1. Tender Announcement July 23, 2026 National Institute of Advanced Industrial Science and Technology (AIST) Contracting Officer: Masatsugu Yoshioka We will conduct a general competitive tender (lowest price winning method) as follows.
1. Matters concerning competitive tender (1) Subject: Procurement of Simple Radio Equipment (2) Specifications, etc.: As per the tender document.
(3) Performance Deadline: December 18, 2026 (4) Bidding Method: Bids will be for the total amount.
When determining the successful bidder, the bid price will be the bid amount plus 10% of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders must state the amount equivalent to 100/110 of their estimated price in the bid form, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
However, if there is a fraction of less than 1 yen, that fraction will be rounded down.
2. Eligibility for Competition (1) Those who do not have the capacity to conclude the contract and bankrupt individuals who have not been reinstated are not eligible to participate in the competition.
(2) Those who fall under any of the following categories and for whom two years have not passed since the fact occurred are not eligible to participate in the competition (the same applies to those who use them as agents, managers, or other employees).
(a) Those who intentionally performed rough work or manufacturing, or engaged in fraudulent acts regarding the quality or quantity of goods in the performance of the contract.
(b) Those who obstructed the fair execution of competition, or who conspired to harm fair prices or gain unfair profits.
(c) Those who obstructed the successful bidder from concluding the contract or the contractor from performing the contract.
(d) Those who obstructed public officials from performing their duties during supervision or inspection.
2(e) Those who failed to perform the contract without justifiable reason.
(f) Those who made false declarations in the procedures for participating in the competition or for performing the contract.
(g) Those who have employed persons falling under any of the preceding items as agents, managers, or other employees in the performance of the contract within two years of the occurrence of such facts.
(3) Must be classified in grade "A", "B", or "C" in "Sales of Goods" in the national competitive bidding qualifications for Reiwa 07, 08, and 09 (unified qualifications for all ministries and agencies).
(4) Must have participated in the tender briefing session.
(5) Must not be subject to suspension of subsidies or debarment from bidding by any ministry, agency, or government-affiliated corporation.
3. The number of participants per company is limited to two.
