Confirmation of Final Destination of Construction Waste Soil The contractor shall establish a management system by appointing a construction by-product manager at the construction site to promote recycling, and shall provide thorough training to site personnel on the contents of the recycled resource utilization plan and recycled resource utilization promotion plan, and instruct related contractors and material suppliers to ensure full understanding. When preparing the recycled resource utilization promotion plan, the contractor shall confirm the following matters in advance when exporting construction waste soil from the construction site, and create a document (confirmation results form) that records the results of confirmation for each matter. * Confirmation results form is posted on "Hiroshima Prefecture Procurement Information." If excavation of land within the construction site or other changes to the nature of the land require notification under Article 3, Paragraph 7 or Article 4, Paragraph 1 of the Soil Contamination Countermeasures Act (2002 Law No. 53), such notification has been made. The contractor shall post the confirmation results form in a visible location at the construction site (posting via digital signage is also possible) for public viewing, and endeavor to publish it via the internet. When the contractor transports construction waste soil to the destination specified in the recycled resource utilization promotion plan, the contractor shall promptly request a delivery receipt from the manager of the destination (if the destination is a construction site, the contractor of that construction project) that includes the following matters. The contractor shall promptly issue a delivery receipt to the manager of the origin (if the origin is a construction site, the contractor of that construction site) when construction waste soil is brought in from the origin specified in the utilization plan, stating the matters listed in the preceding item. (1) Places managed by national or local governments, for which a delivery receipt is issued by the national or local government upon completion of acceptance. (2) Temporary storage for use at other construction sites under the contractor's management. (3) Stockyards registered with the national government under the Stockyard Operator Registration Regulations. (4) Construction waste soil receiving sites where the type of soil utilization in the delivery receipt in item 9 is "Embankment utilization, etc." (no re-export). Section 5 Pollution Control 1. Pre- and Post-Construction Surveys Survey Category: Pre-construction, during construction, and post-construction (within 1 month). If a complaint of significant damage is received during construction, conduct a survey in consultation with the supervisor. Traffic Guidance Staff/Guard Boats/Safety Personnel: Approximately 2 traffic guidance staff per day are expected during the construction period. Section 7 Other 1. Temporary Storage Area for Construction Materials and Equipment: The contractor shall be responsible for management. Rental fees, etc., shall be borne by the contractor. 2. If construction waste soil is transported from the destination specified in the recycled resource utilization promotion plan to another destination (excluding destinations falling under any of the following (1) to (4)), the contractor shall promptly prepare a document stating the matters related to items 9(1) to (5) regarding the transport to that other destination, and retain such document for five years after the completion of the construction project related to the recycled resource utilization promotion plan. The same shall apply if the construction waste soil is further transported to another destination. Conduct surveys in consultation with the supervisor if a complaint of significant damage is received during construction, pre- or post-construction. (Subject to design changes.) The contractor shall obtain insurance to cover damages caused to third parties or other necessary construction-related insurance. The insurance certificate or equivalent shall be submitted to the supervisor. Insurance premiums, etc., required for coverage are included in the site management costs in the design. In accordance with Article 54 (Fire Insurance, etc.) of the Construction Contract Agreement, the contractor shall promptly present the insurance certificate or equivalent to the supervisor upon concluding a contract for statutory outside workers' accident insurance. Statutory outside workers' accident insurance is intended to provide additional benefits beyond government workers' accident compensation insurance. Contracts shall be concluded with the Construction Industry Welfare Mutual Aid Association, the Construction Industry Workers' Accident Mutual Aid Association, the All Japan Fire Mutual Aid Cooperative Federation, the National Federation of Labor Insurance Administrative Scrivener Associations, or an insurance company in accordance with the Workers' Accident Compensation Insurance Act. In accordance with "1-1-1-35 Environmental Measures" of the Civil Engineering Work Common Specifications (August, Reiwa 8), the use of emission-reduced construction machinery is mandatory.
