Eligibility Requirements (1) Not falling under the provisions of Article 70 of the Public Finance Law. Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under special circumstances in the same article. (2) Not falling under the provisions of Article 71 of the Public Finance Law. (3) Must be rated in one of the A, B, C, or D classes for "Provision of Services, etc." in the Reiwa 7, 8, 9 Ministry of Defense Competitive Bidding Qualifications (Uniform Qualifications for All Ministries) and have competitive bidding qualifications in the Kanto-Koshinetsu region. Furthermore, regardless of the above rating, must not fall under any of the items in Article 18, Paragraph 4 of the Detailed Regulations for Handling Contract Procedures for Contracts under the Jurisdiction of the Ministry of Defense. Those who wish to participate in the bidding and meet the requirements must submit documents proving such requirements by 12:00 on Wednesday, August 19, Reiwa 8. (4) Not currently subject to a bid suspension measure based on the "Procedures for Bid Suspension, etc. related to Procurement of Equipment, etc. and Services" from the Director-General of Health and Welfare, Director of Defense Policy Bureau, Director-General of Acquisition, Technology and Logistics Agency, or the Accounting Officer of the Acquisition, Technology and Logistics Agency (hereinafter referred to as "period of bid suspension"). (5) Not a party that has a capital or personnel relationship with a party currently under bid suspension, and intends to contract with the Ministry of Defense for the sale, manufacture, or contracting of services of the same type of goods as that party. Bidding Method: For successful bids, the bid price will be the amount written on the bid form plus 10% of that amount. Therefore, bidders must write the amount equivalent to 100/110 of the estimated contract amount on their bid form, regardless of whether they are taxable or exempt from consumption tax and local consumption tax. 6. (2) If the entire or part of this contract is to be subcontracted to a party currently under bid suspension, a subcontract confirmation application must be submitted 7 days before the bid date (excluding administrative holidays). (5) Bidding Conditions: Submit documents regarding the implementation system for this service specified in Section 2.3 of the specification and the information security fulfillment system specified in Section 4.2 a) to c) in writing, and be recognized as compliant (Submission deadline: 12:00 on Wednesday, August 19, Reiwa 8 (excluding administrative holidays)). (6) Bids from parties who subcontract the entire or part of this contract to a party currently under bid suspension will not be accepted if they are bidding against parties who do not subcontract the entire or part of this contract to a party currently under bid suspension. (7) If, after the contract is concluded, the entire or part of this contract is to be subcontracted to a party currently under bid suspension, the entire or part of this contract may be canceled. (8) If subcontracting to a party currently under bid suspension is to be performed after the contract, subcontract approval shall be obtained in accordance with the "Bid and Contract Conditions (Local Procurement)", and a change contract shall be executed with special clauses regarding the determination of the price for specific items.
