However, if it is difficult to use the electronic bidding system, paper bidding may be substituted with the consent of the ordering party. (7) This work is subject to the electronic contract system for the exchange of documents related to contract procedures. If it is difficult to use the electronic contract system, paper methods may be substituted. (8) This work is a trial project using the comprehensive evaluation bidding system (Construction Capability Evaluation Type II) where only the application form is received at the time of submission of the competitive participation qualification confirmation application (hereinafter referred to as "Application Form"), and the competitive participation qualification confirmation documents (hereinafter referred to as "Documents") are accepted at the time of bidding, and the successful bidder is determined by comprehensively evaluating factors other than price and price. (9) This work requires simultaneous submission of the tender document and documents. - 2 - (10) This work is a trial project using the construction system confirmation type comprehensive evaluation bidding system, which examines and evaluates the confirmation of the construction system and other systems for ensuring quality and determines whether the construction content can be reliably realized. (11) This work is subject to the "Act on the Recycling, etc. of Materials in Construction Work" (Heisei 12 Act No. 104), which mandates the separate dismantling, etc., and recycling, etc., of specified construction waste materials. (12) This work is a trial project where the construction cost breakdown is distributed by the ordering party. (13) Application of Lump Sum Contract Unit Price Agreement Method A. This work is subject to the "Lump Sum Contract Unit Price Agreement Method." In this work, to facilitate smooth consultation during contract modifications, etc., the unit prices, etc., within the lump sum contract will be agreed upon through consultation between the ordering and receiving parties after the contract conclusion. B. The implementation methods for this system include (a) Individual Unit Price Agreement Method (a method where unit prices for each breakdown in the total construction quantity summary (amount in the case of a lump sum, same as in (b)) are calculated, and then those unit prices are agreed upon) and (b) Comprehensive Unit Price Agreement Method (a method where amounts obtained by multiplying the unit prices for each breakdown in the total construction quantity summary by the contract price ratio are agreed upon). The contractor shall choose one. However, if the contractor chooses the Individual Unit Price Agreement Method and an agreement is not reached within 14 days from the start date of consultation, the Comprehensive Unit Price Agreement Method shall apply. C. If the contractor chooses the "Comprehensive Unit Price Agreement Method," they shall submit the "Request for Comprehensive Unit Price Agreement Method" sent by the contract management section after the contract conclusion, with the necessary information filled in, to the said contract management section within 14 days after the contract conclusion. D. Other: The implementation procedures for this method shall be in accordance with the "Lump Sum Contract Unit Price Agreement Method Implementation Guidelines" and "Explanation of Lump Sum Contract Unit Price Agreement Method Implementation Guidelines." (14) This work is a trial project for "Engineer Development Type (Young Engineer Type: Relaxation)" where "Hokkaido Regional Development Bureau Director's Award for Excellent Construction" and "Construction Performance Score of Supervising (Chief) Engineers, etc." are excluded from the evaluation items, in consideration of participation by young engineers. (15) This work is a trial project that evaluates the utilization of registered core skilled workers, etc. (16) This work is an ICT utilization project that utilizes 3D data for initial surveying, review of design documents, construction, progress management, inspection, and completion drawings, as well as construction management records and related documents, in full accordance with i-Construction advocated by the Ministry of Land, Infrastructure, Transport and Tourism. (17) This work is a new technology utilization project where the contractor selects and utilizes one or more new technologies. (18) This work is a trial project for "Productivity Improvement Challenge" that promotes initiatives to improve productivity through ingenuity in construction procedures proposed by the contractor. (19) This work is a trial project for "Hokkaido Infrastructure Zero Carbon" that promotes initiatives contributing to carbon neutrality proposed by the contractor. (20) This work is a trial project for "AI Utilization in Hokkaido Infrastructure" that promotes initiatives contributing to AI utilization in the infrastructure field proposed by the contractor. (21) This work is a project that provides additional points in the comprehensive evaluation for companies that implement wage increases. (22) This work is a trial project (contractor's choice) to investigate the actual conditions of wages, working hours, and labor costs, concerning wage payments to subcontractors and ensuring appropriate working hours, with the cooperation of the contractor. - 3 - 2. Competitive Participation Qualifications The following conditions must be met by the applicant, or by a joint venture composed of such entities, and the applicant must have received a tender participation qualification decision from the Director-General of the Hokkaido Regional Development Bureau. (1) Not a person falling under the provisions of Articles 70 and 71 of the Budget, Settlement, and Accounting Order (Showa 22 Imperial Ordinance No. 165; hereinafter referred to as "Budget Settlement Order"). (2) Must have received a decision of Grade C (excluding Special Grade C (referring to the special grade recognized as a transitional measure for changes in the competitive environment in the Reiwa 7 & 8 General Competitive (Designated Competitive) Tender Participation Qualifications; hereinafter the same)) or Grade D for the construction category "General Civil Engineering" in the Hokkaido Regional Development Bureau as a single entity, or have received a decision of Grade C or D as a joint venture. Persons for whom rehabilitation proceedings have been commenced under the Company Rehabilitation Act (Reiwa 14 Act No. 154) or for whom reorganization proceedings have been commenced under the Civil Rehabilitation Act (Heisei 11 Act No. 225) must have received a re-decision of general competitive (designated competitive) tender participation qualifications based on procedures separately determined by the Director-General of the Hokkaido Regional Development Bureau after the decision to commence proceedings. (3) Not a person for whom rehabilitation proceedings have been commenced under the Company Rehabilitation Act or for whom reorganization proceedings have been commenced under the Civil Rehabilitation Act (excluding those who have received the re-decision in (2) above). (4) Must have experience in constructing works meeting the following requirements ① or ② as a prime contractor from April 1, Heisei 23, to the date of announcement (experience as a member of a joint venture is limited to cases where the shareholding ratio is 20% or more). However, in the case of a joint venture, the joint venture itself or one of its members must have the above construction experience (experience as a member of a joint venture is limited to cases where the shareholding ratio is 20% or more). Furthermore, if the experience is for works ordered by the Hokkaido Regional Development Bureau, the Minister of Land, Infrastructure, Transport and Tourism's Minister's Secretariat, Building Department, and Local Development Bureaus, those with a total evaluation score of less than 65 points are excluded. ① [Same Type Condition] Must have experience in river works (including maintenance of rivers and dams) on Class 1 or Class 2 rivers as a prime contractor. (Attach documents confirming construction experience.) ② [More Similar Type Condition] Must have experience in excavation or cutting work for river works (including maintenance of rivers and dams) on Class 1 or Class 2 rivers as a prime contractor. (Attach documents confirming construction experience.) (5) Must be able to assign a chief engineer or supervising engineer meeting the following criteria to this work. However, if applicable under the main text of Article 26, Paragraph 3 of the Construction Industry Act and Article 27, Paragraph 1 of the Construction Industry Act Enforcement Order, the engineer must be full-time. If all requirements of Article 26, Paragraph 3, Item 1 of the Construction Industry Act are met, the engineer may concurrently hold other positions. If all requirements of Article 26-5, Paragraph 1 of the Construction Industry Act are met, the engineer may concurrently hold positions as an office engineer or a specific office engineer. - 4 - Details regarding concurrent employment shall be in accordance with relevant laws and regulations. If currently engaged in other work, the engineer must be able to be assigned to this work within approximately 7 days from the scheduled date of successful bid determination. Furthermore, the contractor may change the chief engineer or supervising engineer through consultation with the supervising official if it is deemed that there will be no hindrance to the continuity of the work, etc. A. Must be a Class 2 Civil Engineering Construction Management Engineer or possess an equivalent or higher qualification. However, in the case of a joint venture, one of the members must assign a person with the above qualification, and other members must assign a chief engineer with a Class 2 or higher national qualification. B. Must have experience in the works listed in the main text of (4) above from April 1, Heisei 23, to the date of announcement. However, in the case of a joint venture, the supervising engineer must have experience in the works listed in the main text of (4) above. If the assignment of a supervising engineer is not required, it is sufficient if the chief engineer of one of the members has experience in the works listed in the main text of (4) above (experience as a member of a joint venture is limited to cases where the shareholding ratio is 20% or more). Furthermore, if the experience is for works ordered by the Hokkaido Regional Development Bureau, the Minister of Land, Infrastructure, Transport and Tourism's Minister's Secretariat, Building Department, and Local Development Bureaus, those with a total evaluation score of less than 65 points are excluded. C. For supervising engineers, must possess a Supervising Engineer Qualification Certificate and a Supervising Engineer Training Completion Certificate. (6) Must not be under suspension of designation based on the "Hokkaido Regional Development Bureau Procedures for Suspension, etc. of Designation for Construction Contracts, etc." (Showa 60, Hokkai-ko-ko No. 1, April 1) during the period from the submission deadline of the application form to the time of opening of tenders (in the case of a joint venture, all members must not be subject to suspension). (7) Must have construction performance meeting the following requirements. If there is only single-year performance data, the average evaluation score for that year will be used. If there is no construction experience as listed in A or B, the construction performance evaluation score for a single entity or a member of a joint venture shall be 65 points. A. Single Entity: The average construction performance evaluation score for Hokkaido Regional Development Bureau commissioned works completed in Reiwa 5 and Reiwa 6 must be 65 points or higher. If there is no such performance record, the average construction performance evaluation score for Hokkaido Regional Development Bureau commissioned works completed in Reiwa 3 and Reiwa 4 must be 65 points or higher. B. Joint Venture: The average construction performance evaluation score for Hokkaido Regional Development Bureau commissioned works completed in Reiwa 5 and Reiwa 6 for all members must be 65 points or higher. If there are members without such performance records, the average construction performance evaluation score for Reiwa 3 and Reiwa 4 will be used, and the average for all members must be 65 points or higher. (8) Must not be the contractor of the design work, etc., for the construction listed in 1 above, or a construction company with a capital or personnel relationship with such contractor. (9) There must be no capital or personnel relationship between the bidders. (Refer to the tender explanation document) - 5 - (10) Must have a head office located within the jurisdiction of the Sapporo Development and Construction Department (Note) that holds the construction industry license required to construct this work (in the case of a joint venture, one of the members must have it, and other members must have a head office, branch office, or business office in Hokkaido). (Note) The jurisdiction of the Sapporo Development and Construction Department refers to the municipalities in the Sorachi General Promotion Bureau and Ishikari General Promotion Bureau, and Furano City, Nakafurano Town, Minamifurano Town, Kamifurano Town, and Horokanai Town in the Kamikawa General Promotion Bureau. (11) Must not be a person whose management is substantially controlled by a member of an organized crime group, or a person equivalent thereto, and who is subject to exclusion from Ministry of Land, Infrastructure, Transport and Tourism public works projects based on a request from the police authorities, and such status must not be ongoing. 3. Matters Concerning the Comprehensive Evaluation Bidding System (1) Method of Comprehensive Evaluation The successful bidder for this work will be determined by the following method. A. A "standard score" of 100 points will be awarded if the competitive participation qualifications indicated in the tender explanation document are met. B. A "bonus score" of up to 28 points will be awarded based on the records shown in the documents. Evaluation items are as follows: (a) Matters related to the company's construction capability (b) Matters related to the ability of the assigned engineers (c) Matters related to regional familiarity (d) Matters related to regional contribution (e) Declaration of wage increase implementation. C. Penalties will be applied if applicable for past measures. Evaluation items are as follows: (a) Suspension of designation (b) Written warning (c) Oral warning D. Penalties will be applied if applicable for past construction performance. Evaluation items are as follows: Repair claims, etc. E. A "construction system evaluation score" of up to 30 points will be awarded after reviewing the construction system. Evaluation items are as follows: (a) Effectiveness of quality assurance (b) Reliability of construction system assurance. F. The successful bidder will be determined using the "evaluation score" calculated by dividing the total of the obtained "standard score," "bonus score," "penalty," and "construction system evaluation score" by the bid price. The outline is shown below, but specific technical requirements, evaluation criteria for bidding, etc., will be clearly stated in the tender explanation document. (2) Determination of Successful Bidder Bidders will bid based on price. For bidders whose bid price is within the limit of the estimated price, the "standard score" will be added to the "bonus score," the "penalty" will be subtracted, and the "construction system evaluation score" will be added, and the result will be divided by the bid price to calculate the evaluation score. The bidder with the highest calculated evaluation score among those meeting the following conditions will be the successful bidder. - 6 - A. The bid price must be within the limit of the estimated price. B. The evaluation score must not fall below the value obtained by dividing the standard score (100 points) by the estimated price. 4.
