Participation Qualifications: (1) Not subject to the provisions of Article 70 of the Budget, Clearing, and Accounting Order. Minors, persons under guardianship or assistance who have obtained the necessary consent for contract conclusion are considered to fall under "special reasons" in the same article. (2) Not subject to the provisions of Article 71 of the Budget, Clearing, and Accounting Order. (3) Must have been certified with a qualification ranking of A, B, C, or D for "Provision of Services, etc." in the Reiwa 07/08/09 (2025/2026/2027) Ministry of Defense Competitive Participation Qualifications (Unified Qualifications for All Ministries) and have participation qualifications in the Kanto-Koshinetsu region. Bidding Method: For the determination of the successful bidder, the bid price plus 10% of that amount will be considered the winning bid price.
