Nakaozuka Kofun Preservation Geological Survey Services Contract
Specifications
1. Service Name: Fiscal Year 2026, No. 221, Geological Survey Services Contract Accompanying Nakaozuka Kofun Preservation
2. Service Purpose:
Nakaozuka Kofun, registered as a UNESCO World Heritage site in July 2026 as part of "Asuka-Fujiwara Palace Capital," is an extremely important historical site that indicates the transition from the late Asuka period to the Nara period and the political background of the relocation of the capital to Heijo-kyo. This service aims to obtain geological information to aid in the detailed design for the preservation of Nakaozuka Kofun.
3. Service Details:
(1) Location of Performance: Hirata Area, Asuka Village, Takaichi-gun, Nara Prefecture (Refer to the attached "Plan and Cross-section Diagram")
(2) Geological Survey (Mechanical Boring, Sounding and In-situ Testing, Seismic Exploration)
Geological surveys for kofun (burial mounds) require avoiding damage to historical remains from a cultural property protection and preservation perspective. This service focuses not on buried remains or offerings, but on understanding the ground conditions of the tumulus mound to obtain geological information useful for the detailed design of stabilization measures.
(3) Analysis, etc.
Based on the data obtained from the field survey, geological cross-sections will be created. Proposed ground constants for each stratum and geological formation necessary for design review will be established. The stability of the slope will be evaluated, and topographical and geological considerations for the design will be compiled.
4. Precautions:
(1) Placement of Supervisor:
To ensure the proper execution of this survey service, the client will appoint a supervisor who will provide instructions, confirmations, attendances, and inspections regarding the survey plan, on-site work, and deliverable creation to the contractor. The contractor must comply with the supervisor's instructions and proceed with the work smoothly.
(2) Cultural Property Protection:
① Exercise caution during the transport and installation of equipment to avoid damaging the tumulus surface or trees.
② If vehicle access is required for on-site transport, obtain prior permission from the client.
③ As this survey location is a historic site (or an area with buried cultural properties), minimize damage to remains during excavation.
④ If archaeological artifacts, discolored soil, wood, or other foreign objects are discovered during excavation, immediately suspend drilling and report to the client and supervisor. A discussion will be held among the client, supervisor, and contractor.
(3) Consultation with Related Organizations and Experts:
As this survey is within a historical park, it will be conducted in consultation with relevant organizations such as the Ministry of Land, Infrastructure, Transport and Tourism and the Agency for Cultural Affairs. Opinions from academic experts will be reflected in the compilation of deliverables.
(4) Safety Management:
Ensure adequate safety for the general public visiting or strolling through the historical site.
(5) Matters of Doubt:
If changes to the plan become necessary due to ground conditions or other obstacles during the execution of on-site work, consult with the client promptly.
5. Deliverables:
(1) Report: 1 copy, bound in a simple file
(2) Electronic data of the above: 1 CD-R
(3) Other: 1 set
6. Contract Period:
From the day after the contract signing date until March 26, 2027.
7. Work Plan:
Upon commencement of this service, the contractor shall create a "Work Plan" in consultation with the Cultural Properties Division.

The contractor shall hold appropriate meetings with the Cultural Properties Division and related organizations during the execution of this service to ensure smooth progress. Records of these meetings shall be created and mutually confirmed.
9. Service Management:
