1. Construction Outline
(1) Project Name: Power Supply Work due to Layout Changes at Public Employment Security Offices
(2) Project Location: A total of 18 Public Employment Security Offices
(3) Construction Details: Due to the replacement of facility equipment at Public Employment Security Offices, the relocation, installation, and removal of Hello Work system equipment will be carried out. Power supply work will be performed for this purpose.
(4) Construction Completion Deadline: To be determined by Saitama Labor Bureau by December 25, Reiwa 8 (Friday), in coordination with the site manager.
(5) This work is subject to the "Act on Promoting the Recycling of Construction Materials" (Act No. 104 of 2000), which mandates the separation and dismantling of construction waste and the recycling of specified construction materials.
(6) This work will be carried out using the Government Electronic Procurement System for submission of documents, bidding, etc. However, those who find it difficult to use the Government Electronic Procurement System may switch to a paper-based bidding method with the approval of the Authorized Signatory for Expenditure.
2. Eligibility for Competition
(1) Not fall under the provisions of Article 70 and Article 71 of the Cabinet Order on Budget, Settlement, and Accounting (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budget Execution Order").
(2) Be a company that has been rated "C" or "D" in the "Electrical Work" category for the Reiwa 7 & 8 fiscal years general competitive bidding eligibility by the Ministry of Health, Labour and Welfare, and whose "Kanto-Koshinetsu" region is valid.
(For companies undergoing rehabilitation proceedings under the Corporate Reorganization Act (Act No. 154 of 2002) or civil rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive bidding eligibility must have been obtained according to procedures separately defined by the Director of the Accounting Division, Minister's Secretariat, Ministry of Health, Labour and Welfare after the commencement of proceedings.)
(3) Not be a company that has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act or for commencement of civil rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have obtained re-certification as mentioned in (2) above).
(4) Have construction experience as the prime contractor for work of the same or similar type as this project, which has been completed and delivered since fiscal year 2006.
(5) Be able to assign a chief engineer who meets the following criteria for this work:
① Must be a person falling under Article 26, Paragraph 1 of the Construction Industry Act (Act No. 100 of 1949).
② Must be a person with experience as a prime contractor in work that meets the criteria set forth in (4) above, which has been completed and delivered since fiscal year 2006.
(6) Not have been subject to suspension of bidding or similar measures by the Director of the Accounting Division, Minister's Secretariat, Ministry of Health, Labour and Welfare, based on the "Manual for Suspension of Bidding and Similar Measures in Public Works Contracts," during the period from the submission deadline of the application for confirmation of general competitive bidding eligibility and competitive bidding eligibility confirmation documents to the time of the bid opening.
(7) There should be no relationship between the bidders that falls under any of the following criteria (excluding cases where all parties falling under the criteria are members other than the representative of a joint venture).
① Capital Relationship: In the case of two companies falling under any of the following. However, this excludes cases where one of the subsidiaries or the parent company is a company undergoing rehabilitation or civil rehabilitation proceedings.
(a) Parent-subsidiary relationship
(b) Relationship between subsidiaries with the same parent company
② Personnel Relationship: In the case of two companies falling under any of the following. However, (a) excludes cases where one of the companies is undergoing rehabilitation or civil rehabilitation proceedings.
(a) An officer of one company concurrently serves as an officer of the other company.
(b) An officer of one company concurrently serves as a trustee of the other company.
③ Other: Cases where it is recognized that the fairness of bidding is hindered, or where there is a capital or personnel relationship equivalent to the above (a) or (b).
(8) Not be a construction company whose management is substantially controlled by a member of a violent group, or a similar entity, for whom a request for exclusion from public works contracts ordered by the Ministry of Health, Labour and Welfare has been made and continues to be in effect.
(9) For those to whom the following systems apply, there should be no arrears in insurance premiums for the two years immediately preceding the bid submission deadline (for two insurance years for ⑤ and ⑥).

② Health Insurance (managed by the Japan Health Insurance Association)
③ Seamen's Insurance
④ National Pension Insurance
⑤ Workers' Accident Compensation Insurance
⑥ Employment Insurance
(10) Not be in a period of suspension of bidding from the Ministry of Health, Labour and Welfare at the time of the bid submission deadline for the Reiwa 7 & 8 fiscal years general competitive bidding eligibility.
(11) Not have received administrative disposition, etc., due to violation of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the one year immediately preceding the bid submission deadline.

4. Period and Location for Distribution of Bid Explanation Documents
Period: From Monday, August 3, Reiwa 8, to Thursday, August 20, Reiwa 8
Location: Same as the department in charge.
Reception hours at the department in charge are from 8:30 to 16:00 on weekdays.
5. Use of Government Electronic Procurement System
Bidding for this project will be conducted through the Government Electronic Procurement System (https://www.geps.go.jp/).
For bids through the Government Electronic Procurement System, the bid must be submitted by the deadline in accordance with the procedures stipulated by the system.
However, those who find it difficult to use the Government Electronic Procurement System may switch to a paper-based bidding method with the approval of the Authorized Signatory for Expenditure.
6. Submission Deadline and Method for Confirmation Documents for Competitive Bidding Eligibility
Deadline: From 8:30 on Thursday, August 6, Reiwa 8, to 15:00 on Friday, August 21, Reiwa 8
Method: Submit the documents listed in Appendix 1 of the bid explanation document via the Government Electronic Procurement System.
For those bidding via paper-based bidding, submit the documents in person or by mail (registered mail only, must arrive within the submission period).
Submitters must respond to any requests for explanation regarding the documents from the Authorized Signatory for Expenditure.
Location: Same as the department in charge (for in-person or mail submission).
7. Bid Submission Deadline, Location, and Method
Deadline: 12:00 on Monday, August 24, Reiwa 8
Method: Submit via the Government Electronic Procurement System.
For those bidding via paper-based bidding, submit the documents in person or by mail (registered mail only, must arrive within the submission period). (Telegraph or facsimile submissions are not allowed.)

Time: 13:30 on Monday, August 24, Reiwa 8
Location: Same as the department in charge.
9. Other
(1) The language and currency to be used in procedures shall be Japanese and the currency of Japan, respectively.
(2) Bid security and contract security are waived.
(3) Bids submitted by those who do not meet the competitive bidding eligibility criteria, bids with false statements in the application or documents, and bids that violate bidding conditions are invalid.
(4) The successful bidder will be the one who submits the lowest valid bid within the range of the estimated price prepared in accordance with Article 79 of the Budget Execution Order. However, if it is recognized that the successful bidder may not be able to perform the contract in accordance with its terms, or if it is deemed highly inappropriate to conclude a contract with that bidder due to the risk of disrupting fair trade, the bidder who submitted the lowest bid within the range of the estimated price may be selected as the successful bidder.
(5) A contract will be concluded for this work.
