Bidding Method, etc. (1) For the determination of the successful bidder, the bid amount written on the bid document, plus an amount equivalent to 10% of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down), will be the successful bid amount. Therefore, bidders must write the amount equivalent to 100/110 of their estimated contract desired amount on the bid document, regardless of whether they are a taxable or tax-exempt business operator for consumption tax and local consumption tax. (2) The number of bids is limited to one. (3) A minimum reserve price will be set for this bidding in accordance with the provisions of Article 167-10, Paragraph 2 of the Enforcement Order. (4) The estimated price and minimum reserve price will be announced at the time of bid opening. (5) The bidding results will be announced at the time the successful bidder candidate is determined. 8. Determination of Successful Bidder As a result of the bid opening, the person who submitted the lowest bid price within the range of the estimated price and the minimum reserve price (if there are two or more persons who submitted the same bid price that would be the successful bid, the successful bidder will be determined by a lottery through the electronic bidding system) will be the successful bidder candidate. After the qualification examination for bidding participation is conducted using the Qualification Examination Documents submitted in accordance with 6.(6), if the bidder is recognized to have the qualification, they will be determined as the successful bidder. However, if the successful bidder candidate is deemed not to have the qualification for bidding participation, the next ranked successful bidder candidate will be sequentially examined for bidding qualification, and the successful bidder will be determined. 9. Bid Security and Contract Security Matters (1) Bid Security: Exempt. (2) Contract Security: Must be paid in an amount equal to or greater than 10/100 of the contract amount. However, in addition to the securities listed in each item of Article 120 of the Toyonaka City Financial Regulations (Showa 46, Toyonaka City Ordinance No. 13), guarantees from financial institutions recognized as reliable by the Mayor, or guarantees from guarantee companies prescribed in Article 2, Paragraph 4 of the Act on Public Works Advance Payment Guarantee Business (Showa 27 Law No. 184) may be substituted for the payment of contract security. Furthermore, if a performance guarantee insurance contract or a construction performance guarantee contract is concluded, the contract security will be waived. 10. Invalid Bids: Bids submitted by persons who do not have the qualification to participate in the bidding (including those falling under the application restrictions in 3.) and persons who have made false applications, as well as bids that violate the conditions of bidding indicated in the Toyonaka City Electronic Bidding Operation Standards and the Toyonaka City Construction Contract Electronic Bidding Code of Conduct (Ex-post Review Method), are invalid. Furthermore, bids submitted by persons who do not have the qualification to participate in the bidding at the time of bidding and bid opening, even if they have been confirmed to have the qualification by this city, are invalid. 11. Contract Conclusion: A contract document will be created. 12.
