◎ Regarding general competitive bidding
General competitive bidding will be conducted as follows. This announcement is made in accordance with the Protocol amending the Agreement on Government Procurement, created in Geneva on March 30, 2012, and the Agreement on Government Procurement, concluded in Marrakesh on April 15, 1994, concerning economic cooperation between Japan and the European Union, and other international agreements.

1. Matters for general competitive bidding
(1) Name and quantity of services to be procured
Name: Yamanashi Prefecture General Affairs System Reconstruction Services
Quantity: 1 lot
(2) Specifications of services to be procured, etc.
Content to be determined by the bid explanation document.
(3) Execution period
From the day after the contract signing date to March 31, Reiwa 10.
(4) Place of execution
The place designated by the Governor.
2. Department in charge of services

3. Eligibility for general competitive bidding
If the bidder is a single company, refer to 1. If it is a joint venture (hereinafter referred to as "JV"), refer to 2.
1. In the case of a single company
The following requirements must all be met:
(1) The party is not subject to any of the items in Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16).
(2) The party is not prohibited from participating in competitive bidding pursuant to the provisions of Article 167-4, Paragraph 2 of the Local Autonomy Act Enforcement Order.
(3) The party is not a member of a violent group as defined in Article 2, Paragraph 6 of the Act on Prevention of Unfair Acts by Members of Violent Groups, etc. (Heisei 3, Act No. 77) (hereinafter referred to as "violent group member"), or if it is a corporation, its officers are not violent group members. (Excluding parties falling under Article 167-4, Paragraph 1, Item 3 of the Local Autonomy Act Enforcement Order).
(4) The party has not filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Heisei 14, Act No. 154) or for commencement of reorganization proceedings under the Civil Reorganization Act (Heisei 11, Act No. 225). (Excluding parties who have received a decision to commence rehabilitation proceedings or reorganization proceedings).
(5) If a license, approval, etc. is required for business operations, the party has obtained such license or approval.
(6) The party has been in business continuously for two years or more as of the first day of the month in which the eligibility review application is submitted.
(7) The party meets the necessary qualifications, etc. for participating in general competitive bidding for specific procurement contracts for goods, etc. in Reiwa 8, as stipulated in Yamanashi Prefecture Notice No. 75-1 of Reiwa 8.
(8) The party is not subject to suspension of designation from Yamanashi Prefecture based on the "Guidelines for Suspension of Designation, etc. for Contracts for Purchase of Goods, etc. by Yamanashi Prefecture" (Heisei 10, April 1) during the period from the date of this announcement to the date of bidding.
(9) The party can demonstrate that it has a system in place with personnel possessing the necessary business experience, etc. to perform this work, as separately determined by the Governor.
(10) The party's department or organization responsible for carrying out the work based on these specifications has obtained ISO 27001 certification for its ISMS (Information Security Management System) and is authorized to use the "Privacy Mark" by the Japan Information Economy Society Promotion Association.
2. In the case of a JV
The following requirements must all be met:
(1) Eligibility requirements for JV members
a. All members must not fall under any of the requirements in 1 (1) to (9).
b. For 1 (10), the representative member must meet the requirement.
(2) JV eligibility requirements
a. The JV shall consist of no more than three members.
b. The representative member of the JV shall be the member with the largest shareholding ratio.
c. Each member of the JV shall not participate in this bidding as a member of another JV or as a sole bidder.
4. Review of eligibility for general competitive bidding
(1) Application period
From the day after the date of this announcement until October 30, Reiwa 8 (Friday), excluding prefectural holidays as defined in the Ordinance on Holidays of Yamanashi Prefecture (Heisei 1, Yamanashi Prefecture Ordinance No. 6) (hereinafter referred to as "prefectural holidays").
(2) Reception hours
From 10:00 AM to 12:00 PM and from 1:00 PM to 4:00 PM.
