5. Acceptance of Inquiries Regarding Contract Details: If you have any inquiries regarding the contract details, please submit them in writing to the location indicated in 4 by 12:00 PM on July 7, Reiwa 8 (Tuesday).
Responses will be available for viewing at the location indicated in 4 from July 10, Reiwa 8 (Friday) to July 16, Reiwa 8 (Thursday) (excluding holidays, from 8:30 AM to 5:15 PM), and will also be published on the Kagawa Prefecture website (https://www.pref.kagawa.lg.jp).
6. Bidding and Bid Opening: (1) Bid Submission Deadline via Electronic Bidding System: July 23, Reiwa 8 (Thursday), 4:00 PM. (2) Bid Opening Date and Time: July 24, Reiwa 8 (Friday), 10:00 AM. 8. Bid Security and Contract Security: If the conditions in Article 152 of the Regulations are met, they will be exempted. Those who wish to be exempted must submit the "Bid Security/Contract Security Exemption Application" to the location indicated in 4 by 3:00 PM on July 16, Reiwa 8 (Thursday).
The results of the review will be notified by 5:00 PM on July 21, Reiwa 8 (Tuesday).
9. Bidder Participation Qualifications: Must meet all of the following requirements.
(1) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act (Cabinet Order No. 16 of 1947).
(2) Must be ranked A in the competitive bidding participation qualifications for purchasing goods, etc., ordered by Kagawa Prefecture.
(3) Must have its head office (main office) in Kagawa Prefecture, or have a branch office, business office, or other business location in the prefecture and have its head authorized to delegate authority for commercial transactions with Kagawa Prefecture.
(4) Must not currently be subject to bid suspension measures for contracts for purchasing goods, etc., ordered by Kagawa Prefecture.
(5) Must not be a person for whom bankruptcy proceedings have been initiated under the Corporate Reorganization Act (Act No. 154 of 2002) or rehabilitation proceedings have been initiated under the Civil Rehabilitation Act (Act No. 225 of 1999).
However, the following persons shall be deemed to meet this requirement:
① Persons for whom a decision to commence rehabilitation proceedings has been made under the Corporate Reorganization Act.
② Persons for whom a decision to approve a rehabilitation plan has been made under the Civil Rehabilitation Act (limited to finalized decisions).
(6) Must prove that they can reliably deliver the procured items and quantities specified in this announcement to the time and place designated in the bid explanation or specifications, with proof of shipment from the manufacturer, sales agent, or import agent of the item.
(7) If the item being bid on is not the reference item, the "Equivalent Product Certification Application and Notification" must be submitted to the Director of the Department of Welfare for Persons with Disabilities, Kagawa Prefectural Government, by 3:00 PM on July 14, Reiwa 8, and prior approval must be obtained.
(8) Must prove that they have a system in place for prompt maintenance and repair services for the procured items specified in this announcement.
(9) Must prove that they have a system in place for installation and adjustment of the procured items specified in this announcement.
10. Requirements for Bidders: Those who wish to participate in the bidding must submit documents proving that they meet the requirements of (6) to (9) of 9 to the location indicated in 4 by 3:00 PM on July 16, Reiwa 8 (Thursday), and must comply if requested to provide explanations regarding such documents.
Furthermore, before submitting the documents, a general competitive bidding participation qualification confirmation application must be submitted via the electronic bidding system.
Only those who pass the review of the submitted documents will be allowed to participate in the bidding, and the results of the review will be notified by 5:00 PM on July 21, Reiwa 8 (Tuesday).
11. Invalid Bids: Bids submitted by persons who do not have the bidding participation qualifications indicated in this announcement, bids submitted by those who have not fulfilled the obligations required of bidders, and bids in cases falling under Article 171 of the Regulations are invalid.
12. Cancellation or Postponement of Bidding or Bid Opening: In the event of natural disasters, malfunctions of the electronic bidding system, or other unavoidable circumstances, or if it is recognized that competition is ineffective or likely to be ineffective due to fraudulent acts in bidding, the bidding or bid opening may be canceled or postponed.
In such cases, damages due to cancellation or postponement of bidding or bid opening shall be borne by the bidder.
13. Method of Determining the Successful Bidder: The successful bidder shall be the bidder who has submitted the lowest valid bid within the limit of the estimated price prepared in accordance with Article 147, Paragraph 1 of the Regulations.
The bid results will be published in accordance with the "Manual on Publicizing and Publishing Results of Competitive Bidding for Purchase of Goods, etc., by Kagawa Prefecture" and the Electronic Bidding Operation Standards.
14. Deadline for Contract Conclusion: The successful bidder must conclude the contract within 5 days (excluding holidays) from the date of receiving the draft contract from the prefecture.
Failure to conclude the contract within this period will render the bid invalid.
However, the period may be extended in case of natural disasters or other unavoidable reasons.
15. Prohibition of Assignment of Reservation Completion Rights: The successful bidder shall not assign the reservation completion rights to a third party between the bid determination and the contract conclusion.

(2) If the successful bidder fails to conclude the contract without justifiable reason, measures may be taken in accordance with the "Kagawa Prefecture Measures for Suspension of Bidding, etc., for Purchase of Goods, etc.".

- Include all costs incurred for delivery, such as shipping, delivery, installation, and adjustment, as specified in Separate Sheet 2 (drawings) distributed separately.
- The contractor shall be responsible for removing any garbage generated during delivery and installation, and for disposing of any existing equipment removed, in accordance with relevant laws and regulations.
- Appropriate protection shall be taken in advance during delivery and installation to avoid damaging existing equipment, etc. In the event of damage, it shall be promptly restored to its original condition at the contractor's expense.
- Inspection and confirmation of delivery shall be followed by one year of free inspection, repair, and adjustment.
- Inspection before the end of the free warranty period shall include a comprehensive periodic inspection equivalent to the initial installation.
However, if the malfunction continues after the free warranty period, the free warranty period shall be extended.
- A system shall be in place for regular inspections, etc., even after the free warranty period ends. Furthermore, in the event of a malfunction or failure, a system shall be in place to respond on-site within 24 hours of notification.
- All components necessary for the operation of the equipment, even if not specified in these specifications, must be included.
- Sufficient explanation on the operation of the device shall be provided at the time of delivery.
