1. Matters for Public Invitation Bidding
(1) Subject: Purchase and relocation of furniture, etc. at Osaka Higashi Public Employment Security Office and other locations

2. Bidding Method
The bid amount shall be the total price. In addition, the successful bid price will be the amount indicated in the bid form plus 10% of that amount. Therefore, regardless of whether the bidder is a taxable or tax-exempt business with respect to consumption tax, the bid amount should be the amount equivalent to 100/110 of the estimated contract amount.
3. Use of Electronic Procurement System
This case will be conducted by electronic bidding using the Government Electronic Procurement System (hereinafter referred to as "GEPS"). Those who find it difficult to use GEPS may switch to the paper-based bidding method by submitting a "Bid Participation Notification" indicating their intention to use the paper-based bidding method.
4. Qualifications for Participation in Competition
(1) Persons who do not fall under the provisions of Article 70 and Article 71 of the Order for Execution of Budget, Receipts, and Expenditures.
(2) Persons who have been rated as "B", "C", or "D" in "Sales of Goods" and "Provision of Services" in the Reiwa 7, 8, and 9 Ministry of Health, Labour and Welfare Competitive Bidding Qualifications (All-Ministry Unified Qualifications) and who have the qualifications to participate in competition in the Kinki region.
(3) The qualifications determined by the expenditure execution officer based on the provisions of Article 73 of the Order for Execution of Budget, Receipts, and Expenditures refer to those who are enrolled in social insurance, etc. (employees' pension insurance, health insurance (managed by the Japan Health Insurance Association), seaman's insurance, national pension, workers' accident compensation insurance, and employment insurance) and who have no arrears in insurance premiums (no arrears in the last 2 years or the last 2 insurance fiscal years).
(4) Persons who are not currently subject to a suspension of bidding by the Ministry of Health, Labour and Welfare.
5. Date and Time, Place, etc. of Competition Execution

(2) Deadline for submission of bid participation notification, etc. (certificates, etc.)
Those who wish to participate in this bidding must submit a pledge stating that they do not fall under the category of organized crime groups, etc., as separately designated by the expenditure execution officer, at the time of submitting the bid participation notification. Please note that if any false statements or other irregularities are found in the bid participation notification, etc., the contract may be canceled and penalties may be imposed.

6. Bid Security

7. Invalid Bids
Bids submitted by unqualified persons and bids that violate the bidding conditions are invalid.
8. Requirement for Contract Document
Required. The contract will be concluded on GEPS. However, the paper-based contract method can be used upon request.
