- 1 - TENDER ANNOUNCEMENT (Construction Work) The following is invited to open tender.

Construction Overview (1) Construction Name: Central Hospital Premises Flood Prevention Work, National Cancer Center, National Research and Development Agency (2) Construction Location: National Cancer Center Hospital, 5-1-1 Tsukiji, Chuo-ku, Tokyo (3) Construction Content: Central Hospital Premises Flood Prevention Work, Complete Set (4) Construction Period: From the day after the contract conclusion date until March 31, Reiwa 9 2. Competitive Participation Qualifications: (1) Must not fall under the provisions of Articles 6 and 7 of the "Detailed Regulations on Handling of Contract Procedures" (hereinafter referred to as "Detailed Regulations") of the National Cancer Center, National Research and Development Agency. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion are considered to fall under "special reasons" in the same article.
(2) Must have obtained certification of general competitive (designate competitive) bidding qualifications for "Architectural Works, etc." in the Kanto-Koshinetsu region from the Ministry of Health, Labour and Welfare. (For those who have filed a petition for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Act No. 154 of Reiwa 14) or filed a petition for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of Reiwa 11), re-certification of general competitive (designate competitive) bidding qualifications in the Kanto-Koshinetsu region must have been obtained after the decision to commence proceedings.)
(3) Must belong to grade C or D in "Architectural Works, etc." in the Kanto-Koshinetsu region from the Ministry of Health, Labour and Welfare. For those who have obtained re-certification as described in (2), they must belong to grade C or D in "Architectural Works, etc." in the Kanto-Koshinetsu region at the time of such re-certification.
(4) Must not be a party that has filed a petition for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act or filed a petition for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have obtained re-certification as described in (2)).
(5) Must have construction experience in the following types of work, completed and delivered as the prime contractor since Reiwa 27. (Experience as a member of a joint venture is limited to cases where the investment ratio is 50% or more. Construction in progress is excluded.) - Renovation work related to construction of hospitals (excluding clinics) with 250 beds or more. (6) Must have experience in implementing specific measures for infection prevention and control within the hospital. (7) Must not be subject to designation suspension by the Ministry of Health, Labour and Welfare from the deadline for submission of the Competitive Participation Qualification Application Form (hereinafter referred to as "Application Form") and Competitive Participation Qualification Confirmation Documents (hereinafter referred to as "Documents") until the time of tender opening.
(8) Must be able to assign a chief technical engineer or supervising engineer who meets the following criteria to this construction. Whether full-time assignment is required will be determined by the Construction Industry Act.
① Must hold qualifications as a Class 1 or 2 Construction Management Engineer or a Class 1 Architect. ② Must have experience in construction work completed and delivered as described in (5) since Reiwa 27. ③ For supervising engineers, must hold a supervising engineer qualification certificate and a supervising engineer training completion certificate. (9) Must not be a construction company whose management is substantially controlled by a member of a violent group, or equivalent, and for which a request for exclusion from Ministry of Health, Labour and Welfare contracted work, etc., has been made by the police authorities and such status continues. - 2 - 3. Other (1) Language and Currency Used in Procedures: Japanese and Japanese Yen only. (2) Contract Performance Guarantee: If the contract price exceeds 10 million yen, the successful bidder shall provide a guarantee through a public works performance guarantee bond (limited to those with a special clause guaranteeing defects for 2 years). The guarantee amount in this case shall be 30% or more of the contract price. (3) Invalid Tenders: Tenders submitted by those who do not have the competitive participation qualifications indicated in this announcement, tenders by bidders who have failed to fulfill their obligations, tenders submitted with false statements in the application form or documents, and tenders that violate the conditions related to bidding are invalid. (4) Determination of Negotiator and Contract Price: The negotiator shall be the bidder who has submitted a tender document with attached documents in accordance with this announcement and the tender explanation document, meets all the competitive participation qualifications and specification requirements of this announcement and tender explanation document, and whose bid is within the limit of the estimated price prepared in accordance with Articles 37 and 38 of the National Cancer Center's Detailed Regulations on Handling of Contract Procedures, and who has submitted the lowest bid.
