Qualifications required for participants in post-verification open competitive bidding (1) Qualifications required for bidding participants: Those who have submitted the Reiwa 7 & 8 Niihama City Construction Work Competitive Bidding Qualification Application Form to Niihama City and have been certified as qualified (with a valid certification period), and who have registered with the electronic bidding system designated by Niihama City (hereinafter referred to as "Electronic Bidding System"), and who meet all of the following requirements. a. In addition to the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947), not falling under the following requirements: (a) Not having received a decision to commence rehabilitation proceedings from the court under the Corporate Reorganization Act after applying for its application. (b) Not having received a decision to commence rehabilitation proceedings from the court under the Civil Rehabilitation Act after applying for its application. Ability to assign the following technicians as planned technicians: (a) Ability to assign a chief engineer with a Class 2 Electrician qualification or equivalent or higher as a full-time employee (meaning continuously present at the construction site and exclusively engaged in that duty), in addition to the branch office technician. If Article 26, Paragraph 2 of the Construction Industry Act applies, a supervising engineer with a supervising engineer qualification certificate and a supervising engineer training completion certificate (not required if the training completion history is attached to the back of the supervising engineer qualification certificate) for electrical construction business, in addition to the specific branch office technician, can be assigned as a full-time planned technician. However, if a supervising engineer or chief engineer as stipulated in Article 26, Paragraph 3, Item 1 of the same Act is assigned, full-time assignment is not required. If there is a record of construction work ordered by Niihama City (including work ordered by the Niihama City Waterworks and Sewerage Bureau and the Niihama Port Authority) completed in Reiwa 6 & 7 fiscal years, the average construction performance evaluation score for each year shall not be less than 65 points. (2) Post-verification of bidding qualifications: The review of bidding qualifications for the bid shall be conducted after the bid opening for the person who submitted the lowest bid within the limit of the planned price (hereinafter referred to as "lowest bidder"). 3. Regarding Post-Verification Open Competitive Bidding (1) Documents to be submitted: a. Submit the bid form and the breakdown of construction costs through the electronic bidding system during the operating hours of the electronic bidding system from 9:00 AM on September 15, Reiwa 8, to 5:00 PM on September 17, Reiwa 8. b. When determining the successful bidder, the amount equivalent to 10/100 of the amount written on the bid form will be added to the bid amount (if there is a fraction of less than 1 yen, that fraction will be rounded down) as the successful bid price. Therefore, bidders should write the amount equivalent to 110/100 of their estimated contract desired price on the bid form. (2) Planned Price: 51,930,000 yen (excluding consumption tax and local consumption tax). (3) Minimum reserve price system: Yes. (4) Bid bond: Exempt. (5) Contract deposit: 10% or more of the contract amount. (6) Advance payment: Up to 40% of the contract amount. (7) Requirement for contract creation: Required. (8) Period and place for showing drawings and specifications (hereinafter referred to as "design documents", etc.): Posted on the electronic bidding system from 9:00 AM on September 1, Reiwa 8, to 5:00 PM on September 18, Reiwa 8. (10) Invalid bids: Bids by persons who do not have the qualifications required to participate in the bid, and bids that violate the conditions related to bidding, shall be deemed invalid. Bid qualification confirmation application documents (1) Request for submission: After the bid opening on September 18, Reiwa 8, the electronic bidding system will promptly send a request for submission of bid qualification confirmation application documents, etc., to the lowest bidder. Other matters related to bidding (1) If the lowest bidder is deemed to be unable to complete the work due to management conditions or other objective reasons, they may be disqualified. (2) This project is conducted using the electronic bidding system for post-verification open competitive bidding procedures. Matters not specified in this notice shall be governed by the "Niihama City Electronic Bidding Operation Standards for Construction Work, etc." (enacted in 2010) and the "Niihama City Post-Verification Open Competitive Bidding Implementation Guidelines" (enacted in 2006). (3) This project is subject to the implementation of securing two days off per week as designated by the client. The securing of site closure days, implementation methods, and other handling shall be in accordance with the "Niihama City Trial Implementation Guidelines for Securing Two Days Off Per Week for Construction Work" (enacted in 2022). (4) This project is conditional upon the approval of the Reiwa 8 Niihama City General Account Supplementary Budget (No. 2). If this condition is not met, the bid will be canceled, and Niihama City will not be liable for any damages. (5) The successful bidder for this project cannot be the successful bidder for "Construction No. 59, Renovation Work for LED Lighting Conversion at Yamane Citizen's Ground" (hereinafter referred to as "Construction No. 59"), which is announced at the same time. The determination of the successful bidder will be made in the order of this project, then Construction No. 59. Bids for Construction No. 59 by the successful bidder of this project will be invalidated. 6.
