Based on the provisions of Article 234, Paragraph 1 of the Local Autonomy Act, a contract for construction work will be concluded through general competitive bidding. Therefore, in accordance with the provisions of Article 167-6, Paragraph 1 of the Local Autonomy Act Enforcement Order and Article 6 of the Hiroshima City Waterworks Bureau Contract Regulations, the following is announced.

Bid Classification:
- Bidding for this project is an electronic bidding project using the Hiroshima City Electronic Bidding System.
- Bidding for this project is limited to the use of the electronic bidding system, and paper bids are not permitted.
- Bidding procedures shall be in accordance with the Hiroshima City Electronic Bidding System Usage Agreement and the Hiroshima City Waterworks Bureau Electronic Bidding Operation Standards.
- This project is subject to an electronic lottery.
Bid Participation Requirements:
Bidders must meet all of the following conditions:
Qualifications:
- Not falling under Article 167-4 of the Local Autonomy Act Enforcement Order and Article 4 of the Hiroshima City Waterworks Bureau Contract Regulations.
- Certified as a participant in Hiroshima City construction work competitive bidding for fiscal years 2025 and 2026.
- Must have obtained an IC card in the bidder's name and completed user registration for the electronic bidding system.
- Other qualification requirements are as specified in the bidding documents.
Certified Work Type: Electrical Work
Grade Classification: Certified as "A".
Business Office Location: Must have its head office or branch office, etc., in Hiroshima City.
* Head office refers to the principal place of business under the Construction Industry Act, and branch office, etc., refers to a secondary place of business under the Construction Industry Act (limited to those who have been delegated authority to participate in bidding with the city on an ongoing basis).
Company Construction Performance: Must have construction experience, as a prime contractor, completed and delivered on or after April 1, 2011.
- Work involving the manufacturing (excluding self-manufacturing of high-voltage switchgear, circuit breakers, and transformers) and installation of power receiving and transformation equipment of high voltage or higher.
* However, construction experience as a member of a joint venture is limited to those with a capital contribution ratio of 20% or more.
Technician, etc.:
1. Must be able to assign a chief technician or supervising technician for electrical work to the project.
If the contract amount is 45 million yen (tax included) or more, they must be assigned exclusively.
Furthermore, if a supervising technician (meaning a supervising technician as defined in Article 26, Paragraph 3, Item 2 of the Construction Industry Act, hereinafter the same) is assigned concurrently under Special Rule No. 2, a supervising technician assistant (meaning a person who assists the duties prescribed in Article 26-4, Paragraph 1 of the same Act, performed by the concurrently assigned supervising technician under Special Rule No. 2) must be assigned exclusively to the project.
However, technicians must comply with the provisions of Article 26, Paragraphs 1 to 5 of the Construction Industry Act.
2. The technician must be in a direct and continuous employment relationship with the bidder as of the bid opening date, and have been employed for 3 months or more prior to the bid opening date.
However, for technicians when the contract amount is less than 45 million yen (tax included), they must be in a direct and continuous employment relationship with the bidder as of the bid opening date, and have been employed from before the day prior to the bid opening date.
3. Concurrent assignment of technicians is permitted within the scope of the conditions described in the bidding documents, even if exclusive assignment is required.
4. If separate technicians are assigned for manufacturing and installation, submit a planned technician form for each.
Other:
- Must have a system and capability to perform design, process management, and inspection/testing for the equipment manufacturing in-house.
- Must secure a system for support during failures, supply of spare parts, and response to technical inquiries from the contracting authority after delivery of the equipment.
- Contractors who have undertaken the design work for this project (Matsuo Engineering Consultants Co., Ltd. Hiroshima Branch) or construction companies with a capital or personnel relationship with such contractors cannot participate.
- This project requires subcontracting (including secondary and subsequent subcontracting) to contractors with head offices within the city, in principle.
- Those who do not meet the bid participation requirements cannot participate.
- Furthermore, those who cannot be selected in accordance with the provisions of Article 28, Item 2, Items 3 (a) to (o), and Item 5 (a) of the Hiroshima City Waterworks Bureau Construction Work Competitive Bidding Handling Guidelines cannot participate.
- Those who cannot confirm the fulfillment of their obligation to join and pay social insurance (health insurance and employees' pension insurance) and labor insurance (employment insurance) cannot participate (excluding those who are not subject to the obligation to join each insurance).

- This project's bidding is a post-bid qualification confirmation type general competitive bidding, where qualification is confirmed after bid opening.
- This project is subject to the obligation of separation and recycling of construction materials, etc., based on the Act on Promoting the Recycling of Construction Materials, etc. (Act No. 104 of 2000) (Submission location for documents (construction site section) is Koyo Purification Plant).
- When determining the successful bidder, the bid amount will be the amount entered by the successful bidder in the electronic bidding system or written on the bid form, plus an amount equivalent to 10/100 of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders must enter or write an amount equivalent to 100/110 of their estimated contract amount, regardless of whether they are taxable or exempt from consumption tax and local consumption tax.

If 4 weeks and 8 days or more are not achieved, a negotiation for a reduction in the contract price will be conducted based on the provisions of Article 24 of the Hiroshima City Waterworks Bureau Construction Work Contract Terms and Conditions, depending on the situation.

Regarding the Trial of "Bid Invalidity Due to Inability to Assign Technician" (Limited to Electrical Work and Mechanical Equipment Installation Work)
Although bid withdrawal after bid submission is not permitted, as a trial measure for electrical work and mechanical equipment installation work, which frequently experience bid failures due to technician shortages, bids will be considered invalid only if the bidder becomes unable to assign the planned technician to this project due to becoming the successful bidder for another project, etc., and a bid participation restriction of not being able to participate in the Bureau's bids for one month will not be applied.
However, this trial measure is limited to "Electrical Work" and "Mechanical Equipment Installation Work" in post-bid qualification confirmation type general competitive bidding.

2) The Construction Management Section confirms the "Notification of Inability to Assign Technician" and forwards it via email to the organizational email of the Contract Management Section.
3) The Contract Management Section processes the invalidity (issues a provisional notice stating that the next-in-line bidder will become the successful bidder candidate).
Other Explanations: This trial measure is limited to post-bid qualification confirmation type general competitive bidding (including comprehensive evaluation bidding methods) for "Electrical Work" and "Mechanical Equipment Installation Work".
General competitive bidding (WTO-exempt), designated competitive bidding, and discretionary contracts are not subject to this measure.
