Competitive Bidding Qualifications (1) Not falling under the provisions of Article 70 of the Budget, Settlement, and Accounting Order (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budgetary Order"). Persons who are minors, under guardianship, or under assistance, and who have obtained the necessary consent for concluding the contract, fall under the case of special reasons in the same article. (4) Determination of Successful Bidder The successful bidder shall be the one with the highest evaluation score among bids within the limit of the estimated price prepared based on the provisions of Article 79 of the Budgetary Order. However, if it is recognized that the contract may not be performed in accordance with its content by the person who would be the successful bidder due to their bid price, or if it is recognized that it is extremely inappropriate to conclude a contract with that person as it may disrupt the order of fair trade, another bidder who bid within the limit of the estimated price and has the highest evaluation score may be selected as the successful bidder. If the bid price of the person who would be the successful bidder falls below the investigation standard price based on Article 85 of the Budgetary Order, an investigation will be conducted according to Article 86 of the Budgetary Order. (5) Confirmation of Assigned Supervising (or Chief) Engineer If a violation of the exclusivity rule for the assigned engineer is confirmed through CORINS or other means after the successful bidder is determined, the contract may not be concluded. Replacement of the application form will not be permitted unless approved as unavoidable due to various circumstances. (6) For projects where the assignment of an exclusive supervising (or chief) engineer is mandatory, if the contract is concluded at a price below the investigation standard price, an engineer with equivalent qualifications may be required to be assigned in addition to the exclusive supervising (or chief) engineer. (11) Participation by those who have not been certified with general competitive bidding qualifications: Those who have not been certified with the general competitive bidding qualifications listed in 2 (3) can also submit an application form and supporting documents according to 3 (4), but to participate in competitive bidding, they must be certified with the qualifications listed in 2 (3) at the time of bid opening. (12) Post-contract VE proposal: After the contract is concluded, the contractor may propose to the contracting authority changes to the design documents that allow for a reduction in the contract price without lowering the functions, performance, etc. of the contracted work object specified in the design documents. If the proposal is deemed appropriate, the design documents will be amended, and if deemed necessary, the contract price will be changed. Details are in the special specifications, etc. (13) Notes on Construction Plan: In the qualification examination, if a construction plan is not submitted, or if the content of the construction plan is deemed inappropriate, such as being created through consultation with other bidders regarding this project, competitive bidding qualifications will not be granted. (Bid Announcement) Attached Document 1 Requirements for Competitive Bidding Qualifications Project Name: Hiroshima Airport Aviation Lighting Installation and Other Construction Bid Announcement Regarding "Meeting all requirements for competitive bidding qualifications separately determined by the Director-General of the Osaka Regional Civil Aviation Bureau, the disbursing officer, based on the provisions of Article 73 of the Budgetary Order" in 2 (9) above, the following shall apply. (1) Company's Construction Experience The company must have construction experience in projects completed and delivered between April 1, Reiwa 23 and the announcement date, meeting either of the following requirements (contracts awarded by private entities or overseas projects certified by overseas infrastructure project engineer certification/award systems are also acceptable) (limited to experience as the prime contractor. Experience as a constituent member of a joint venture under Type A agreement is limited to cases where the capital contribution ratio is 20% or more. Experience under Type B agreement is limited to the scope of work divided in the project, and the capital contribution ratio is not considered.). If the construction performance evaluation for projects awarded by the Ministry of Land, Infrastructure, Transport and Tourism or the Okinawa General Bureau of the Cabinet Office has been notified, projects with a performance evaluation score of less than 65 points are excluded. Construction Experience Similar Projects Installation of airfield lighting as defined in Article 114 of the Ordinance for Enforcement of the Civil Aeronautics Act at national, company-managed, local-managed, joint-use, or other airports (for overseas experience certified by overseas certification/award systems, lighting equivalent to airfield lighting as defined in Article 114 of the Ordinance for Enforcement of the Civil Aeronautics Act), or installation of airfield and aviation security facilities at airfields operated by the Self-Defense Forces in accordance with Article 9 of the Regulations on Standards for Installation and Management of Airfield Lighting. Related Projects Maintenance and management of aviation lighting facilities at national, company-managed, local-managed, joint-use, or other airports, or at airfields operated by the Self-Defense Forces. (2) Qualifications of Assigned Engineer The company must be able to assign a chief engineer or supervising engineer who meets the following criteria exclusively to this project. However, if it does not fall under Article 26, Paragraph 3 of the Construction Industry Act, the exclusivity requirement does not apply. 1) The chief engineer must be a Class 1 Electrical Construction Management Engineer, Class 2 Electrical Construction Management Engineer, or possess equivalent or higher qualifications. The supervising engineer must be a Class 1 Electrical Construction Management Engineer or possess equivalent or higher qualifications. 2) The supervising engineer must possess a supervising engineer's license and a certificate of completion of supervising engineer training. 3) Must have a direct and continuous employment relationship with the bidder and be able to provide proof thereof. 4) The period during which the chief engineer or supervising engineer is not required to be exclusively assigned is as follows: ① From the contract conclusion date until the commencement of on-site construction. (Period until the establishment of the site office, delivery of materials, or commencement of temporary work.) The date of commencement of on-site construction will be determined in consultation with the supervisor after the contract is concluded. ② The period after the completion of construction and inspection (excluding cases where inspection is delayed due to the client's convenience) when only administrative procedures, cleanup, etc., remain. The date of completion of inspection is the date when the client notifies the contractor of the confirmation of completion (e.g., the date on the "Completion Inspection Confirmation Notice"). 5) The assignment of a special supervising engineer is not permitted for this project. (3) The technical findings regarding the construction plan must be appropriate. If there is no description or the content is significantly inappropriate, competitive bidding qualifications will not be granted. (4) For electrical works ordered by the Osaka Regional Civil Aviation Bureau and its subordinate offices (offices of regional civil aviation bureaus as defined in Article 39, Paragraph 1 of the Ministry of Land, Infrastructure, Transport and Tourism Establishment Act, etc.) that were completed between April 1, Reiwa 6 and the announcement date, if construction performance evaluation has been notified, the average of the construction performance evaluation scores for these projects must be 65 points or higher.
