Bidding Announcement Notice is hereby given of a general competitive bidding as follows. The successful bid and contract conclusion for this bidding are conditional upon the establishment of the Reiwa 8 (2026) budget for the said contract. July 28, Reiwa 8 (2026) Contract Administrator: Governor of Hyogo Prefecture, Motohiko Saito 1. Items for Bidding (1) Business Name: Wild Boar Hog Cholera and African Swine Fever Virus Testing (2) Business Content: As per specifications (3) Contract Period: From the contract date until the end of March, Reiwa 9 (2027). (4) Bidding Method: Bidding will be conducted for the business described in (1) above. When determining the successful bidder, the amount obtained by adding 10% of the bid amount to the bid amount (if there is a fraction of less than 1 yen, the fraction will be rounded down) will be the successful bid price. Therefore, bidders, whether they are taxable or non-taxable businesses for consumption tax, must write the amount equivalent to 100/110 of their estimated contract desired amount on the bid form. 2. General Competitive Bidding Participation Qualifications (1) For goods, bidders must be registered in the Hyogo Prefecture (hereinafter referred to as "the Prefecture") list of qualified bidders for goods, or be certified as a qualified bidder for goods by the bid opening date if not yet registered. (2) Must not be subject to qualification restrictions based on the Hyogo Prefecture's qualification restriction standards for bidding participants as stipulated in Article 167-4 of the Local Government Act (Ordinance No. 16 of 1947). (3) Must not be under suspension of designation based on the Prefecture's designation suspension standards at the time of application deadline and bid date. (4) Must not have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act (Act No. 154 of 2002) (including those under the former Company Rehabilitation Act (Act No. 172 of 1952)) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999). (5) Must not be a member of a violent group as defined in Article 2, Item 1 of the Violent Group Exclusion Ordinance (Hyogo Prefecture Ordinance No. 35 of 2010), a violent group member as defined in Article 2, Item 3, or a person closely associated with a violent group or violent group member as defined in each item of Article 2 of the Enforcement Regulations of the Violent Group Exclusion Ordinance (Hyogo Prefectural Public Safety Commission Ordinance No. 2 of 2011). 3. (3) Bid Opening Date and Time and Location: Monday, August 10, Reiwa 8 (2026), 3:30 PM. Hyogo Prefectural Government Building No. 3, 8th Floor, Conference Room and Bidding Room. (4) Bid Submission Deadline: Submit the bid form in person at the location specified in (1) above by the date and time specified in (3) above. However, for bids submitted by mail (registered mail only) or by general mail service providers or specific mail service providers as defined in Article 2, Paragraphs 6 and 9 of the Act on Delivery of Mail by Private Business Operators (Act No. 99 of 2002) (hereinafter referred to as "Mail, etc."), they must arrive at the location specified in (1) above by 5:00 PM on Friday, August 7, Reiwa 8 (2026). 4. Specification Confirmation: (1) Those who wish to participate in this general competitive bidding must confirm the conformity of the goods to be bid on with the specifications as follows. A. Acceptance Period: From Tuesday, July 28, Reiwa 8 (2026) to Monday, August 3, Reiwa 8 (2026) (excluding Prefecture holidays if submitted in person) daily from 9:00 AM to 5:00 PM (excluding 12:00 PM to 1:00 PM if submitted in person). B. Acceptance Location: Same as 3(1) above. C. Documents to Submit: Standard Operating Procedures, etc., that confirm compliance with specifications. D. Submission Method: Submit together with the Bidding Application Form. E. Confirmation Results: Notified to bidders by 5:00 PM on Friday, August 7, Reiwa 8 (2026). (2) Bidders must respond to requests for explanation regarding the documents submitted under (1)C from the contract administrator by the day before the bid opening date. (3) Bidders must bid with the goods approved under (1)E. 5. Other: (1) Language and Currency Used in Contract Procedures: Japanese language and Japanese currency. (2) Bid Security: A bid security of 5% or more of the contract desired amount (amount obtained by adding consumption tax and local consumption tax to the bid amount) must be submitted. However, bid security may be waived in the following cases: A. When submitting an insurance certificate for a bid bond insurance contract with an insurance company where the Prefecture is the insured. B. When it is determined that there is no risk of the bidder failing to conclude the contract, based on the track record of concluding contracts with the national government (including public corporations and public companies), local governments, etc., the scale and condition of business, and other circumstances. (3) Contract Security: The successful bidder must submit contract security of 10% or more of the contract amount by the contract conclusion date. However, contract security may be waived in the following cases: A. When submitting an insurance certificate for a performance guarantee insurance contract with an insurance company where the Prefecture is the insured. B. When the bidder has concluded several contracts of approximately the same type and scale with the national government, local governments, or other public organizations designated by the governor in the past two years, has fulfilled all of them faithfully, and it is determined that there is no risk of failing to fulfill the contract. C. When the contract amount is ¥2,000,000 or less. (4) Bidding Conditions: A. Bids must be submitted in person or by mail, etc., at the prescribed date and time and location. B. If bid security is required, it must be submitted by the prescribed date and time. However, if a bid bond insurance certificate is submitted in lieu of bid security, the insurance period must extend beyond the planned contract conclusion date (August 16, Reiwa 8 (2026)). C. Bids must not be submitted by the bidder or their agent for the same matter more than twice. D. Bids must not be submitted by a person who also acts as an agent for another bidder or who acts as an agent for two or more bidders in the same matter. E. Bids must not be obtained through collusion or other fraudulent practices. F. The bid form must include the bid amount and the bidder's name, and the bid amount must be clear. If bidding by an agent, the agent's name must be on the bid form. G. If bidding by an agent, a letter of attorney must be submitted to the bid executor before the bid opening. H. The bid amount written on the bid form must not be corrected. I. Re-bidders must be one of the following: (a) Those who participated in the initial bid and submitted a valid bid. (b) Those whose bids were invalidated in the initial bid for reasons other than violating A, D, or E above, among those whose bids were invalidated for violating the conditions from A to H. J. The budget for the procurement subject to bidding must be approved and its execution must be possible. Bidders who have submitted bid forms acknowledge that the application details written on the bid forms will take effect upon the approval of the budget for the procurement subject to bidding and the possibility of its execution. (5) Invalid Bids: Bids submitted by persons who do not meet the bidding participation qualifications indicated in this announcement, bids by persons who have not fulfilled their obligations, bids that violate bidding conditions, and bids with false information in submitted documents are invalid. Bids by persons who cannot pay the contract security amount specified in the bidding instructions are also invalid. (6) Requirement for Contract Creation: Required. (7) Method of Determining Successful Bidder: A. The successful bidder will be the bidder who can perform the services indicated in the bidding instructions, as determined by the contract administrator, and who submitted the lowest valid bid within the limit of the estimated price prepared in accordance with Article 85 of the Financial Regulations (Hyogo Prefecture Ordinance No. 31 of 1964). B. If there are two or more bidders who submitted the same lowest bid, the successful bidder will be determined by lottery immediately. In this case, refusal to draw lots is not permitted. C. If a successful bidder was determined to be one who submitted an invalid bid, the successful bid decision will be canceled. (8) Contract Conclusion: A. If the successful bid amount exceeds ¥2,000,000 (including consumption tax and local consumption tax), after immediately submitting a pledge that the successful bidder is not a member of a violent group, etc., a pledge to ensure fair labor conditions for workers engaged in the contract work, and a pledge to thoroughly comply with social insurance-related laws, contract-related documents will be delivered. Submit the said pledge immediately after the successful bid decision. B. When the successful bidder concludes subcontracting agreements, etc., for part of this work, or purchase agreements for materials or raw materials, etc., and other agreements concluded in connection with the performance of this contract (hereinafter referred to as "subcontract agreements, etc."), if the contract amount (or the total amount if multiple subcontract agreements, etc., are concluded with the same party) exceeds ¥2,000,000, obtain a pledge from the other party that they are not a member of a violent group, etc., and submit a copy of the pledge (including a copy of the pledge stipulated in the subcontract agreement, etc., pursuant to Article 3 of the "Special Clause Regarding Exclusion of Violent Groups"). Purpose: To evaluate the effectiveness of oral hog cholera vaccine administered in the field for wild boars and to assess the prevalence of hog cholera and African swine fever viruses in the wild, virus testing for hog cholera and African swine fever will be conducted on captured wild boars.
