Qualifications Required for Bidders All of the following requirements must be met. The Saga Prefectural Police Headquarters may be consulted for qualification verification. (1) Must have experience in undertaking and performing similar tree felling services for national or local governments or organizations composed of national or local governments (including public corporations, public enterprises, and independent administrative agencies) within the past 5 years from the date of this announcement. (2) Must have its head office in Karatsu City or Genkai Town. (3) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act (Cabinet Order No. 16 of 1947). (4) Must not be a company for which an application for commencement of rehabilitation proceedings has been filed under the Company Rehabilitation Act (Act No. 154 of 2002) (excluding those for whom eligibility for bidding has been registered according to procedures separately determined by the Governor of Saga Prefecture after the decision to commence rehabilitation proceedings). (5) Must not be a company for which an application for commencement of civil rehabilitation proceedings has been filed under the Civil Rehabilitation Act (Act No. 225 of 1999) (excluding those for whom eligibility for bidding has been registered according to procedures separately determined by the Governor of Saga Prefecture after the decision to commence rehabilitation proceedings). However, if an agent is bidding, a power of attorney (Form 5) separately defined must be submitted before bidding. B. When determining the successful bidder, the successful bid price shall be the amount obtained by multiplying the amount stated on the bid form (hereinafter referred to as "bid price") by 110/100 (if there is a fraction of less than 1 yen, that amount shall be rounded down). Therefore, bidders shall enter the amount obtained by multiplying the estimated contract amount by 100/110 on the bid form, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax. In this case, if any of the bidders are not present at the bid opening or do not draw lots, an employee not related to the bidding procedures shall draw lots on their behalf. C. If no successful bidder is determined after the first bid opening (if there are no bids within the limit of the estimated price), a second bid will be conducted immediately (up to three times in total, including the first). D. Bidding is limited to three times. If no successful bidder is determined, negotiations may be held with the bidder who submitted the lowest bid among those who submitted valid bids in the final round, in accordance with the provisions of Article 167-2, Paragraph 1, Item 8 of the Local Autonomy Act, for a discretionary contract. (9) Withdrawal of bids, etc.: Bidders cannot alter, exchange, or withdraw their submitted bid forms. (10) Suspension of bidding or bid opening: If bidding or bid opening cannot be conducted due to natural disasters or other unavoidable reasons, it shall be suspended. Any damages incurred in such cases shall be borne by the bidders. (11) Withdrawal from bidding: Bidders may withdraw from bidding at any time before submitting their bid forms. However, if withdrawing, a separately defined bid withdrawal form (Form 6) must be submitted promptly. Bidders who withdraw from bidding will not be subject to any disadvantageous treatment thereafter for this reason. 9. B. In lieu of paying the contract deposit, collateral listed in "4. Bid Bond (2)" of the Regulations may be provided in accordance with Article 116 of the Regulations.
