Special Specifications for Maintenance Work of Historical Site Kofu Castle Ruins Stone Walls Article 1 Scope of Application 1. These special specifications apply to the maintenance work of the historical site Kofu Castle ruins stone walls (hereinafter referred to as "the Work") commissioned by the Yamanashi Prefectural Museum of Archaeology (hereinafter referred to as "A") to the contractor (hereinafter referred to as "B"), and general matters not specified in these special specifications shall be governed by the common specifications. 2. These special specifications supplement the common specifications. Article 2 Definitions of Terms "Inspection/Survey": Refers to the confirmation of the condition of existing stone walls, grasping their current state as historical structures, evaluating and judging their soundness, and managing and utilizing the records. The work is divided into primary and secondary inspections. The survey method is visual inspection, supplemented by measurements using measuring instruments to grasp abnormalities. "Repair": Refers to routine work such as removing surface peeling and compacting infill stones for stone walls that have undergone renovation or repair work. Referred to as "maintenance" by the cultural property side. Repair work involving replacement of infill stones, etc., is not included. "Renovation": Refers to work aimed at restoring stone walls damaged (collapse, bulging, deformation, etc.) to their original positions as much as possible by dismantling and investigating. This is not included in the current work. Article 3 Purpose of the Work The purpose of this work is to ensure the long-term stability of the stone walls as cultural properties and to preserve their condition by conducting necessary inspections, surveys, and partial repairs, and by recording them to carry out continuous maintenance. Article 4 Work Content 1. Inspection/Survey To grasp the current condition of the stone walls and identify abnormal areas, primary and secondary inspections will be conducted. The details of inspection methods and locations will be determined in the work manual. (1) Primary Inspection ① For "all stone walls (366 locations)" (Figure 2) within the scope of the historical site Kofu Castle ruins shown in Figure 1, conduct visual inspections once a year using the method based on external visual inspection as defined in the work manual. Stone walls excluding those used as stairs, gutters, or retaining walls from "all stone walls" are defined as "main stone walls (233 locations)" (Figure 3) and will be inspected separately three times. ② Record the inspection results in Form [Form 1-1] and evaluate them according to the criteria defined in the work manual. Among the "main stone walls", those located in important positions within the castle, relatively large in area, and showing significant deterioration, damage, or deformation are defined as "key watch stone walls (43 locations)" (Figure 4) and will be recorded in Form [Form 1-2]. ③ Inspection of stone walls by fixed-point observation. 2a. For the 160 measuring instruments (gauges I-IV, inclinometer plates) installed on the stone walls, measure them once a year using equipment such as a high-altitude work vehicle, similar to visual inspection. For "key watch stone walls (43 locations)", measure the 25 measuring instruments three times separately. b. The locations of the measuring instruments are shown in the layout diagram (Figure 5). c. Record the measurement results in Forms [Form 2-5] and evaluate them according to the criteria defined in the work manual. (2) Secondary Inspection ① Conduct a detailed inspection of defined stone wall sections, primarily through close visual inspection and sounding, and confirm the location and scale of deformed areas by a stone-laying craftsman, and save the records. ② Inspections will be conducted once a year using ladders, rope scaffolding, and high-altitude work vehicles. ③ Record the secondary inspection results in Forms [Form 6, 7], evaluate them according to the criteria defined in the work manual, and save them. ④ The inspection area is approximately 800 m2 of the stone walls around the Inari Kurumawa area (I-36, -37, -39, -61, -63, -65, -66, -67, -68, -70, -72, -73, -74, -76, -79, -80) (Figure 6). However, the inspection area may be changed based on the results of the primary inspection. ⑤ Based on the total score from the inspection results, classify the deformation evaluation into stages of 1: Safe, 2: Cautionary Progress, 3: Alert, and then determine the judgment classification for countermeasures. 2. Repair (1) Perform repair work on the target stone walls and save the records. (2) Conducted simultaneously with the secondary inspection. (3) The scope of work is the areas (approximately 800 m2) where compaction and removal are confirmed to be necessary for loose stones and peeling due to deformation, identified in the secondary inspection. However, the repair area may be changed based on the results of the primary inspection. (4) Repair work will be carried out using ladders, rope scaffolding, and high-altitude work vehicles. (5) Perform the following work according to the criteria defined in the work manual for the target stone walls and record it in Form [Form 8]. (6) Remove parts of the stone surface that are weathered/peeling and may collapse. (7) If movement is observed in the infill stones and they can be secured by compaction, perform tightening work using a hammer, etc. *Work aimed at restoring damaged stone walls (collapse, bulging, deformation, etc.) to their original positions by dismantling and investigating is not included. (8) Other ① When performing repairs, as the stone walls are extremely important cultural properties, workers engaged in the repair of castle stone walls must be at least specialized stonemasons. However, this does not apply to auxiliary workers working under the direction of a specialized stonemason or higher. Furthermore, workers must be skilled and fully understand the characteristics of the rough-hewn stone walls of Kofu Castle ruins. ② A specialized stonemason is defined as a person who has experience in the repair of nationally or prefecturally designated (including outside Yamanashi Prefecture) historical cultural property stone walls, possesses a considerable level of skill as a cultural property stone worker, and primarily performs work such as processing, repairing, reinforcing, stone laying or stone paving, infill stone work, and surface finishing. 3. Consult with the supervisor regarding any unclear points in the repair work. 4. Transport and stack removed stones at the designated location under the supervision of the supervisor. The supervisor will be present during repair work. Article 5 Management Engineer (Site Representative) The management engineer must be a holder of a Professional Engineer qualification or equivalent ability and experience, or a Civil Engineering Consulting Manager (RCCM) qualification, and must be fluent in Japanese. Furthermore, as these stone walls are cultural properties designated as national historical sites built in the early modern period in the 1590s, an engineer with experience in investigating and examining stone handling and repair methods must be assigned. The management engineer must be assigned on a full-time basis. RCCM... A private qualification administered by the Japan Federation of Engineering Consultants, which qualifies individuals to be management engineers and review engineers for civil engineering consulting work. Article 6 Review Engineer The review engineer must be a holder of a Professional Engineer qualification or equivalent ability and experience, or an RCCM qualification, and must be fluent in Japanese. Article 7 Labor Classification Conditions for Inspection/Survey Work The labor classifications for this work are as follows: Professional Engineer... A national qualification holder under the Professional Engineers Act. Engineer with equivalent ability and experience... An engineer with over 20 years of experience in design work. Article 8 Work Items 1. Planning and Preparation: The work plan must be submitted within 15 days after the contract is concluded, paying attention to the items described in these special specifications. 2. Progress Management (1) For maintenance work, create a work schedule based on thorough planning and manage the work progress (comparison of plan and execution, and work completion management). (2) As multiple events are held within the park, consider not hindering the events and consult with relevant parties as necessary. Article 9 Other 1. When performing each task, ensure thorough safety management. If temporary enclosures, etc., are to be installed, submit a layout plan in advance. 2. As it is a park visited by many users, traffic guidance personnel will be assigned as needed. 3. If permission for alteration of existing conditions, road occupation, or road use is required for any work, "B" shall prepare the necessary documents and submit them to "A", and "A" shall apply for them. 4. If permission for park use, etc., is required for any work, "B" shall apply. 5. Prepare materials for consultation with relevant organizations regarding inspection results and attend meetings as necessary (approximately once a year). 6.
