For bid award, the winning bid price will be the amount stated in the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, it will be rounded down). Therefore, bidders shall state in their bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax. 2. Must not be a person whose management is substantially controlled by a yakuza group or equivalent. Must be a legal entity. Furthermore, must have no overdue taxes for consumption tax, local consumption tax, and corporate tax. Must comply with the "Act on the Protection of Personal Information" (Act No. 57 of 2003) and have the ability to properly manage personal information. Must be enrolled in social insurance (Employees' Pension Insurance, Health Insurance (managed by the Japan Health Insurance Association), Seamen's Insurance, National Pension, Workers' Accident Compensation Insurance, and Employment Insurance) and have no arrears in premiums for applicable systems.
