エシカル農畜産物等消費促進(実需者・メディア等向けツアー実施)業務委託に係る一般競争入札公告次のとおり一般競争入札に付すこととしたので、地方自治法施行令(昭和２２年政令第１６号)第１６７条の６第１項の規定により公告する。
令和８年４月１４日山梨県知事 長崎 幸太郎１ 一般競争入札に付する事項(１) 業務の名称及び数量エシカル農畜産物等消費促進(実需者・メディア等向けツアー実施)業務委託一式(２) 業務の概要山梨県では、やまなし４パーミル・イニシアチブ農産物等認証制度、やまなしアニマルウェルフェア認証制度、やまなしジビエ認証制度などから生み出されるエシカル消費に関連する農畜産物等(以下「エシカル農畜産物等」とする。)がある。
こうしたエシカル農畜産物等をエシカル消費に関心の高い消費者等に一体的にプロモーションを行い、継続的な購買につなげるとともに、首都圏の実需者(シェフ等)、メディア等を通じて美酒・美食体験への機会を創出し、消費拡大及びブランド価値の向上を図る。
(３) 業務の仕様等契約書及び業務委託仕様書による。
(４) 履行期間契約の日から令和８年１２月１０日２ 一般競争入札の参加資格次の(１)～(５)を全て満たすこと。
(１)地方自治法施行令(昭和２２年政令第１６号)第１６７条の４の規定に該当しない者であること。
(２)物品等に係る競争入札に参加する者に必要な資格等(令和３年山梨県告示第６７号)に規定する物品購入等入札参加有資格者名簿に登載されている者であること。
(３)暴力団員による不当な行為の防止等に関する法律(平成３年法律第７７号)第２条第６号に規定する暴力団員(以下「暴力団員」という。)でないこと。
又は法人であって、その役員が暴力団員でないこと。
(４)入札告示の日から入札の日までの間に、山梨県から「山梨県物品購入等契約に係る指名停止等措置要領」(平成１０年４月１日)に基づく指名停止を受けている日が含まれている者でないこと。
(５)会社更生法(平成１４年法律第１５４号)に基づき更生手続き開始の申し立て、又は民事再生法(平成１１年法律第２２５号)に基づき民事再生手続き開始の申し立てがされている者(更正手続き開始又は民事再生手続き開始の決定を受けた者を除く。)でないこと。
３ 入札説明書等の交付(１)入札説明書等の交付期間公告日から令和８年４月２４日(金)までただし、上記期間の山梨県の休日を定める条例(平成元年山梨県条例第６号)第１条第１項に規定する県の休日(以下「県の休日」という。)を除く毎日、午前９時から正午まで及び午後１時から午後５時までとする。
(２)交付場所(所在地) 山梨県甲府市丸の内一丁目６番１号 県庁本館６階(機関名) 山梨県農政部販売・輸出支援課ブランド化推進担当(電話番号) (０５５)２２３－１６０２(３)事前連絡入札説明書等の交付を希望する者は、事前に(２)の場所へ連絡すること。
(４)入札説明会本件調達では、入札説明会を実施しない。
(５) 入札参加資格確認申請書の提出方法令和８年４月１５日(水)から令和８年４月２４日(金)午後５時までに必着で３(２)の場所に持参で提出する。
受付時間は、県の休日を除く毎日、午前９時から正午まで及び午後１時から午後５時までとする。
(６) 入札及び開札の日時及び場所令和８年５月１１日(月)午後３時から甲府市丸の内１－６－１ 山梨県庁防災新館４階 ４０３会議室(７) 入札方法落札決定に当たっては、入札書に記載された金額に当該金額の１００分の１０に相当する額を加算した金額(当該金額に１円未満の端数があるときは、その端数金額を切り捨てた金額)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約希望金額の１１０分の１００に相当する金額を入札書に記載すること。
(８) 入札の無効２の一般競争入札の参加資格のない者の行った入札、入札条件に違反した者の行った入札、入札者に求められる義務を履行しなかった者の行った入札その他山梨県財務規則(昭和３９年山梨県規則第１１号。以下「規則」という。)第１２９条各号のいずれかに該当する入札は、無効とする。
(９) 落札者の決定方法規則第１２７条第１項の規定により定められた予定価格の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
４ その他(１) 入札保証金免除(規則第１０８条の２第２号の規定による。)(２) 契約保証金契約を締結しようとする者は、規則第１０９条に規定する契約保証金を納付しなければならない。
ただし、規則第１０９条の２の規定に該当する者は、これを免除する。
(３) 違約金の有無有(４) 最低制限価格なし(５) 契約書作成の要否要(６) 前払金の有無有(７) その他落札者が契約締結までの間に「２ 一般競争入札の参加資格」に掲げた参加資格のうち、一つでも満たさなくなった場合は契約を締結しない。
また、この場合において、県は損害賠償の責めを負わないものとする。
