Implementation of General Competitive Bidding
In accordance with the provisions of Article 234 of the Local Autonomy Act (1947, Act No. 67), a general competitive bidding will be conducted as follows.

1. Matters for Bidding
(1) Business Name and Quantity: Kyoto Prefecture Tax Support System Report Output Consignment Work - 1 Lot
(2) Business Specifications, etc.: As per the bid explanation document and specifications.
(3) Consignment Period: January 1, Reiwa 9 (2027) to December 31, Reiwa 9 (2027).
(4) Preparation Period: To ensure smooth execution of the work, conduct reading tests of report data, barcodes, unified QR codes for local taxes, etc., and pass inspection by the start date of the consignment period. The contractor shall bear all expenses related to the testing work.
(5) Delivery Deadline: Deliver various reports as specified in the specifications as needed between January 1, Reiwa 9 (2027) and December 31, Reiwa 9 (2027). Specific delivery dates shall be in accordance with the instructions of the respective prefectural staff.
(6) Delivery Location: Tax Division, General Affairs Department, Kyoto Prefecture; Prefectural Tax Offices; Tax Divisions of each Regional Promotion Bureau; and Prefectural Tax Branch Offices.

3. Application Procedures for Qualification Examination
Applicants seeking qualification examination must submit an application form and obtain certification regarding their eligibility. Applicants must respond to any requests for explanation from the contracting authority regarding the submitted documents.
(1) Application Form Distribution Period, etc.:
(a) Distribution Period: From Tuesday, September 15, Reiwa 8 (2026) to Friday, October 9, Reiwa 8 (2026). However, excluding Sundays, Saturdays, national holidays, substitute holidays, and national holidays.
(b) Distribution Location: Same as 2(1).
(c) Distribution Method: Distributed between 9:00 AM and 12:00 PM, and 1:00 PM and 5:00 PM during the distribution period. Mail delivery is not provided.
(2) Application Submission Period, etc.:
(a) Submission Period: Same as (1)(a).
(b) Submission Location: Same as 2(1).
(c) Submission Method: Submit in person between 9:00 AM and 12:00 PM, and 1:00 PM and 5:00 PM during the submission period. Submission by mail or electronic transmission is not permitted. Confirmation of submitted documents will be conducted at the time of submission, so please coordinate the submission date and time in advance with the department listed in 2(1).
4. Questions and Answers Regarding Specifications
(1) Submission of Questionnaires:
(a) Submission Deadline: Friday, September 25, Reiwa 8 (2026), by 5:00 PM.
(b) Submission Method: Via email.

Answers will be delivered via email by 5:00 PM on Friday, October 2, Reiwa 8 (2026).
(3) Handling of Questionnaires and Answers:
(a) The answers will form part of the specifications and will be considered bidding conditions.
(b) Even if we do not respond to the submission of a questionnaire or the delivery of an answer, the bid will be considered as having been made with full knowledge of the content of the questionnaire.
