(5) Overview: Correction of Cadastral Map Data Changes: 1 set Update of Land Plot Condition Data: 1 set Correction of House Map Data Changes: 1 set Other Data Updates: 1 set System Setup: 1 set (6) Tender Procedure Method: This project will be conducted using the Saitama Prefecture Electronic Bidding System (hereinafter referred to as the "Electronic Bidding System") for notifications and tenders. Submission of documents will be in accordance with separate instructions. 2. Submission of Qualification Confirmation Application Form: Those wishing to participate in the tender must submit a qualification confirmation application form via the electronic bidding system within the following period. Qualifications Required for Tender Participants: The qualifications required for those wishing to participate in the tender are as follows: (1) Must be registered in the "Misato Town Goods, etc. Open Competition Tender Participant Qualification List" (hereinafter referred to as the "Qualification List") for Reiwa 7 and 8, and meet the following requirements: Must be registered in the "Computer Operations" industry classification in the Qualification List, and have a desire to contract for "Computer Operations" (major) and "GIS-related Operations" (minor) business items. (2) Not falling under the provisions of Article 167-4 of the Local Autonomy Act. (3) Not subject to designation suspension by the national government or local public bodies during the period from the announcement date of this project to the tender date. Specifications, etc. (1) Publication Date: September 1, Reiwa 8 (Tuesday). (2) Specifications and other necessary documents (hereinafter referred to as "Specifications, etc.") can be downloaded from the electronic bidding system (or from the "Tender and Contract Information" page on the Misato Town website if instructed by the electronic bidding system). 8. Questions Regarding Specifications, etc.: Tender participants who have questions regarding the Specifications, etc. must submit their questions via the electronic bidding system as follows: (1) Acceptance Period: From 9:00 AM on September 1, Reiwa 8 (Tuesday) to 4:00 PM on September 7, Reiwa 8 (Monday) (excluding times when the electronic bidding system is not operational). (2) Answers to Questions: Answers to questions will be posted on the electronic bidding system by September 10, Reiwa 8 (Thursday). 9. Notes on Tendering: (1) Amount to be Stated in Tender Form: When determining the successful bidder, the successful bid price shall be the amount obtained by adding 10% of the amount stated in the tender form to that amount. Therefore, regardless of whether the tender participant is a taxable or exempt business operator for consumption tax and local consumption tax, they shall state in the tender form an amount equivalent to 100/110 of the estimated contract amount. (2) Submission Documents and Method: At the time of tendering, submit the tender form and a breakdown of the tender amount calculation via the electronic bidding system. The file name of the tender amount breakdown shall include the project number and company name. (Example: "R08-001 ○○○ Co., Ltd.") (3) Tender Execution, etc.: A. Tenders will be executed even if there is only one tender participant. B. The number of tenders shall be one. If a re-tender is required as a result of the initial tender, the number of re-tenders shall also be one. C. The tender form submission period and bid opening date for re-tenders, if required as a result of the initial tender, will be notified via the electronic bidding system after the initial tender concludes. Those who did not participate in the initial tender, those who bid at a price below the minimum reserve price, and those who submitted invalid tenders cannot participate in the re-tender. (4) Tender Withdrawal: Tenders can be withdrawn until the completion of the tender, even after submitting the qualification confirmation application form. (5) Compliance with Laws and Regulations: When tendering, do not engage in any acts that violate the Act on Prohibition of Private Monopolization and Maintenance of Fair Trade (Act No. 54 of 1947), the Penal Code (Act No. 45 of 1907), the Act on Electronic Signatures and Certification Services (Act No. 102 of 2000), or other relevant laws and regulations. 10. Minimum Reserve Price: Not set. 11. Tender Security: Exempt. 12. Grounds for Invalid Tenders: In addition to the provisions of Article 24 of the Misato Town Contract Regulations, tenders falling under any of the following shall be deemed invalid: (1) Tenders submitted by persons who have used electronic certificates improperly. (2) Tenders submitted by persons who have not submitted the necessary documents for post-qualification review by the deadline. (3) Tenders submitted by persons who have violated other provisions specified in the announcement. 13. Determination of Successful Bidder Candidate: (1) The successful bid candidate shall be the person who submitted the lowest bid price at or above the minimum reserve price within the estimated price range at the bid opening. (2) If there are two or more persons who submitted the same lowest bid price, the successful bid candidate shall be determined by electronic lottery using the electronic bidding system. 14. Matters After Bid Opening: (1) As this is a post-qualification review type tender, the award decision will be held in abeyance after the bid opening. The successful bid candidate who receives the notification shall submit the "Open Competition Tender Participant Qualification Confirmation Application Form," "Open Competition Tender Participant Qualification Confirmation Documents," and other designated documents within two days of receiving the notification. (2) After the award decision, the tender results will be published on the electronic bidding system. 15. Contract Conclusion Matters: For contracts that require the approval of the assembly, a provisional contract shall be concluded, and the final contract shall be made upon the resolution of the Misato Town Assembly, in accordance with the "Ordinance on Contracts Requiring Assembly Approval and Acquisition or Disposal of Property" (Town Ordinance No. 8 of 1964). Furthermore, those who have been subject to designation suspension by the national government or local public bodies between the award decision and the conclusion of the final contract cannot conclude the final contract.
