Support work for creating and updating individual evacuation plans accompanying system implementation. Bidding Participation Qualifications: Applicants must meet all of the following conditions. 1. Applicants must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16). 2. Applicants must be qualified to participate in bidding for goods purchase, etc. from Nara City and Nara City Enterprise Bureau for Reiwa 7, 8, and 9. 3. (1) A prescribed bid security must be submitted at the time of bidding in accordance with Article 4 of the Nara City Contract Regulations. However, this shall be exempted if it falls under Item 2 of Paragraph 2 of the same Article. (2) Bidding shall be conducted in person. (3) Latecomers will not be allowed to participate in the bidding. (4) Only bidders or their agents will be allowed to enter the bidding venue. (5) If an agent is bidding, a power of attorney must be submitted before the bid. (6) If it is deemed inappropriate to proceed with the bidding due to fraudulent acts by the bidder, strong suspicion of fraudulent acts, or other reasons, the bidding may be canceled. The bid decision may be withheld during the bidding process, or the bid decision may be canceled after the bidding. (7) Submitted bids cannot be altered, replaced, or withdrawn for any reason. (8) In case of disaster or other unavoidable reasons, the bidding may be suspended or postponed. (9) Bidders, whether they are taxable or exempt from consumption tax and local consumption tax, must write the amount equivalent to 100/110 of the bid amount on the bid form. The bid amount must include all costs related to the project. (10) The successful bid price will be the amount written on the bid form plus 10% of that amount (rounded down to the nearest yen if there are fractions less than one yen). 8. Determination of Successful Bidder. The bidder who submits the lowest valid bid within the estimated price set by Article 10 of the Nara City Contract Regulations for each of the system construction work and maintenance work shall be the successful bidder. 9. Invalid Bids. Bids falling under any of the following shall be invalid. (1) Bids made by persons not eligible to participate in the bidding. (2) Bids made by mail, telegram, facsimile, etc. (3) Bids made by an agent without a power of attorney. (4) Bids lacking the bid amount, contract name, signature, or seal. (5) Bids where essential items cannot be confirmed due to omissions or errors in important characters. (6) All bids made by the same bidder or their agent for the same bid, if two or more bids are submitted. (7) Bids with altered bid amounts. (8) Bids where acts that hinder the fair execution of bidding are recognized. (9) Bids where the date on the bid form is not the bid opening date. (10) Other bids that violate the bidding conditions. 10. Other. (1) No objections can be raised regarding the non-arrival of application documents due to postal accidents etc. (2) All costs related to the creation and submission of application documents shall be borne by the bidder. (3) If the city requests explanations or additional documents regarding the submitted documents on the day before the bid date, the bidder must comply.
