Announcement No. 26 of Tamaki Town. We will conduct a general competitive tender as follows, in accordance with the provisions of Article 151 of the Tamaki Town Accounting Regulations (hereinafter referred to as "Regulations").

2 Matters concerning participation qualifications: Bidders who can participate in this tender must meet all of the following conditions.
(1) Those who meet all of the following conditions during the period from the date of announcement to the date of award.
A. A construction company with a general civil engineering construction business permit under Article 3 of the Construction Industry Act.
B. Has undergone a management performance review in accordance with Article 27-23 of the Construction Industry Act and is within its validity period.
C. Not falling under the provisions of Article 167-4 of the Local Government Act.
D. Registered in the Tamaki Town construction work tender participation qualification roster.
E. Has its head office in Tamaki Town, is ranked A, B, or C in FY2024 for general civil engineering construction work according to the Mie Prefecture construction work tender issuance standards, and has a comprehensive evaluation score of 600 or higher for "General Civil Engineering" in management performance review.
F. Not in a period of qualification (designation) suspension under the Tamaki Town construction work designation suspension measures or Mie Prefecture construction work qualification (designation) suspension measures.
G. Not in a significantly unsound management state, such as being subject to transaction suspension by a clearinghouse.
H. If bankruptcy proceedings have been initiated or a petition for commencement of rehabilitation proceedings has been filed under the Corporate Reorganization Act, or if rehabilitation proceedings have been initiated or a petition for commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act, has received certification for re-examination of general competitive (designated competitive) tender participation qualifications.
I. Is enrolled in the Construction Industry Retirement Allowance Mutual Aid Association.
(2) Those who meet all of the following conditions.
A. Has construction experience in work of the same type as this work (hereinafter referred to as "similar work") as the prime contractor, either individually or as a member of a joint venture (limited to those with a capital participation ratio of 20% or more), issued by a national government agency (*1. hereinafter the same), prefectural government, municipality, or a public private enterprise registered with Collins (*2. hereinafter the same) as of the document submission date.
*1 Includes corporations designated by cabinet order, such as public corporations, public enterprises, and project corporations.
*2 Companies such as transportation (railways, airports), resources/energy (electricity, gas, oil), communication companies, etc.
*3 General civil engineering work with a contract amount of 10 million yen or more.
B. Must be able to assign a chief engineer who meets the following criteria by the bid opening date, in accordance with Article 26 of the Construction Industry Act.
However, if the planned engineer is engaged in other work at the time of application submission and that work is not yet completed, a letter of commitment must also be submitted.
2 (A) Possesses qualifications as a Class 1 or Class 2 Civil Engineering Construction Management Engineer or a Class 1 or Class 2 Construction Machinery Operator.
(B) Has construction experience in general civil engineering work (contract amount of 5 million yen or more) issued by national government agencies, prefectures, municipalities, and Collins-registered public private enterprises, as the prime contractor, either individually or as a member of a joint venture (limited to those with a capital participation ratio of 20% or more), within the past 10 years as of the document submission date.
* Construction experience refers to experience as a "chief engineer" or as a "site manager (registered with Collins) who has been engaged in the work for the entire construction period in public works issued within the past 10 years, possessing the qualifications of a chief engineer."
Experience as a担当技術者 (technical staff in charge) is not accepted.
(C) Has been in continuous employment for 3 months or more prior to the final day of application for participation in this tender.
However, in cases of changes in the employer due to mergers, business transfers, or company splits, or in cases of urgent necessity or other unavoidable circumstances, continuous employment for less than 3 months will be considered as continuous employment.
3 Tender procedures, etc.
(1) Distribution of design drawings and specifications, etc.
A. Design drawings and specifications (hereinafter referred to as "design documents, etc.") will be available for viewing as follows.
(A) Viewing period: From 9:00 AM to 5:00 PM from the date of announcement to the day before bid opening (excluding holidays as defined in Article 1 of the Tamaki Town Holiday Designation Ordinance).
(B) Viewing location: Tamaki Town Hall, General Affairs and Disaster Prevention Division, Phone: 0596-58-8200.
B. Those who wish to copy the design documents, etc., will be distributed for a fee as follows.
(A) Distribution period: From 9:00 AM to 5:00 PM from the date of announcement to the day before bid opening (excluding holidays).
(B) Distribution location: Tamaki Town Hall, General Affairs and Disaster Prevention Division.
(2) Inquiries regarding design documents, etc.: If there are any inquiries regarding the design documents, etc., they should be submitted in writing (Form No. 6) as follows.
A. Submission of inquiries:
(A) Submission period: From 9:00 AM to 5:00 PM from May 14, 2026 (Thursday) to May 25, 2026 (Monday) (excluding holidays).
(B) Submission location: Tamaki Town Hall, General Affairs and Disaster Prevention Division.
(C) Submission method: Documents should be submitted in person or by mail. For electronic transmission (email, facsimile), confirmation of receipt is required.
B. Responses to inquiries:
(A) Response method: Responses will be provided by making them available for viewing.
(B) Viewing period: From 2 days after the date of inquiry until the day before bid opening.
(C) Viewing location: Tamaki Town Hall, General Affairs and Disaster Prevention Division.
(3) Confirmation (examination) of competitive participation qualifications: Bidders who wish to participate in the tender must submit the competitive participation application form, etc., in person or by mail. If submitting by mail, it must arrive by the deadline. Competitive participation qualifications will be confirmed (examined) based on these submitted documents. Those who do not submit these documents during the submission period or are found not to meet the competitive participation qualifications cannot participate in the tender. Furthermore, bids from those found not to meet the competitive participation qualifications after bid opening will be deemed invalid.

B. Submission period: From 9:00 AM to 5:00 PM from May 14, 2026 (Thursday) to May 25, 2026 (Monday) (excluding holidays).

D. Submission method: Submission in person or by mail in hard copy. Electronic transmission (email, facsimile) will not be accepted.
(4) Notes on competitive participation qualification application:
A. The applicant shall bear the costs of preparing the application form and supporting documents.
B. Submitted supporting documents will not be used for any purpose other than confirming the competitive participation qualifications for this work.
C. Submitted supporting documents will not be returned.
D. Substitution or resubmission of supporting documents at the time of bidding is not permitted. Furthermore, substitution or resubmission of the application form or documents after the submission deadline is not permitted, so please be careful to ensure there are no omissions or errors.
E. The successful bidder may be required to confirm the content of the submitted documents.
(5) Notification of examination results: The results of the competitive participation qualification examination will be notified by the following date.
A. Preliminary qualification examination results: Scheduled for May 26, 2026 (Tuesday).
(6) Explanation of reasons for disqualification: Those found not to meet the competitive participation qualifications may request an explanation of the reasons for disqualification as follows.
A. Submission period: From 9:00 AM to 5:00 PM from the date of receipt of the notification of disqualification until the following date. - Those found not to meet competitive participation qualifications in the preliminary qualification examination: May 27, 2026 (Wednesday).
B. Submission location: Tamaki Town Hall, General Affairs and Disaster Prevention Division.
C. Submission method: A written request for explanation should be submitted. The document (free format) should be submitted in person or by mail. Electronic transmission (email, facsimile) will not be accepted.
D. Response method: A written response will be provided to those who request an explanation.
(7) Documents to be submitted at the time of bid submission:
A. Construction cost breakdown form [Form No. 3]
(A) For the first bid, a construction cost breakdown form corresponding to the bid amount entered in the first bid will be requested. Bids from those whose submitted construction cost breakdown form falls under any of the following will be deemed invalid in accordance with Article 160 of the Regulations. Furthermore, those who do not explain unclear points in the submitted construction cost breakdown form may be disqualified.
① Those who do not submit a construction cost breakdown form.
② The amount in the construction cost breakdown form does not match the bid amount.
③ Lump-sum discounts or reductions are included.
[Note] If rounding is performed, processing of 1,000 yen or more will be considered a lump-sum discount.
④ Items that should be included are missing.
⑤ Other deficiencies.
(B) The construction cost breakdown form will not be returned. Furthermore, the content of the construction cost breakdown form does not create contractual rights or obligations.
(C) Substitution or resubmission of the construction cost breakdown form is not permitted.
(8) Bidding method: In addition to the following, bidding will be conducted according to the separate bidding instructions.
A. Bid forms must be submitted in person.
B. The number of bid openings is limited to 3 times.
C. For the purpose of determining the successful bidder, the bid price plus an amount equivalent to 10% of that price (if there is a fraction of less than 1 yen, that fraction will be rounded down) will be the successful bid price. Therefore, the amount to be entered on the bid form should be the amount equivalent to 100/110 of the desired contract amount.
(9) Date and time and place of bid (bid opening):
A. Date and time: June 1, 2026 (Monday), 10:15 AM (scheduled).
4B. Location: Tamaki Town Hall, 2nd Floor, Residents' Hall.
(10) Documents to be submitted after award of contract:
A. Construction experience of similar work [Form No. 4] Describe work completed as the prime contractor (individually or as a member of a joint venture) within the past 10 years and for which delivery has been completed. (Describe work performed as prime contractor individually or as a member of a joint venture, and if it is a joint venture, attach documents confirming the capital participation ratio and clearly state the capital participation ratio.) Also, submit copies of the contract (original and all amendments), and the Collins registration card at completion (including receipt) for the described work. Since the presence or absence of construction experience will be determined by the submitted documents, if the work content is difficult to confirm solely by the Collins registration card at completion, submit copies of the specifications at completion (documents such as drawings that confirm the work content).
B. Qualifications and construction experience of the assigned chief engineer, etc. [Form No. 5] Describe the qualifications, experience, and construction experience of general civil engineering work (contract amount of 5 million yen or more) over the past 10 years for the assigned engineer, etc., and submit documents proving the content described. Also, attach a copy of the assigned engineer's technical examination qualification certificate and documents proving continuous employment for 3 months or more prior to the final day of application for this tender (e.g., copy of health insurance card showing the company name and employment period).
4 Other:
(1) Bid security and contract security:
A. Bid security: Bid security is waived.
B. Contract security: Contract security shall be an amount not less than 10/100 of the contract amount. However, this can be substituted by providing securities, etc., as stipulated in Article 178, Paragraph 2 of the Regulations, or a guarantee contract with a financial institution or guarantee company.
(2) Bid opening: Bidders shall bring their bid forms and submitted documents and attend the bid opening.
(3) Invalid bids: Bids submitted by those who do not have the qualifications to participate in the competition indicated in this announcement, those who have made false applications, bids falling under any of the items in Article 160 of the Regulations, and bids falling under the invalidation requirements indicated in the bidding instructions shall be deemed invalid. If a successful bidder is determined for an invalid bid, the award decision will be canceled. Furthermore, even if competitive participation qualifications have been confirmed, those who are subject to qualification (designation) suspension under the Tamaki Town construction work designation suspension measures or Mie Prefecture construction work qualification (designation) suspension measures between the date of announcement and the date of award determination are considered to not have the qualifications to participate in the competition.
(4) Determination of successful bidder:
A. The bidder who submits the lowest valid bid within the limit of the estimated price prepared in accordance with Article 155 of the Regulations shall be the successful bidder. However, if it is determined that the contract cannot be performed in accordance with the content of the contract by the bidder who would be the successful bidder due to their bid price, the bidder who submits the lowest bid among other bidders who submitted bids within the limit of the estimated price may be determined as the successful bidder.
B. If there are two or more bidders who submitted the same lowest bid, the successful bidder will be determined by drawing lots among those bidders.
C. In cases falling under Article 1.1 (2) of the Tamaki Town bid-rigging information response manual, if the bid results match the bid-rigging information, the award decision will be suspended, and an investigation will be conducted in accordance with the manual.
(5) Cancellation of successful bid: If the contract documents are not submitted within 5 days from the date of award determination, the successful bidder will lose the right to conclude the contract in accordance with Article 175, Paragraph 2 of the Regulations.
(6) Contract conclusion: If, after the award of contract, a petition for commencement of reorganization proceedings under the Corporate Reorganization Act or a petition for commencement of rehabilitation proceedings under the Civil Rehabilitation Act is filed, the contract may not be concluded after assessing the contractor's construction capabilities (including construction plan, financial plan, etc.). Furthermore, if any of the following facts are confirmed, the award decision will be suspended, or the provisional or final contract conclusion will be suspended.
A. If forced investigation is conducted on suspicion of bribery as defined in Appendix 2-1 of the Tamaki Town construction work designation suspension measures.
B. If a criminal investigation is conducted on suspicion of violation of the Antimonopoly Act as defined in Appendix 2-2 of the Tamaki Town construction work designation suspension measures.
C. If forced investigation is conducted on suspicion of bid rigging or collusion in auctions as defined in Appendix 2-3 of the Tamaki Town construction work designation suspension measures.
(7) Payment terms:
A. Advance payment: Yes (within 4/10 of the contract amount).
B. Interim advance payment: Yes (within 2/10 of the contract amount).
C. Partial payment: No.
(8) Cancellation of tender: Tenders may be canceled due to natural disasters or other unavoidable circumstances that prevent the tender from being conducted.
(9) In case of dishonest conduct during or after this tender and contract, appropriate measures will be taken.
