2. Qualifications required for participating in competition
(1) Not a person falling under the provisions of Article 6 of the National Center for Child Health and Development Contract Administration Regulations. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion are considered to fall under special circumstances in the same article.
(2) Not a person falling under the provisions of Article 7 of the Contract Administration Regulations.
(3) Must be a person qualified as "Architectural Construction Consulting Services" by the Ministry of Health, Labour and Welfare with a grade of A or B, and possess the qualification to participate in competitive bidding in the Kanto-Koshinetsu region.
(4) Must be a person who meets the qualifications determined by the President based on the provisions of Article 5 of the Contract Regulations.

The contractor shall be the bidder who submits the lowest valid bid within the limit of the estimated price prepared in accordance with the provisions of Article 37 of the Contract Administration Regulations. (Article 14, Paragraph 1 of the Contract Administration Regulations)
However, if the price offered by the party who is to become the contractor is such that it is deemed that the contract content cannot be performed in accordance with the contract (Article 14, Paragraph 1, Item 1 of the Contract Administration Regulations), or if it is deemed that concluding the contract would disrupt the order of fair trade and is significantly unreasonable (Article 14, Paragraph 1, Item 2 of the Contract Administration Regulations), the bidder who submitted the lowest price among other bidders within the limit of the estimated price may be designated as the contractor.
If a successful bidder or contractor is decided, the President, etc., shall immediately negotiate with that party and determine the contract price. (Article 16 of the Contract Administration Regulations)
