NOTICE OF BID (Construction Work) We will offer the following for public tender. Outline of Construction Work, etc. (1) Construction Name: New Construction and Other Works for Obihiro University of Agriculture and Animal Industry (Tentative Name) Cheese Studio (2) Construction Location: 2-13, 15 Nishi, Inada-cho, Obihiro City, Hokkaido (within the premises of Obihiro University of Agriculture and Animal Industry) (3) Construction Outline: Construction work for adding a cheese studio (1 story, S structure, 130 sq. meters) to the existing dairy product manufacturing plant, renovation of a part of the existing dairy product manufacturing plant (21 sq. meters), and exterior improvements such as access roads. Related electrical equipment work and mechanical equipment work are scheduled to be procured separately. (4) Construction Period: From the day after the contract signing date until March 17, Reiwa 9 (Wednesday). (5) For this construction, the application for confirmation of competitive participation qualifications (hereinafter referred to as "Application") and the confirmation documents for competitive participation qualifications (hereinafter referred to as "Documents") shall be submitted, and bidding, etc., shall be conducted through the electronic bidding system. Those who find it difficult to use the electronic bidding system may substitute it with a paper bidding method with the approval of the Representative Director. 2. Qualifications for Competitive Participation (1) Persons who do not fall under the provisions of Article 3 and Article 4 of the National University Corporation Hokkaido National University Organization Contract Administration Regulations (Reiwa 4 Organization Regulations No. 80) (hereinafter referred to as the "Contract Administration Regulations"). (2) Must have been certified in the B, C, or D grade for general construction work in the Reiwa 7 and 8 fiscal years, as classified according to Article 4, Chapter 1 of the "Qualifications for Participants in General Tenders" (decided by the Minister of Education, Culture, Sports, Science and Technology on January 6, 2001) (Certificate of Qualification for Participation in General (Designated) Tenders) (For those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law (Act No. 154 of 2002) or for those who have filed for commencement of reconstruction proceedings under the Civil Reconstruction Law (Act No. 225 of 1999), re-certification of general participation qualifications must have been obtained after the decision to commence proceedings). (3) Not persons who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law or who have filed for commencement of reconstruction proceedings under the Civil Reconstruction Law (excluding those who have received re-certification under (2)). (4) Must have experience in constructing new buildings (including extensions) or comprehensive renovation work of S or RC structure with a total floor area of 100 sq. meters or more, which were completed and delivered as the prime contractor since fiscal year 2011 (Experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more). For regular construction joint ventures, the regular construction joint venture or one of its members must have the above construction experience. (5) Must be able to assign a chief engineer or supervising engineer who meets the following criteria to the construction work. The assigned engineer for this work does not require full-time dedication. ① Must be a Grade 2 Architectural Construction Management Engineer or possess equivalent or higher qualifications. "Persons with equivalent or higher qualifications" refers to the following: - Grade 1 Architectural Construction Management Engineer - Persons certified by the Minister of Land, Infrastructure, Transport and Tourism as having equivalent or higher qualifications. ② Must have experience in constructing construction work as listed in (4) above, which was completed and delivered as the prime contractor since fiscal year 2011 (Experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more). However, in the case of a regular construction joint venture, it is sufficient if the chief engineer or supervising engineer of one member has experience in similar work. ③ For supervising engineers, they must possess a supervising engineer's license and a certificate of completion of supervising engineer training. ④ Assigned chief engineers or supervising engineers must have a direct and permanent employment relationship, and documentation to prove this may be requested. Failure to provide such proof may result in disqualification from bidding. ⑤ For regular construction joint ventures, in addition to the exception mentioned in (2) above, it is also acceptable to assign a chief engineer or supervising engineer with the national qualifications specified in (1) above. However, the payment of contract security can be substituted by a guarantee from a financial institution or guarantee company recognized as reliable by the Representative Director. If a performance guarantee bond from a public works performance guarantee company is provided or a performance guarantee insurance contract is concluded, the contract security will be exempted. The technical examination category of the Supervising Engineer Assistant under Article 27 of the Construction Business Act must be the same as that required for the Special Supervising Engineer. 3) The Supervising Engineer Assistant must have a direct and permanent employment relationship with the bidder. 4) The number of construction projects to which the same Special Supervising Engineer can be assigned is limited to two at the same time, including this project.
