2. Inquiry Method for Design Documents: As per "General Competitive Bidding Announcement Common Matters for Consulting Services, etc." (hereinafter referred to as "Common Matters") Article 13.
3. Tender Reception Period: August 17, 2026 (Monday) to August 25, 2026 (Tuesday), 9:45 AM to 4:00 PM.
4. Tender Opening Date and Time/Location: August 25, 2026 (Tuesday), 4:00 PM, 5th Floor Tender Room, Okada City Hall (Main Building).
5. Tender Method: As per Common Matters Articles 3 and 5.

II. Matters Related to Tender Procedures
1. Tender Guarantee and Contract Guarantee: To be announced after the award of contract.
2. Contract Details: Survey and design for the redevelopment of large complex playground equipment in the Urayasu General Park (West District).
3. Payment Conditions: Payment after completion.
4. Payment Method: Advance payment available, partial payment not available.
5. Contract Non-conformity Liability Period: 2 years.
6. Permissible Price: To be announced after the award of contract.
7. Minimum Reserve Price Setting Case, etc.: Cases where a minimum reserve price is set.
8. Payment Terms: Payment after completion.
9. Tender Guarantee and Contract Guarantee: To be announced after the award of contract.
10. Contract Non-conformity Liability Period: 2 years.
11. Contract Details: Survey and design for the redevelopment of large complex playground equipment in the Urayasu General Park (West District).
12. Other: This service is eligible for electronic record transfer, allowing for assignment of claims, limited to PO Finance. If desired, the successful bidder must submit an "Application for Use of Electronic Record Transfer" to the Contract Division within 7 days of the contract award. Approval is required. If approved, the contractor cannot claim advance payment regardless of using electronic record transfer.
III. Qualifications Required for Bidders
1. General Competitive Bidding Participation Qualifications: Must not fall under the provisions of Article 167-4 of the Local Autonomy Act and Article 2, Paragraph 1 of the Okada City Contract Regulations. Must be registered in the Okada City Competitive Bidding Qualification and Examination, etc. (1989 City Ordinance No. 63). Must possess a valid IC card for the electronic bidding system and have completed user registration with Okada City. The IC card must be valid beyond the tender opening date.
2. Main Industry Classification: "Civil Engineering Consulting Services" (6), "Landscaping" (4).
3. Domestic/International Contractor Classification: Domestic contractors or contractors treated as domestic.
4. Ministry of Land, Infrastructure, Transport and Tourism Registration Required Departments: "Surveying General" and "Landscaping".
5. Okada City Registered Departments (Sub-classification): "Landscaping" (4).
6. Other Conditions: None.
7. Qualifications of Assigned Personnel: Chief and review engineers must be certified engineers in the landscaping field or RCCMs with landscaping as their registered technical department, employed by the contractor for at least 3 months continuously at the time of tender opening. Experience: Must have completed, as the prime contractor, a detailed design project for a park commissioned by a national or local government after April 1, 2011 (registered in TECRIS).

IV. Tender Submission and Opening Procedures
1. Tender Submission Period: August 17, 2026 (Monday) to August 25, 2026 (Tuesday), 9:45 AM to 4:00 PM.
2. Tender Opening Date and Time: August 25, 2026 (Tuesday), 4:00 PM.
3. Tender Method: Electronic bidding via the Okayama Prefecture Electronic Bidding System.
4. Re-bidding: If re-bidding is necessary, it will be accepted until 3:00 PM on the day of the first tender opening, with opening immediately after. Bidders should check the electronic bidding system for re-bidding status.
5. Tender Submission: Submit bids electronically through the Okayama Prefecture Electronic Bidding System.
6. Tender Guarantee and Contract Guarantee: To be announced after the award of contract.

1. Bidders are responsible for downloading design documents and confirming inquiries and answers.
2. Bidders must comply with the Okada City Electronic Bidding Implementation Guidelines.
3. In case of identical bids, the order will be determined by electronic lottery.
4. The city reserves the right to cancel or postpone the tender in case of system failures or other issues.
