2. Qualifications Required for Bidders Those who meet all of the following requirements may participate in the bidding.
(1) Not falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order.
(2) Must have the bidding qualification for "System Development" in Komatsu City's competitive bidding qualifications for fiscal year Reiwa 8 for the purchase of goods.
(3) No regional requirements.
(4) Must have certification qualifications for Information Security Management System (ISO 27001) and Privacy Mark.
(5) Must have experience in undertaking and performing work related to the construction and implementation of the "Cemetery Management" system from a local government.
Furthermore, must be currently undertaking maintenance work for the system that serves as the experience.
(6) Not a person for whom commencement of rehabilitation proceedings has been filed based on the Corporate Reorganization Act (Reiwa 14, Act No. 154) or commencement of rehabilitation proceedings has been filed based on the Civil Rehabilitation Act (Heisei 11, Act No. 225) (excluding those who have received re-certification of general competitive bidding eligibility based on procedures separately determined by Komatsu City after the decision to commence proceedings).
(7) Not subject to suspension of bidding for contracts awarded by Komatsu City from the date of this announcement until the date of bid opening for the service.

Purpose Komatsu City currently directly manages and operates Komatsu City Bodai Park and Komatsu City Cemetery (Mukaihonori), Komatsu City Ossuary, and Komatsu City Collective Burial Tomb. User information is managed by system, and burial information is managed by Excel.
Among these, the existing system's maintenance period is confirmed to end, and it is in a state where migration to a new system with high security is necessary from the perspective of security and data protection.
The new system to be introduced this time aims to improve security and convenience through the use of LGWAN-ASP services, and to improve the efficiency and accuracy of cemetery management operations by centrally managing data managed separately by Excel and the system.
Furthermore, by introducing a plot map linked with the system, it aims to provide prompt services to users, such as guiding available plots visually.

Overview of Work (1) Project System, Worker Assignment, and Schedule Management ① The contractor (hereinafter referred to as "B") shall establish an appropriate and efficient project system based on the following requirements, fully understanding the purpose of this work.
(a) Select a project manager who can receive all instructions, consultations, and proposals from Komatsu City (hereinafter referred to as "A") to B.
(b) The project manager shall be well-versed in cemetery management systems and have experience in projects involving systems for local governments.
(c) Clarify workers, scope of work, roles, and contact information.
② B shall assign workers based on the following requirements.
(a) Must have experience working on projects involving systems for local governments in the past.
(b) Must possess qualifications as an Information Processing Engineer or Applied Information Engineer.
③ B shall create an overall project plan and detailed schedule based on the following requirements.
(a) Cover all tasks from contract signing to the start of system operation.
(b) Clearly indicate the implementing entity for each task and clarify the roles and relationships between A, B, etc.
(2) System Design ① Conduct detailed discussions with A to create a system that considers users.
② Manage the progress of the work without omission.
(3) Consultation and Meetings To smoothly carry out this work, A and B shall communicate closely to resolve any doubts regarding the policy and conditions of the work.
Furthermore, when consultations or meetings are held, B shall prepare minutes and promptly submit them to A.
(4) System Construction Work ① Construct a system in accordance with the performance requirements specified in this document regarding the cemetery management system, and perform adjustments, master settings, etc.
② For the plot map, the Komatsu City Cemetery (Mukaihonori) shall be created based on the JWCAD data provided by A, and for Bodai Park, it shall be created using CAD software with reference to the provided sketch (PDF).
The ossuary layout map shall be created in Excel.
③ Design the server settings for LGWAN-ASP and the terminals (up to 5 units) connected to LGWAN with security in mind, and verify the operation of the cemetery management system.
Also, place the plot map on the terminals or the in-house file server and configure it to link with the cemetery management system.
(5) Information Security Policy B shall ensure the safety of A's information assets in this work.
In particular, utmost care shall be taken to prevent leakage of personal information, and it shall be proven that the company has a sufficiently established security management system.
Specifically, as a condition, the following certifications/approvals must be obtained, and B shall submit documents proving this when submitting the Bidding Participation Qualification Confirmation Application Form.
