1 Bid Announcement (Construction Work) We will conduct an open bid as follows. September 10, Reiwa 8 (2026) President of National University Corporation Yokohama National University, Izuru Umehara 1. Work Overview (1) Construction Name: Yokohama National University (Tatsuno) Affiliated Yokohama Elementary School Building Lighting Equipment Renovation Work (2) Construction Location: 64 Tatsuno, Naka Ward, Yokohama City, Kanagawa Prefecture (within Yokohama National University Tatsuno Campus) (3) Construction Content: Lighting equipment work for the affiliated Yokohama Elementary School building (renovation floor area: 4,455 m²) (4) Construction Period: From the day after the contract date to March 26, Reiwa 9 (2027) (5) This work requires submission of the Competition Participation Qualification Application Form (hereinafter referred to as "Application") and Competition Participation Qualification Confirmation Documents (hereinafter referred to as "Documents"), and bidding will be conducted via the Electronic Bidding System. 2. Competition Participation Qualifications (1) Not falling under the provisions of Article 2 and Article 3 of the National University Corporation Yokohama National University Construction Contract Implementation Regulations. (2) Must have been certified with general competitive participation qualifications of Grade B or C for electrical work for Reiwa 7 & 8 (2025 & 2026) by the Ministry of Education, Culture, Sports, Science and Technology at the time of bid opening. (For those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law (2002 Law No. 154) or commencement of reorganization proceedings under the Civil Rehabilitation Law (1999 Law No. 225), re-certification of general competitive participation qualifications must have been obtained after the decision to commence proceedings). (3) Not be a person who has filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law or commencement of reorganization proceedings under the Civil Rehabilitation Law (excluding those who have obtained re-certification as per (2)). (4) Must have construction experience meeting the following requirements, completed and delivered as the prime contractor since Reiwa 23 (2011). (Experience as a member of a joint venture is limited to cases where the capital contribution ratio is 20% or more). - New construction or renovation of lighting equipment in schools, research facilities, or government buildings with a reinforced concrete, steel frame, or steel-reinforced concrete structure, with a floor area of 2,230 m² or more. (5) Must be able to assign a chief engineer or supervising engineer who meets the following criteria for the said construction. If Article 26, Paragraph 3 of the Construction Industry Act applies, the engineer must be dedicated. ① Must be a Class 2 Construction Management Engineer (Electrical) or possess equivalent or higher qualifications. "Equivalent or higher qualifications" refers to the following: - Class 1 Construction Management Engineer (Electrical) - Professional Engineer (passed the second examination with "Electrical and Electronic" or "Comprehensive Technology Management (Electrical and Electronic)" as the technical field) - Class 1 Electrician - Special Certification Holder by the Minister of Land, Infrastructure, Transport and Tourism ② Must have experience in the construction listed in (4) above since Reiwa 23 (2011). (Experience as a member of a joint venture is limited to cases where the capital contribution ratio is 20% or more). However, in the case of a continuing construction joint venture, it is sufficient if one chief engineer or supervising engineer has the construction experience mentioned above. ③ Direct and continuous employment relationship is required for the planned chief (supervising) engineer, and documentation proving this may be requested. Failure to provide such proof may result in exclusion from bidding. ④ For cases other than those described in the proviso to (2) above for continuing construction joint ventures, a chief engineer or supervising engineer with the national qualifications specified in (1) above must be assigned. (6) Not have been subject to designation suspension under the "Measures for Designation Suspension, etc., Concerning Contracts for Construction Undertakings" (Notice No. 345, dated January 20, 2006, from the Director of the Facility Planning Division, Ministry of Education, Culture, Sports, Science and Technology) by the Ministry of Education, Culture, Sports, Science and Technology during the period from the deadline for submission of the Competition Participation Qualification Application Form (hereinafter referred to as "Application") and supporting documents (hereinafter referred to as "Documents") to the bid opening time. (7) There should be no capital or personnel relationships between bidders (excluding cases where all parties with capital or personnel relationships are members other than the representative of a continuing construction joint venture). (8) Must have a head office, branch office, or business office located in Kanagawa Prefecture, or Tokyo, Saitama, Chiba, Gunma, Tochigi, Ibaraki, or Yamanashi Prefectures, based on Article 3, Paragraph 1 of the Construction Industry Act. (9) Not be a contractor whose management is substantially controlled by a yakuza member or equivalent, and for whom an exclusion request has been made by the Ministry of Education, Culture, Sports, Science and Technology from construction projects ordered by the Ministry of Education, Culture, Sports, Science and Technology, and for whom such a state continues. (10) Must have undergone a management performance examination as defined in Article 18-2 of the Construction Industry Act Enforcement Regulations. 3. However, design documents and other materials will be distributed via email. Details are described in 4(4) of the bid explanation document. No materials will be distributed at the department's counter. ② Submission Period, Location, and Method for Application and Documents: - Submission Period: From September 10, Reiwa 8 (2026) (Thursday) 3:00 PM to September 24, Reiwa 8 (2026) (Thursday) 5:00 PM. - Submission Method: Submit via the Electronic Bidding System. ③ Notification of Competition Participation Qualification Confirmation: - Notification Date: By October 2, Reiwa 8 (2026) (Friday). - Notification Method: Notified via the Electronic Bidding System. ⑤ Bid and Bid Opening Date, Time, and Location, and Bid Form Submission Method: - Bid Deadline: Bid forms must be submitted via the Electronic Bidding System by October 16, Reiwa 8 (2026) (Friday) 12:00 PM. - Bid Opening Date and Time: Bid opening will be conducted via the Electronic Bidding System on October 19, Reiwa 8 (2026) (Monday) 10:00 AM. 4. Other (1) Language and Currency Used in Procedures: Limited to Japanese and Japanese Yen. (2) Bid Bond and Contract Bond: ① Bid Bond: Exempt. ② Contract Bond: Payment required. (3) Invalid Bids: Bids submitted by persons who do not meet the competition participation qualifications stated in this announcement, bids with false statements in the application or supporting documents, and bids that violate the bidding conditions are invalid. (4) Method of Determining the Successful Bidder: The successful bidder will be the one who submits the lowest valid bid within the limits of the estimated price prepared according to Article 11 of the National University Corporation Yokohama National University Construction Contract Implementation Regulations. However, if it is deemed that the contract may not be performed in accordance with its content by the lowest bidder, or if it is deemed significantly inappropriate due to the risk of disrupting fair trade, the bidder with the next lowest price within the limits of the estimated price may be selected as the successful bidder. (5) Confirmation of Assigned Supervising Engineer: After the successful bidder is determined, if a violation of the専任制 (dedicated assignment) rule for the assigned supervising engineer is confirmed through CORINS or other means, the contract may not be concluded. Replacement of the application engineer is not permitted, except in extremely special circumstances such as illness, death, or resignation, with approval. If the assigned engineer must be changed due to illness or other special reasons, they must meet the criteria specified in 2(5) above and be of equal or higher qualification than the originally assigned engineer. (6) Requirement for Contract Creation: Required. (7) Precautions for Implementation: ① Bidders recognized with competition participation qualifications shall bid and perform the work based on the submitted documents. ② If the contractor fails to comply with the requirements of the bid due to their responsibility, they shall perform the work again. If re-performance is difficult or unreasonable, the contract amount will be reduced. Additionally, claims for damages may be pursued as necessary. (9) Other: ① Bidders must carefully read the separate "Competition Participant Guidelines" and "Draft Contract" and comply with the "Competition Participant Guidelines." ② Participation by Those Not Certified with General Competitive Participation Qualifications: Those not certified with the general competitive participation qualifications listed in 2(2) may also submit an application form and documents according to 3(2). However, to participate in the competition, they must have obtained the relevant qualification (Grade B or C general competitive participation qualification for electrical work by the Ministry of Education, Culture, Sports, Science and Technology) at the time of bid opening. ③ Details are provided in the bid explanation document.
