2. Tender Participation Qualifications
(1) The applicant must possess tender participation qualifications based on Article 1 of the Regulations on Qualifications for Participation in Competitive Tenders for Procurement, Repair, Purchase, or Lease of Goods (Saga Prefecture Public Notice No. 129 of 1966) at the time of submission of the tender participation qualification confirmation application.
(2) The applicant must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947).
(3) The applicant must not be a company for which commencement of rehabilitation proceedings or commencement of civil rehabilitation proceedings has been filed under the Corporate Reorganization Act (Act No. 154 of 2002) or the Civil Rehabilitation Act (Act No. 225 of 1999).
(4) The applicant must not have had two or more dishonored checks or bills at a financial institution, etc., during the period from six months prior to the bid opening date to the bid opening date.
(5) The applicant must not be subject to a suspension of designation or a suspension of tender participation qualification measures for contracts ordered by Saga Prefecture, or fall under the measures for temporary suspension of tender participation for contracts for construction and services ordered by Saga Prefecture.
(6) The applicant, its officers, etc., must not fall under any of the following, and persons listed in b through g below must not be substantially involved in its management.
a. Yakuza (Bōryokudan) (meaning the Bōryokudan as defined in Article 2, Item 2 of the Act on Prevention of Unjust Acts by Bōryokudan Members, etc. (Act No. 77 of 1991). The same applies hereinafter.)
b. Bōryokudan member (meaning a Bōryokudan member as defined in Article 2, Item 6 of the Act on Prevention of Unjust Acts by Bōryokudan Members, etc. The same applies hereinafter.)
c. A person who has not been a Bōryokudan member for less than five years.
d. A person who uses Bōryokudan or Bōryokudan members for the purpose of obtaining unjust profits for themselves, their company, or a third party, or for the purpose of causing damage to a third party.
e. A person who directly or actively cooperates with or is involved in the maintenance and operation of Bōryokudan by providing funds or benefits to Bōryokudan or Bōryokudan members.
f. A person who has a socially reprehensible relationship with Bōryokudan or Bōryokudan members.
g. A person who uses Bōryokudan or Bōryokudan members while knowing that they are Bōryokudan or Bōryokudan members.
3. Method of Application to Obtain Tender Participation Qualifications
(1) Applicants who do not meet the qualifications in 2.(1) and wish to participate in the competitive tender must fill out the prescribed Saga Prefecture Tender Participation Qualification Certification Application Form with the necessary information and submit it in person.

(2) For (1) above, the application form must be submitted by Thursday, August 6, Reiwa 8, to obtain confirmation of competitive tender participation qualifications.
4. Obligations Required of Tender Participants
(1) Applicants wishing to participate in the tender must submit a catalog and/or tender specifications for the items they intend to bid on, along with an "Application for Approval of Tendered Product" to the location in 5.(1) by Wednesday, August 26, Reiwa 8, and obtain approval. In addition, the tender participation qualification confirmation application form and business overview must be submitted in person or by mail to the location in 5.(1) by Wednesday, August 26, Reiwa 8. Only those deemed to have the qualifications to participate in the tender after reviewing the submitted documents will be eligible to bid. The results of the review will be notified by Friday, September 4, Reiwa 8.

(3) Bidding Method: For the determination of the successful bidder, the successful bid price will be the amount obtained by multiplying the bid amount stated in the bid form by 110/100 (rounded down to the nearest yen if there are fractions of a yen). Therefore, bidders shall state in their bid the amount equivalent to 100/110 of their estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.

6. Other
(1) Bid Security and Contract Security: Exempt in accordance with Article 103, Paragraph 3, Item 2 and Article 115, Paragraph 3, Item 3 of the Saga Prefecture Financial Regulations (Reiwa 4 Saga Prefecture Ordinance No. 35).
(2) Invalid Bids: Bids submitted by any of the following shall be invalid. Furthermore, invalid bidders cannot participate in subsequent bids.
a. A person who does not have the qualifications to participate.
b. A person who has committed fraudulent acts in the tender.
c. A bid form with omissions or illegible entries in the amount or name.
d. A bid form with entries made in a way that can be easily erased.
e. A bid form with a corrected amount.
f. A bid form with unclear intent due to typos or omissions.
g. A bid form that can be revoked under Article 95 of the Civil Code (Act No. 89 of 1896).
h. A person who submitted two or more bids.
i. An agent who does not have the necessary qualifications.
j. In addition to the above, any person who violates the conditions of the tender.
(3) Suspension of Bidding: Bidding will be suspended if any of the following occur. Any damages incurred in such cases shall be borne by the tender participants.
a. When it is determined that fair execution of bidding is impossible due to collusion among tender participants or disturbances.
b. When bidding or bid opening cannot be conducted due to natural disasters or other unavoidable reasons.
(4) Requirement for Contract Creation: Yes.
(5) Method of Determining the Successful Bidder: The contractor will be the bidder who submitted the lowest valid bid within the limit of the bid comparison price (price excluding tax).
a. If there are two or more bidders who submitted the same lowest bid price, lots will be drawn immediately to determine the successful bidder. In this case, if any of these bidders are absent or refuse to draw lots, an official not involved in the tender execution procedures will draw lots on their behalf.
b. If there is no successful bidder after the first bid opening, a second bid will be held immediately (limited to three times including the first bid).

Non-contact 3D Digitizing System Specifications
1. System Overview
This system measures the three-dimensional shape of an object non-contactly by capturing the striped pattern or other patterns projected onto the object from a projector using two cameras. It can be used for shape evaluation, conversion to 3D CAD data, etc.
2. System Configuration

3. System Specifications
3.1 Measurement Device Main Unit
(1) Must be capable of non-contact measurement of the 3D shape of the object to be measured.
(2) Must consist of a projector using an LED light source to project a pattern light onto the object's surface, two cameras to capture the projected pattern light, and a rotating table to rotate the object.
(3) The projector light source must be a blue LED.
(4) Cameras must be CMOS type with high resolution capable of measurement at 12 million pixels or more.
(5) The measurement range for a single shot must be adjustable by changing camera lenses, etc. Lenses that support the measurement range within the following range (width x height x depth) must be able to measure with the following accuracy (spherical distance) according to VDI/VDE 2634 Part 3:
(a) Within the range of 75mm x 50mm x 50mm to 155mm x 105mm x 70mm: ±0.009mm or less
(b) Within the range of 155mm x 105mm x 70mm to 345mm x 230mm x 200mm: ±0.016mm or less
(c) Within the range of 345mm x 230mm x 200mm to 560mm x 375mm x 370mm: ±0.026mm or less
(6) Calibration fixtures corresponding to each lens used must be included. The calibration work must be performable by the user.
(7) The rotating table must have a diameter of 600mm or more, a load capacity of 150kg or more, and operate automatically in conjunction with the 3D shape measurement.
(8) A stand must be provided to change the viewing angle by moving or tilting the projector and cameras. The stand must have a slide mechanism for camera position adjustment, a total height of 1.8m or more, and a horizontal arm length of 0.7m or more.
(9) The measurement device must be powered by AC100V.
(10) A case for storing the main unit, lenses, etc., must be included. A dehumidifying cabinet for storing lenses must also be included. The dehumidifying cabinet must have a humidity setting function and an LCD screen for easy humidity confirmation.

3.2 Control, Data Processing, and Inspection Software and PC
(1) The software must have the following functions for capturing images:
(a) Function to control the measuring instrument and rotating table.
(b) Function to monitor calibration status, ambient light changes, and object vibration.
(2) The software must have the following functions for data processing:
(a) Function to automatically align measurement data and align 3D shape data measured from multiple angles.
(b) Polygonization of point cloud data obtained from measurement.
(c) Smoothing, thinning, and hole filling of polygonal data.
(3) The software must have the following functions for evaluating measurement data:
(a) Function to import CAD data in IGES or STEP format as design values.
(b) Function to align measurement data with design values using the following methods for comparison:
(i) Best-fit alignment to minimize alignment error.
(ii) Alignment based on shapes such as surfaces, lines, and points.
(iii) Alignment based on specified coordinates.
(c) Function to inspect and compare measurement data with design values using the following methods:
(i) Comparison with design values using a full-color map.
(ii) Comparison with design values using a cross-sectional deviation color map.
(iii) Display of deviation from design values at arbitrary points.
(iv) Measurement of dimensions, hole positions, angles, and radii between arbitrary points and comparison with tolerances.
(v) Evaluation of geometric tolerances.
(4) Software with CAD data import, alignment, and inspection functions must be downloadable free of charge so that measured data can be analyzed by companies within the prefecture.
(5) A PC with the following specifications must be included to operate the above software:
(a) CPU: AMD Ryzen Threadripper PRO 7975WX or higher.
(b) RAM: 256GB DDR5 or higher.
(c) Graphics Board: NVIDIA RTX 4000 20GB or higher.
(d) Hard Disk: 2TB SSD or higher.
(e) OS: Windows 11 Pro.
(f) Latest Microsoft Office (perpetual license version) must be installed.
(6) The PC must include necessary equipment such as a 24-inch or larger display, mouse, and keyboard.

3.3 Reverse Engineering Software
(1) Must have a function for automatic surface creation.
(2) Must have a function for automatic correction of defective areas.
(3) Must support history-based CAD modeling.
(4) Surface modeling and solid modeling must be possible within the same software.
(5) Must have the function to obtain cross-sectional curves from polygon data (STL format) and convert them into 3D CAD data (IGES, STEP format) using solid modeling based on these curves.
(6) Must have the function to automatically convert polygon data (STL format) into 3D CAD data (IGES, STEP format).

4. Delivery Location
Saga Prefectural Industrial Technology Center, Materials and Environment Building 1st Floor, Precision Measurement Room, 114 Hachibōzō, Nabeshima-machi, Saga City, Saga Prefecture, 849-0932.
5. Delivery Deadline
Within 4 months from the date of contract signing. However, if delivery within the deadline is significantly difficult due to reasons not attributable to either the prefecture or the contractor, such as natural disasters, further discussion will be held.
6. Instruction Manual
(1) A Japanese instruction manual must be submitted (electronic manual is acceptable).
(2) Instruction on basic operation, daily maintenance, etc., will be provided to Saga Prefectural Industrial Technology Center staff.
7. Installation and Adjustment
(1) The contractor shall deliver the equipment to the designated location, install and adjust it, and demonstrate that it is operating normally.
(2) Necessary construction work (power supply work, etc.) for connection during transport and installation of the equipment shall be performed by the contractor.
(3) Costs for transportation and installation of the equipment shall be included.
8. Warranty
(1) The free warranty period shall be one year or more after acceptance.
(2) Even after the free warranty period, if a failure clearly attributable to the manufacturer occurs, immediate measures shall be taken.
9. Documents to be Submitted (Before Bidding)
(1) Tendered Product Specifications (to be submitted 14 days before the bid date): 2 copies
(2) Documents proving the specifications of the equipment, such as catalogs and brochures: 2 copies. Additional documents may be requested as necessary.
10. Other
(1) Repair technicians must be stationed in Japan to provide support.
(2) The system's display language must be Japanese.
(3) A test report including verification results of accuracy, calibration certificate, and traceability chart must be submitted.
