Notice is hereby given that an open competitive bidding will be held for the procurement of goods by the Sewerage Management Promotion Division of the Akita Prefectural Construction Department, in accordance with the provisions of Article 167-6, Paragraph 1 of the Local Autonomy Act Enforcement Regulations (1947, Cabinet Order No. 16). Qualifications Required for Bidders (1) Not falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Regulations. (2) Not be a party for whom a petition for commencement of rehabilitation proceedings under the Corporate Reorganization Act (2002, Act No. 154) or a petition for commencement of civil rehabilitation proceedings under the Civil Rehabilitation Act (1999, Act No. 225) has been filed (excluding those for whom a decision to commence proceedings has been made). (3) Not be a person falling under the definition of an organized crime group member or a person closely associated with an organized crime group as defined in Article 2 of the Akita Prefectural Ordinance on the Exclusion of Organized Crime Groups (2011, Akita Prefectural Ordinance No. 29). Therefore, bidders must state in their bid form the amount equivalent to 100/110 of their estimated desired contract amount, regardless of whether they are a taxable or non-taxable business with respect to consumption tax and local consumption tax. (3) Method of Determining the Successful Bidder: The bidder who submitted the lowest valid bid within the limit of the estimated price shall be the successful bidder.
