Announcement regarding the implementation of conditional open competitive bidding by Tagawa City Public Notice No. 143, dated June 29, Reiwa 8. Masayuki Ando, Deputy Mayor of Tagawa City, Acting Mayor. This announcement is made in accordance with Article 167-6, Paragraph 1 of the Local Autonomy Act (Showa 22, Order No. 16; hereinafter referred to as the "Ordinance") and Article 5 of the Tagawa City Contract Administration Regulations (Showa 39, Regulations No. 4; hereinafter referred to as the "Regulations") for construction work to be procured by Tagawa City, to be carried out through conditional open competitive bidding as detailed below.

Matters for Bidding (1) Project Name: Renovation of Anada Water Pumping Station Substation Equipment and Other Works (2) Work Type: Electrical Work (3) Work Location: Kagawa, Tagawa City (4) Work Outline: Replacement of distribution lines L≒360m within the lower pond. Replacement of substation panels, transformer panels, power control panels, and instrumentation panels N=1.0 set. Replacement of telemetry storage panel for the upper pond N=1.0 set. (5) Construction Period (Scheduled): July 28, Reiwa 8 to March 31, Reiwa 9 (6) Estimated Price: \40,420,000 (excluding consumption tax and local consumption tax) (7) Minimum Restriction Price: \37,186,000 (excluding consumption tax and local consumption tax) 2. Bidding Method: Conditional Open Competitive Bidding 3. Qualifications Required for Bidders (1) Must have a principal place of business within Tagawa City.
(2) Must be registered as "Electrical Work" in the list of qualified bidders for competitive bidding (construction work) stipulated in Article 4, Paragraph 1 of the Regulations. However, new registrants are excluded.
(3) Must not fall under the provisions of Article 167-4, Paragraph 1 of the Ordinance, nor be subject to bidding restrictions by this city based on the provisions of Paragraph 2 of the same Article.
(4) Must not be in a period of suspension of designation by Tagawa City.
(5) Must have experience in constructing "Electrical Work" (contract amount: 23 million yen or more) within the past five fiscal years (limited to those that have passed inspection of completion between April 1, Reiwa 3 and the deadline for application acceptance for this project).
(6) Must be able to appropriately assign engineers for "Electrical Work" as stipulated in Article 26 of the Construction Industry Act (Showa 24, Act No. 100).
The assigned engineers must have a direct and continuous employment relationship for at least three months at the time of submitting the application for confirmation of eligibility for conditional open competitive bidding.
(7) Must possess a valid business performance evaluation result notification at the time of application for confirmation of eligibility for conditional open competitive bidding. (The validity period of the business performance evaluation result notification is 1 year and 7 months from the examination standard date) 4. Restrictions on Bidding Participation Due to Ongoing Works Bidders who are currently undertaking any of the following works commissioned by Tagawa City (excluding discretionary contracts under Article 167-2, Paragraph 1, Items 1 to 7 of the Ordinance, and limited to works for which the period from the award date to the completion inspection date applies) or who have won bids for any of the following works from the deadline for application acceptance for the confirmation of eligibility for conditional open competitive bidding up to the day before the bidding date, are not allowed to participate in the bidding.
However, this does not apply in cases of work period extensions due to reasons not attributable to the contractor.
(1) Electrical Works (2) Works other than electrical work for which the same engineer as the one planned to be assigned to this project is assigned or expected to be assigned. * Contractors who have won one bid for an "Electrical Work" project on the same day cannot participate in bidding for other "Electrical Work" projects.

(a) Clearly state your intention to obtain the password for the design documents and other materials for this project, and send it to the following email address with your contact information (company name, department name, contact person name, email address, phone number, etc.).
Upon receipt of the email, the city will reply with an email containing the password.

(5) When the bidders are determined, they will be notified via the "Notice of Confirmation of Eligibility for Conditional Open Competitive Bidding." Those deemed ineligible will be provided with an explanation.
(6) The period for those deemed ineligible to request an explanation of the reason is within 2 days from the date of the notice of confirmation of eligibility (excluding Saturdays, Sundays, and holidays).
Requests for explanation must be made in writing, clearly stating the matters to be explained, and must be submitted in person with the applicant's address, company name, and representative's name affixed with a seal.
Requests by mail or facsimile will not be accepted. 7. Site Briefing Meeting: A site briefing meeting will not be held for this project. 8. Bidding and Opening of Bids Date and Time, etc. (1) Bidding is scheduled to be conducted as follows.
(a) Location: Bidding Room, 3rd Floor, Tagawa City Hall, 1-1 Chuo-cho, Tagawa City (b) Date and Time: July 16, Reiwa 8 (Thursday) at 9:30 AM (scheduled) (The official time will be indicated in the notice of confirmation of eligibility for bidding). (2) Bids submitted by mail or facsimile are not permitted.
(3) Bidders must present the "Notice of Confirmation of Eligibility for Conditional Open Competitive Bidding" if requested.
(4) The opening of bids will take place immediately after the bidding at the bidding location. 9. Bid Bond and Contract Deposit (1) Bid Bond: The bid bond payment will be waived in accordance with Article 6, Paragraph 1, Item 3 of the Regulations. However, if the successful bidder fails to conclude the contract by the deadline without justifiable reason, or fails to conclude the contract in accordance with Article 11, Paragraph 2 of the Regulations, a penalty equivalent to 5% of the successful bid amount (excluding consumption tax and local consumption tax) must be paid.
(2) Contract Deposit: The successful bidder must pay a contract deposit of 10% or more of the contract amount, or provide equivalent collateral, before concluding the contract. However, exemptions may apply for performance guarantee insurance, etc. 10. Invalid Bids: Bids submitted by persons ineligible for bidding as stated in this notice, bids with false statements in applications or documents, and bids falling under Article 11, Paragraph 1 of the Regulations shall be deemed invalid. 11. Method of Deciding the Successful Bidder: The bidder with the lowest bid price among those who bid at or above the minimum restriction price within the estimated price range will be the successful bidder. If there are two or more bidders with the same lowest bid price, the successful bidder will be decided by lottery. 12.
