Details of the business content shall be as specified separately.
3 Performance Period From the date of contract conclusion to March 31, Reiwa 9 (2027) 4 Participation Qualifications Businesses wishing to participate in the proposal for this business must meet all of the following requirements.
(1) Currently operating a nursery school, certified children's center, or community-based childcare service in Soka City.
(2) Have experience in undertaking child and post-illness daycare services (limited to services similar to this business) commissioned by national (including independent administrative agencies) or local governments from April, Reiwa 3 to the date of this announcement.
(3) Not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Showa 22, Order No. 16).
(4) Not be subject to suspension or other measures by the city from the date of this announcement until the date of notification of the selection results.
(5) Not have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Reiwa 14, Act No. 154) or for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Reiwa 11, Act No. 225).
However, this applies to those for whom a commencement decision has been made and who have been re-examined by the city and are eligible to participate in competitive tenders as of the announcement date.
(6) The applicant, its officers, and employees must not be members of a violent group or affiliated with a violent group as defined in Article 2, Item 2 or Item 3 of the Soka City Ordinance on the Exclusion of Violent Groups (Reiwa 24, Ordinance No. 30).

The objective is to create an environment where parents can raise children with peace of mind, thereby contributing to the healthy development of children.
3 Principles The contractor shall comply with the "Soka City Child and Post-Illness Daycare Business Implementation Guidelines" (Reiwa 8, June 29, Soku No. 463) in implementing this business.
4 Performance Period From the date of contract conclusion to March 31, Reiwa 9 (2027) 5 Facility Sakae Nursery School Annex (Location: 1-3-1 Sokamatsubara) 6 Payment Method Advance payment (once a year) 7 Scope of Work (1) Operating Hours 8:00 AM to 6:00 PM (2) Operating Days The operating days shall exclude the following.
A. Sundays and Saturdays B. National Holidays as defined by the Act on National Holidays (Showa 23, Act No. 178) C. December 29 to January 3 of the following year (3) Eligible Children Children who meet all of the following requirements.
A. Children residing in Soka City, from 3 months of age (as of the first day of use of the child and post-illness daycare service) to preschool age.
B. When it is difficult for parents to provide care at home due to work or other circumstances.
C. During the recovery phase of an illness or when group care is difficult due to being in the recovery phase.
D. Children deemed suitable for service use by a physician.
(4) Cooperating Medical Institutions, etc. A. The facility implementing this business shall select medical institutions (hereinafter referred to as "Cooperating Medical Institutions") in advance for emergency situations and seek their understanding and cooperation in business operations.
B. A physician (hereinafter referred to as "Supervising Physician") shall be selected in advance to provide daily medical guidance and advice to accurately respond to changes in the child's condition and ensure infection control.
C. A written agreement shall be established in advance with the Supervising Physician or Cooperating Medical Institutions (including physicians at affiliated medical institutions) regarding emergency response and submitted to the city.
The format is optional.
(5) Daycare Content Daycare content shall comply with the "Nursery School Daycare Guidelines" (March 31, Reiwa 29, Ministry of Health, Labour and Welfare Notice No. 117), and necessary measures shall be taken to provide appropriate daycare.
(6) Health Management During Daycare The child's health status, including body temperature, shall be appropriately monitored, and care shall be provided to ensure rest as needed based on the child's symptoms.
(7) Infection Prevention Care shall be taken to prevent infection to other children when caring for multiple children.
Upon admission, vaccination status shall be confirmed, and advice on vaccinations shall be provided as necessary.
Furthermore, infection prevention for other children and caregivers shall be ensured through measures such as installing handwashing facilities and paying close attention to hygiene.
(8) Collection of User Fees from Parents A. The contractor shall collect a daily fee of ¥2,000 per person at the facility.
However, this fee shall be waived for those receiving public assistance under the Public Assistance Act (Showa 25, Act No. 144) (including single-parent households) and those receiving support benefits under the Act on the Smooth Return of Overseas Chinese Residents and the Support for the Self-Reliance of Permanently Resided Overseas Chinese Residents and Their Spouses (Reiwa 6, Act No. 30).
B. The contractor shall perform other tasks necessary for the operation and maintenance of the child and post-illness daycare service.
C. Collected user fees shall be paid to the city as stipulated in 9(4)③.
(9) Collection of Actual Expenses from Parents If collecting actual expenses such as food and medical costs in addition to the user fees specified in 7(8), the types and amounts of items to be collected must be approved by the city in advance.
(10) Staff Training Staff engaged in this business shall strive to improve their qualifications by undergoing training.
(11) Performance Report The contractor shall prepare a performance report for each month and submit it to the city by the 10th of the following month.
(12) Disaster and Accident Response A. The contractor shall be responsible for disasters and accidents caused by the contractor's service provision methods or employee negligence.
B. The contractor shall be responsible for enrolling in liability insurance and accident insurance.
(13) Reporting of Accidents, etc. A. In the event of any of the following occurrences, the contractor shall immediately report the situation to the city in writing.
(A) Injury, death, or other accident involving a user (B) Damage to facilities or equipment due to disaster or accident B. Notwithstanding the provisions of the preceding paragraph, the contractor shall take necessary measures immediately upon discovery of any accident within the child and post-illness daycare facility or any accident involving users within the facility, regardless of whether insurance benefits are applicable.
(14) Other Information on days with low usage, etc., information on infectious disease outbreaks, preventive measures, etc., shall be provided as needed.
8 Contract Conditions Businesses wishing to participate in the proposal for this business must meet all of the following requirements.

9 Business Implementation Conditions, etc. (1) Number of Businesses to be Recruited: 1 business (2) Daily Capacity: 3 children (3) Staffing The staffing for this business shall be as follows.
A. Nurses, etc. (Public Health Nurses, Midwives, Nurses, and Assistant Nurses): 1 or more B. Childcare Workers: 1 or more per 3 children (4) Operation Method In operating the business, the following shall be complied with.
A. Acceptance shall be based on consultation with the parents after the child has been seen by their regular doctor.
B. The usage period shall be limited to 7 days per instance.
C. User fees shall be collected as follows.
(A) As a designated public fund handling agent specified by Soka City pursuant to Article 243-2, Paragraph 1 of the Local Autonomy Act (Showa 22, Act No. 67), perform collection operations as follows.
(B) Upon collection of user fees, issue a receipt to the payer.
(C) Report the monthly user fees to the city by the end of each month and pay them to the financial institution designated by the city.
D. Implement a system with the following functions for user registration and reservation.
[System Specifications] Users can make reservations online 24 hours a day.
(A) Function to upload a medical information referral form at the time of reservation.
(B) The child and post-illness daycare room manager can manage user acceptance, cancellations, waitlists, and room assignments within the system.
E. Accept applications for Soka City Child and Post-Illness Daycare Business User Registration and Soka City Child and Post-Illness Daycare Business Usage Applications, and maintain a user database.
10 Facility Preparation and Operational Management The facility shall be as shown in the attached drawing.
If the facility does not meet the facility standards, the business operator shall make renovations to comply.
(1) Facility Type: Child and Post-Illness Care Type (2) Facility Area, etc. Requirements A. The daycare room shall be at least 1.98 square meters per user, and at least 8 square meters per room.
B. A resting room, isolation room, or quiet room (hereinafter referred to as "observation room, etc.") shall be provided, and the observation room, etc., shall be at least 1.65 square meters per user.
Generally, isolation using curtains is not permitted; isolation shall be done with partition walls, etc.
C. A dedicated or shared kitchen shall be provided.
D. The location shall be suitable for child-rearing, with consideration for accident prevention and hygiene.
E. Handwashing facilities, etc., shall be installed.
F. Notwithstanding the provisions of the preceding items, the Mayor may deem it appropriate for the implementation of the child and post-illness daycare service.
(3) Operational Management A. Repairs, construction, and repairs of equipment/vehicles not covered by the Soka City Comprehensive Public Facility Management Services exceeding ¥2,000,000 shall be borne by the business operator.
B. The business operator shall conduct inspections required for operation.
C. Utility costs, etc., shall be borne by the business operator.
D. Upon termination of the business consignment, the facility shall be restored to its original condition.
E. The introduction and contract for the reservation system shall be borne by the business operator.
11 Consignment Fee The consignment fee shall be as follows.
(1) Personnel costs for nurses, etc., and childcare workers (2) Facility maintenance costs (daycare hygiene costs, etc.) (3) Consumables costs (4) Administrative costs, etc. (5) Retainer fees for consulting physicians (6) Other costs deemed necessary by Soka City for the execution of this business.
12 Investigation The city may request reports from the contractor on the business or dispatch city officials to the facility for investigation as deemed necessary, and the contractor shall cooperate.
If the investigation reveals any matters requiring improvement, the city may provide necessary guidance to the contractor.
13 Liability for Damages The contractor shall be liable for any damage caused to the city or children due to reasons attributable to the contractor during the performance of the contracted work.
14 Confidentiality The contractor shall not disclose any information obtained during the course of business to third parties or use it for personal gain.
This shall also apply after the termination of the consignment period.
15 Handling of Personal Information Personal information handled in the implementation of this business shall be handled appropriately in accordance with the spirit of the special provisions on personal information handling to ensure its protection.
Particular care shall be taken in handling electronic data.
16 Consultation In addition to the matters stipulated in these specifications, any doubts regarding the content of this business or its processing shall be resolved through consultation with the city.
17 Schedule The schedule will be approximately as follows.
Reiwa 8 (2026) July: Public recruitment, document submission October: Business operator selection Reiwa 9 (2027) January: Business commencement To ensure smooth operations, the detailed schedule will be discussed separately.
6
