② The successful bid will be determined by adding 10% of the bid amount (rounded down to the nearest yen if there is a fraction of less than one yen) to the bid amount. Therefore, bidders shall state the amount equivalent to 100/110 of their estimated contract price in their bid, regardless of whether they are a taxable or exempt business with respect to consumption tax.
2. Qualifications for Participation in Competition (1) Not subject to the provisions of Article 70 of the Cabinet Order concerning Budget, Settlement, and Accounting.
Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding a contract may be applicable under cases of special reasons within the said clause.

Subject: Purchase of Gentle Mill for Microstructure Observation Specimen Preparation of Demonstration Fast Reactor Core Materials 2. Purpose: To obtain microstructure data of core materials necessary for the development of demonstration fast reactor core materials and the establishment of strength standards, a gentle mill (low-energy ion milling device) will be purchased. Furthermore, if an abnormal situation occurs due to work performed under the contract, the contractor shall analyze the cause and consider countermeasures, take the initiative in making improvements, and obtain confirmation from the Agency on the results of the cause analysis and countermeasure considerations.
