This tender will be conducted in accordance with the Tender Announcement for the Development of the Nara City Tourism Crisis Management Plan, in addition to the Nara City Contract Regulations and relevant laws and ordinances. Those wishing to participate in the tender should read the Nara City Tourism Crisis Management Plan Development Business Specifications and the following items carefully before applying for participation. 1. Matters Related to the Tender Business Name: Development of the Nara City Tourism Crisis Management Plan Details: As per attached specifications. Work Location: Nara City Contract Period: From the date of contract until March 31, 2027. 2. Qualifications Required for Bidders: All of the following conditions must be met. For Sole Proprietors: (a) Must not fall under the provisions of Article 167-4 of the Local Government Act (Extraordinary Cabinet Order No. 16, May 3, 1947). (b) Must not be within the period of suspension of bidding based on the Nara City Construction Work, etc., Bidder Suspension Measures Ordinance (Enforced December 25, 2020) and the Nara City Goods Purchase, etc., Contract Bidder Suspension Measures Ordinance (Enforced December 25, 2020). (c) Must not be subject to measures stipulated in Article 6 of the Nara City Anti-Yakuza Ordinance (Nara City Ordinance No. 24 of 2012). Inquiries may be made to the competent police chief based on the Agreement on the Exclusion of Yakuza from Administrative Operations of Nara City (Effective April 1, 2013). (d) Must not be delinquent in city taxes (or national taxes for businesses outside Nara City). (e) Must not be undergoing procedures under the Corporate Rehabilitation Law, Civil Rehabilitation Law, etc. (f) Must have a head office or branch office in Nara City and possess the necessary communication and on-site response system for the execution of this business. (g) Must assign experts with advanced specialized knowledge and considerable practical experience in fields such as business continuity planning (BCP), resilience, and disaster risk management, who will be directly involved in the execution of this business, and who can provide appropriate advice and support tailored to the characteristics and challenges of the target region. Furthermore, such experts must have been involved in tourism crisis management projects conducted by national, prefectural, or designated city governments, or equivalent organizations (public corporations, public enterprises, etc.), and possess professional achievements such as publications, lectures, or paper presentations in the field of tourism crisis management, or equivalent. (h) Must have at least 3 years of experience in undertaking similar projects, such as supporting the development of business continuity plans (BCP) for national, prefectural, or designated city governments, or equivalent organizations (public corporations, public enterprises, etc.), between April 1, 2020, and March 31, 2023. For Joint Ventures (JV): (a) If submitting a joint proposal, a joint venture (hereinafter referred to as "JV") must be formed, and a representative must be appointed. Joint proposers cannot belong to multiple JVs, nor can they propose individually while belonging to a JV. (b) All businesses constituting the JV must meet the requirements of (1) a, b, c, d, and e. Requirements (1) f, g, and h must be met by the representative or by the JV as a whole with the same constituent members. The representative or constituent members cannot be changed after the deadline for submission of application documents. (c) The representative shall be responsible for submitting application documents and making inquiries, and all notifications and responses from the city will be directed to the representative. (d) The quotation must include the joint venture name and the representative's business name. 3.
