BID ANNOUNCEMENT
Based on the provisions of Article 234, Paragraph 1 of the Local Autonomy Act, a contract for services will be concluded through a general competitive bid. Therefore, pursuant to the provisions of Article 167-6, Paragraph 1 of the Local Autonomy Act Enforcement Order and Article 4 of the Hiroshima City Contract Regulations, the following is announced.

This service is for the implementation design of specific ceiling renovation and other construction for the Takano Bridge Staff Hall Gymnasium.

BID CLASSIFICATION:
1. Bids for this service are subject to electronic bidding using the Hiroshima City Electronic Bidding System.
Furthermore, bids for this service are limited to the use of the electronic bidding system, and paper bids are not permitted.
2. Bid procedures shall be in accordance with the Hiroshima City Electronic Bidding System Usage Agreement and the Hiroshima City Electronic Bidding Operation Standards.
3. This service is subject to an electronic lottery.
BID PARTICIPATION CONDITIONS:
Bidders must satisfy all of the following conditions:
Qualifications:
1. Must be registered as "General Architecture" in the "Architectural" category of construction consulting services for FY 2025-2026.
2. Other qualification requirements are as specified in the bid explanation document.
Business office location: Must have its principal business office (as defined in Article 2, Paragraph 6 of the Hiroshima City Construction Consulting Services Competitive Bidding Handling Guidelines) in Hiroshima City.
Company service experience:
Must have experience in design services for new construction, expansion, or renovation of buildings with a total floor area of 260 square meters or more, constructed with steel frame (excluding lightweight steel frame), reinforced concrete, or steel-reinforced concrete, completed and delivered as the prime contractor on or after April 1, 2011 (experience as a representative member of a design joint venture is limited to experience as the representative member).
Technical personnel:
Management engineers and review engineers must be qualified as Class 1 Architects under Article 2, Paragraph 2 of the Building Standards Act (Act No. 202 of 1950).
* Note: Management engineers and review engineers cannot concurrently hold both positions.
Other:
1. Those who do not meet the above bid participation conditions cannot participate.
2. Those who cannot be selected according to the provisions of Article 28, Item 1, and Items 2 (a) to (o) of the Hiroshima City Construction Consulting Services Competitive Bidding Handling Guidelines cannot participate.

Bid cancellation:
Bids will be canceled if the fairness of the bidding is deemed to be compromised due to the actions of a bidder or an error in the bidding procedure by the contracting authority.
Invalid bids:
The following bids shall be deemed invalid:
1. Bids submitted by those who do not meet the bid participation conditions stated in this announcement.
2. Bids with false statements in the application documents.
3. Bids that violate the bidding conditions.
4. Bids from those whose submitted application for confirmation of bid participation qualifications cannot be confirmed due to incomplete documents (including incorrect entries).
Other:
1. Bids for this service are general competitive bids where eligibility is confirmed after the bid opening.
2. When determining the successful bidder, the bid amount shall be the amount entered by the successful bidder in the electronic bidding system or the amount written on the bid form, plus an amount equivalent to 10/100 of that amount (if there is a fraction of less than 1 yen, that fraction shall be rounded down). Therefore, bidders, regardless of whether they are taxable or exempt from consumption tax and local consumption tax, should enter or write an amount equivalent to 100/110 of their estimated contract desired amount.
