Outline of Work (1) Work Name: Kagoshima University (Korimoto) Attached Elementary School Building Air Conditioning Equipment Renovation Electrical Equipment Work (2) Work Location: 1-21-24 Korimoto, Kagoshima City, Kagoshima Prefecture (Kagoshima University Campus) (3) Work Content: This work involves electrical equipment work associated with the renovation of air conditioning equipment in the Attached Elementary School building (Reinforced Concrete, 3 floors above ground, total floor area 7,126 sqm) in the Kagoshima University Korimoto Complex. (4) Construction Period: Until Friday, October 29, 2025. (5) This work will be conducted using the electronic bidding system for the submission of the competitive participation application form (hereinafter referred to as "Application Form") and competitive participation qualification confirmation documents (hereinafter referred to as "Documents"), as well as for bidding, etc. Electronic bidding will be conducted through the electronic bidding system on the Ministry of Education, Culture, Sports, Science and Technology (MEXT) Electronic Bidding System website (https://portal.ebid03.mext.go.jp/top/) in accordance with the MEXT Electronic Bidding Usage Regulations and Operational Standards. If it is difficult to use the electronic bidding system, paper bidding may be substituted with the approval of the contracting officer. (6) This work will be carried out using a comprehensive evaluation and bidding system (performance evaluation type), where the successful bidder will be determined by evaluating both "company's technical capabilities" and "company's reliability and sociality" described in the Application Form and Documents, and comprehensively evaluating price and non-price factors. (7) This work is a "two-day weekend promotion work" where the contractor will consult with the client regarding the implementation of a two-day weekend before commencing work. 2. Qualifications for Competitive Participation (1) Not applicable to individuals falling under the provisions of Article 2 and Article 3 of the "Contract Handling Regulations of National University Corporation Kagoshima University". (2) Must have been certified with Grade A or B for electrical work in the 2025/2026 ranking (Grade indicated in item 2 of the "Notification of Qualification for General Competitive Bidding (Designated Competitive Bidding) Participation") as defined in Article 4, Chapter 1 of the "Qualifications for General Competitive Bidders" (decided by the Minister of Education, Culture, Sports, Science and Technology on January 6, 2001). (For those for whom rehabilitation proceedings have been initiated based on the Corporate Rehabilitation Act (Act No. 154 of 2002) or for whom reconstruction proceedings have been initiated based on the Civil Reconstruction Act (Act No. 225 of 1999), re-certification of general competitive bidding qualifications must have been obtained after the decision to commence proceedings). (3) Not an individual for whom rehabilitation proceedings have been initiated based on the Corporate Rehabilitation Act or for whom reconstruction proceedings have been initiated based on the Civil Reconstruction Act (excluding those who have obtained re-certification of general competitive bidding qualifications as mentioned in 2(2) above). (4) Not disqualified from "construction experience of similar work," "construction performance," or "construction experience of similar work" as indicated in the evaluation items of the comprehensive evaluation (refer to the bidding documents). (5) Must have experience in constructing electrical equipment work related to new construction or renovation of educational facilities, hospitals, or public facilities (buildings) that have been completed and delivered as the prime contractor since fiscal year 2011. (Experience as a member of a joint venture is limited to cases where the equity ratio is 20% or more). For ongoing construction joint ventures, the ongoing construction joint venture or one of its members must have the above construction experience. (6) Must be able to assign a chief engineer or supervising engineer who meets the following criteria to this work. In cases where Article 26, Paragraph 3 of the Construction Industry Act (Act No. 100 of 1949) and Article 27, Paragraph 1 of the Cabinet Order for the Construction Industry Act (Cabinet Order No. 273 of 1956) apply, the engineer must be exclusively assigned to this work. Also, please note that if the contract amount changes after the contract is concluded and the changed contract amount falls under Article 26, Paragraph 3 of the Construction Industry Act and Article 27, Paragraph 1 of the Cabinet Order for the Construction Industry Act, the assigned engineer will be required to be exclusively assigned to this work. ① Must possess a Grade 1 Electrical Construction Management Engineer qualification or equivalent or higher. "Equivalent or higher qualifications" refers to those certified by the Minister of Land, Infrastructure, Transport and Tourism as equivalent or higher. ② Must have experience in constructing electrical equipment work related to new construction or renovation of educational facilities, hospitals, or public facilities (buildings) that have been completed and delivered as the prime contractor since fiscal year 2011. (Experience as a member of a joint venture is limited to cases where the equity ratio is 20% or more). For works with a total construction period of less than one year, the period of engagement must be more than half of the total construction period; for works with a total construction period of one year or more, the required period of engagement is six months. However, for ongoing construction joint ventures, it is sufficient if one of the chief engineers or supervising engineers has experience in similar work. ③ For supervising engineers, must possess a supervising engineer's license and a supervising engineer's training completion certificate. ④ The assigned chief engineer or supervising engineer must have a direct and continuous employment relationship, and documentation to prove this may be requested. Failure to provide such documentation may result in disqualification from bidding. ⑤ In the case of an ongoing construction joint venture, the chief engineer or supervising engineer must also possess the national qualifications specified in 2(6)①. ⑥ For requirements regarding the assignment of supervising engineers subject to Article 26, Paragraph 3, Items 1 and 2 of the Construction Industry Act, please refer to the site explanation document. (7) Must not be subject to a bid suspension measure from MEXT based on the "Measures for Suspension of Bidding for Contracts for Construction Work, etc." (Notice No. 17 MEXT-SHI-345 from the Director of Facilities Planning Division, dated January 20, 2006) during the period from the submission deadline for the application form and documents to the bid opening. (8) Not be a contractor who received design work, etc., for the work specified in 1 above, or a construction company related to such contractor in terms of capital or personnel. (9) No capital or personnel relationship between bidders (refer to bidding documents). (10) Must have a head office, branch office, or business office located within the Kyushu region, licensed under the Construction Industry Act. (11) Not be a construction company whose management is substantially controlled by a yakuza member, or equivalent, and who has been requested by the police authorities to be excluded from MEXT-ordered works, and such status continues (refer to bidding documents). 3. Matters Concerning Comprehensive Evaluation (1) Method of Determining the Successful Bidder ① Bidders will participate in the bidding with "price," "company's technical capabilities," and "company's reliability and sociality." The successful bidder will be the one who meets the requirements of (a) and (b) below and has the highest "evaluation score" obtained according to 3(2)③. (a) Bid price is within the limit of the estimated price. (b) The evaluation score does not fall below the "standard evaluation score," which is the standard score divided by the estimated price. ② If there are two or more bidders with the highest evaluation score in 3(1)①, the successful bidder will be determined by drawing lots. (2) Method of Comprehensive Evaluation ① "Standard score" is 100 points, and "additional points" are a maximum of 21 points. ② "Additional points" will be calculated by evaluating each of the evaluation items in 3(3) below and summing the evaluation scores for each item. ③ The comprehensive evaluation based on price and non-price factors will be conducted using the "evaluation score," which is obtained by dividing the sum of the bidder's "standard score" and the "additional points" obtained in 3(2)② by the bidder's "bid price." However, if it is determined that the intended successful bidder may not be able to perform the contract in accordance with its terms due to the bid price, or if it is deemed significantly inappropriate to conclude a contract with that bidder due to the risk of disrupting fair trade order, another bidder who submitted a bid within the limit of the estimated price and has the highest evaluation score may be selected as the successful bidder. (5) Confirmation of assigned supervising engineer, etc.: If a violation of the exclusive assignment rule for the assigned supervising engineer, etc., is confirmed after the successful bidder is determined (e.g., through CORINS), the contract may not be concluded. Replacement of the application form will not be permitted, except in cases where it is deemed unavoidable due to various circumstances and is approved.
