(6) Tender Method: The award decision will be made by comprehensive evaluation, so:

② The bid amount shall include all costs required for the performance of the procurement item name specified in (2) during the performance period specified in (4).
Note: For the award decision, the successful bid price will be the amount obtained by adding 10% of the stated amount to the stated amount (if there is a fraction of less than 1 yen, the fractional amount will be rounded down). Therefore, tenderers must write in the bid form the amount equivalent to 100/100 of their estimated contract amount, regardless of whether they are taxable or non-taxable for consumption tax.

However, minors, persons under conservatorship, or persons under guardianship who have obtained the necessary consent for concluding a contract may be applicable under special circumstances.
(2) Must not be a person who falls under the provisions of Article 6 of the Contract Regulations.
(3) Must be graded A, B, or C in "Service Provision, etc." for the Ministry of Health, Labour and Welfare Competitive Participation Qualifications (Unified Qualifications for All Government Agencies) and have competitive participation qualifications in the Kinki region. Applications are accepted at any time at the application reception desk listed in the appendix of the official gazette dated March 31, 2021, No. 60, Special Issue.
(4) Must possess the qualifications specified by the Accounting Officer based on the provisions of Article 4 of the Contract Regulations.

(3) Matters Required of Tenderers: Those wishing to participate in this general competition must submit documents proving their ability to perform the procurement item name specified in 1(2) by the deadline for receiving specifications, etc. Furthermore, a sealed tender form must be submitted by the deadline for receiving specifications, etc. Tenderers must respond to requests for explanations regarding said documents from the Accounting Officer by the day before the bid opening.
(4) Invalid Bids: Tenders submitted by persons who do not meet the competitive participation qualifications indicated in this announcement, or tenders submitted by persons who have not fulfilled the obligations required of tenderers, will be deemed invalid.
