11. Method of Submitting Eligibility Confirmation Application Documents

Common Matters for Public Invitation for Bids for Consulting Services, etc.
Matters concerning qualifications required for bidders
Not falling under Article 167-4 of the Regulations and Article 2, Paragraph 1 of the Okayama City Contract Regulations (Heisei 1, City Ordinance No. 63; hereinafter referred to as "the Regulations").
Eligibility for general competitive bidding has been determined based on the "Matters Concerning Qualifications and Examination for Participation in Competitive Bidding in Okayama City" (Showa 61, City Announcement No. 120), and for the designated services (if the designated services cover multiple industries and divisions, the primary industry and division shall apply).
Obtain an IC card that stores the electronic certificate issued by the primary industry, and complete user registration with Okayama City on the electronic bidding system before submitting the bid. Furthermore, the validity period of the IC card must be after the bid opening date and time.
Matters concerning restrictions on bidding eligibility
In the case of low-bid price investigation target services (hereinafter referred to as "low-bid target services") defined in the "Okayama City Consulting Services Low-Bid Price Investigation Implementation Guidelines" (hereinafter referred to as "Low-Bid Price Investigation Guidelines"), bids for low-bid prices will be deemed invalid or disqualified.
If the performance deadline is extended for reasons not attributable to the bidder, the deadline for participating in bids for other low-bid target services shall be until the performance deadline before the extension of the contract.
Matters concerning the submission of bids
Number of bids: Up to 2 times.
Bidders must submit their bids by registering their bid amount using the electronic bidding system from the bid acceptance start date and time registered for the target services to the bid acceptance deadline.
If the bidder becomes a subject of confirmation of eligibility according to Article 9, Paragraph 5 of the "Okayama City Consulting Services Electronic Bidding Implementation Guidelines" (hereinafter referred to as "Electronic Bidding Guidelines") or Article 7, Paragraph 6 of the "Okayama City Consulting Services Mail Bidding Implementation Guidelines" (hereinafter referred to as "Mail Bidding Guidelines"), they shall not be allowed to participate in bids for other low-bid target services until the performance of the contract related to the bid is completed (or until the successful bidder of the bid is determined, if the bidder subject to confirmation is not the successful bidder).
In this case, if the bidder subject to confirmation is currently participating in bids for other low-bid target services, they may participate in subsequent procedures for the target services in writing after obtaining the Mayor's approval. However, this applies only if the bid opening date for the target services is within the validity period of the IC card and the IC card is being reissued.
① If the IC card required for electronic bidding becomes unusable due to reasons not attributable to the bidder, such as disaster or theft.
② Other unavoidable circumstances deemed by the city.
Submit the bid by registering the bid amount using the electronic bidding system with the IC card within the period until the bid acceptance deadline.
For those who have completed user registration on the electronic bidding system after obtaining an IC card, in the following cases (excluding cases where the IC card becomes unusable due to loss, expiration, blocking, or damage due to the bidder's responsibility), submit the "Written Bid Participation Approval Application Form" (Form No. 1, posted on the "Bid and Contract Homepage" -> "Electronic Bidding" -> "Guides and Forms" -> "Electronic Bidding Guide Page") to the Contract Division at least one hour before the bid acceptance deadline.
Those who have changed to written bidding will not be allowed to change or revert to electronic bidding for the target services.
In case ③, the bidder must fill out the "Written Bid Form" (posted on the "Bid and Contract Homepage" -> "Consulting (Contract Division Ordered)" -> "Bid Information [Consulting]" -> "Forms [Consulting]") and submit it in a sealed envelope to the Contract Division by the bid acceptance deadline, with the name of the contractor and the service name written on the front of the envelope (refer to "Written Bidding for Electronic Bidding Cases" on the "Bid and Contract Homepage" -> "Electronic Bidding" -> "Guides and Forms" -> "Electronic Bidding Guide Page").
When determining the successful bidder, the amount registered in the bid form (for bidders submitting written bids as stipulated in (3), the amount written on the bid form) plus an amount equivalent to 10/100 of that amount (if there is a fraction of less than 1 yen, that fraction shall be rounded down) will be considered the winning bid price. Therefore, bidders must register the amount equivalent to 100/110 of their estimated contract price on the electronic bidding system, regardless of whether they are taxable or non-taxable.
Submitted bids cannot be corrected, exchanged, or withdrawn.
Except in cases where there is a particular need, bid withdrawal after submission of the bid is not permitted. However, this does not apply to cases where a bid is withdrawn between the opening of the first bid and the submission of the bid for the second bid (hereinafter referred to as "re-bid").
Bids other than those stipulated in the Electronic Bidding Guidelines are not permitted.
Comply with the provisions of the Regulations when bidding.
(2) In the case of electronic bidding, bidders must enter any 3-digit number in the lottery number field when registering the bid amount.
(3) In the case of written bidding, bidders must enter any 3-digit number in the lottery number field of the bid form ("000" cannot be entered). If no number from "001" to "999" is entered in the lottery number field, it will be considered as "999" regardless of Article 6(7).
In such cases, the bidder's bid will be invalidated.
If the target service is a minimum bid price setting project, bids below the minimum bid price will be disqualified.
In the first bid, the bid executor shall immediately suspend the determination of the successful bidder if there is one or more bidders who submitted bids at a price less than or equal to the pre-tax estimated price (hereinafter referred to as "valid bids") excluding bids that are invalidated or disqualified according to (3) or (4). If there are no valid bids, a re-bid will be held.
Matters concerning bid opening methods, etc.
Bid opening shall be conducted at the date and time and place specified in the announcement.
If there are bidders submitting written bids as stipulated in (3), the bid opening shall be conducted after registering the written bids in the electronic bidding system at the date and time and place specified in the announcement.
As a result of the bid opening, if it is clear that the bidder's bid falls under any of Article 6(1) to (12) without needing to confirm eligibility based on the application documents, etc. (hereinafter referred to as "eligibility confirmation"), and if there are two or more such bidders, the order shall be determined by electronic lottery.
