For those who have been referred to the public prosecutor's office, received administrative disposition, or received administrative guidance (publicly announced by administrative agencies) for violations of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the one year immediately preceding the deadline for tender form submission, there must be no risk of hindering the fair execution of this work or undermining public trust in this work.

The successful bidder shall be the one who meets all competitive participation qualifications and specification requirements, is judged by the authorized officer for expenditure to be able to perform the contract, and submits the lowest valid bid within the limit of the estimated price prepared based on Article 79 of the Public Accounting Act.
When determining the successful bid, the bid amount plus 10% of that amount (rounded down to the nearest yen if there is a fraction of less than one yen) will be the successful bid price. Therefore, bidders shall write on their tender forms the amount equivalent to 100/100 of their estimated contract amount, regardless of whether they are taxable or exempt from Consumption Tax.

Those who wish to participate in this general competitive tender must submit documents proving their ability to perform the work specified in this announcement by the deadline, if requested by the authorized officer for expenditure.
Tender forms submitted by those who do not meet the competitive participation qualifications specified in this announcement, tender forms submitted by those who have not fulfilled the obligations required of bidders, and other tender forms that violate the tender conditions shall be deemed invalid.
