method, operating routes, stop locations, operating schedule, user promotion measures, and evaluation methods, and compile them into a demonstration operation plan. Furthermore, the contractor shall support the selection and coordination of operating businesses and prepare documents and coordinate to facilitate smooth consultation among operating businesses, related organizations, and the village.

- Objective: To secure access to railway stations and wide-area bus transfer points to resolve transportation voids within the village.
- Target: Mobility-impaired individuals within the village (elderly, children, etc.)

- Vehicle: Vans are assumed, but other vehicles may be considered based on the results of the needs survey.
- Format: Regular route service by transportation operators.
- Operating Area: Entire village *Consideration for the entire village to ensure east-west movement (e.g., along the Wakamatsu-Shita line ⇔ around the town hall, along the Shiokawa-Kitakata line ⇔ around the roadside station, etc.)

When considering, comprehensively take into account resident travel demand, the role of existing public transportation, the status of operating businesses, business profitability, and continuity, and organize policy directions and business directions for resolving transportation void areas. Furthermore, clarify the objectives, target users, assumed service levels, and operational policies for full-scale operation, and compile them as basic policies for the formulation of the demonstration operation plan.
