(3) Bidding Method This case will be conducted primarily through the electronic procurement system for the submission of certificates and other documents, and for bidding. (2) Bid Bond and Contract Deposit: Both are exempt. (3) Matters Required of Bidders: Persons wishing to participate in this general competition must submit certificates related to competitive bidding qualifications, etc., to the submission location by the deadline specified in 3(3) above. Furthermore, if a bidder fails to submit the pledge form in 4(3) above, or makes a false pledge, or violates the pledge, their bid will be deemed invalid. b. If a bidder who has made an invalid bid is selected as the successful bidder, the award decision will be revoked. c. Even if a person has been confirmed to have the qualifications to participate in the competition by the contract officer, etc., if they do not have the qualifications listed in 2 above at the time of bid opening, they will be considered a person without competitive bidding qualifications. (5) Method of Determining the Successful Bidder: The successful bidder will be the person who submits the lowest valid bid within the range of the estimated price prepared in accordance with the provisions of Article 79 of the Budget, Settlement, and Accounting Order. (8) Participation by Persons Not Certified for General Competitive Bidding Qualifications: Persons not certified for general competitive bidding qualifications listed in 2(3) above can also submit applications and documents according to 3(3) above, but to participate in the competition, they must obtain the certification of such qualifications and have their competitive bidding qualifications confirmed by the day before the bid submission deadline.
