Business Overview (1) Outsourcing Name: Outsourcing of business for the feasibility study on introducing private sector vitality for planned repairs of municipal housing (2) Purpose and Overview: This business aims to examine effective and efficient project methods for the planned repairs of municipal housing.
In recent years, some construction projects for planned repairs of municipal housing have experienced bid failures or non-awards, and issues related to securing construction systems, construction periods, and cost constraints have become apparent.
Therefore, this project aims to examine the feasibility of introducing project methods that utilize the technology and know-how of private businesses to address these issues.

(1) The applicant must have submitted the "Application for Qualification Examination for Competitive Bidding for Outsourcing Contracts, etc. in Kumamoto City" and be registered in the list of qualified bidders as stipulated in Article 5 of the "Regulations on Qualifications of Bidders for Competitive Bidding for Outsourcing Contracts, etc. in Kumamoto City" (Reiwa 20 Notification No. 731), or be expected to be registered by the contract conclusion date.
(2) The applicant must not fall under any of the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act (Reiwa 22, Cabinet Order No. 16).
(3) If an application for commencement of rehabilitation proceedings under Article 17 of the Corporate Rehabilitation Law (Reiwa 14, Law No. 154) or an application for commencement of reconstruction proceedings under Article 21 of the Civil Reconstruction Law (Reiwa 11, Law No. 225) has been filed, a decision to approve the rehabilitation plan or reconstruction plan must have been made, respectively.
(4) The applicant must not fall under the provisions of Article 3, Item 1 of the "Regulations on Exclusion of Violent Groups, etc. from Contracts Concluded with Kumamoto City" (Reiwa 18 Notification No. 105).
(5) The applicant must not be within the period of suspension of designation based on the "Regulations on Measures such as Suspension of Designation for Purchase Contracts and Outsourcing Contracts, etc. in Kumamoto City" (Reiwa 21 Notification No. 199; hereinafter referred to as the "Designation Suspension Regulations").
(6) The applicant must not be in arrears with consumption tax, local consumption tax, or city taxes of Kumamoto City.
(7) The applicant must be engaged in the business related to the contract subject to this proposal as a business.
(8) The applicant must not be a party deemed unsuitable by the Mayor due to violations or dishonest conduct in contracts with Kumamoto City within the past three years.
(9) The applicant must comply with the "Kumamoto City Public Contract Ordinance" (Reiwa 7, Ordinance No. 54), such as by submitting a letter of commitment based on Article 8 of the ordinance.
(10) The applicant must have experience in outsourcing business for feasibility studies on introducing private sector vitality for the development or renovation of public facilities, directly contracted from national or local governments, and completed since Reiwa 2 (2020).
(11) The applicant must have experience as a person responsible for the overall business (hereinafter referred to as "Business Manager") in outsourcing business for similar business that has been completed since Reiwa 2 (2020) and in a role equal to or higher than that of a project member.
(12) If a business cooperative (a business cooperative as defined in Article 3 of the Small and Medium-sized Enterprise Cooperatives Act (Reiwa 24, Law No. 181); hereinafter the same) submits an application of intent to participate in this proposal, its members cannot submit an application of intent as individual entities.
If participating as a business cooperative, the member responsible for the business must also meet all the requirements of (5) and (10).
5. Application Procedures, etc. (1) Period and Method for Obtaining Application of Intent, Specifications, etc.: From June 26, Reiwa 8 (2026) (Friday) to July 10, Reiwa 8 (2026) (Friday). They will be posted on the Kumamoto City website, and if desired, distributed at the department in charge (2) (Distribution at the department in charge excludes city holidays as defined in Article 1 of the "Ordinance on Special Provisions for Holidays and Deadlines in Kumamoto City" (Reiwa 1, Ordinance No. 32); hereinafter referred to as "holidays").
Delivery by mail or electronic transmission (email, etc.) will not be provided.
Distribution at the department in charge will be from 9:00 AM to 5:00 PM.
They can be downloaded from the Kumamoto City website during its operating hours.
Specifications, etc., will be available for viewing at the department in charge (2) until July 10, Reiwa 8 (2026).
(2) Application Procedures, etc.: Applicants wishing to participate in this proposal must submit an application of intent and other necessary documents (hereinafter referred to as "application documents, etc.") and have their eligibility confirmed by the Mayor.
The submission methods, etc., shall be as follows:
a. Submission Documents and Method: Submit by hand-delivery, mail, or electronic transmission (email, etc.).
If submitting by mail, use a method that leaves a delivery record, such as registered mail or simplified registered mail. Submissions by mail without a delivery record will not be accepted.
If submitting by electronic transmission (email, etc.), confirm receipt by phone.

(iii) Statement of Similar (or analogous) Business Experience (Form No. 3) (Experience in similar (or analogous) business is limited to work completed by the submission date of the application documents.)
(iv) Copy of Contract, etc., Proving Experience in Similar (or Analogous) Business (Required) If the experience in similar (or analogous) business cannot be determined from this alone, supplementary materials (drawings, design documents such as specifications, or certificates from the client, etc.) that can confirm it must be provided.

(i) The forms should be filled out as of the date of submission of the application of intent, etc.
(ii) If documents (iii) and (iv) are not attached, the relevant experience will not be recognized.
Furthermore, if the experience in similar business cannot be determined from the submitted documents (iv), the experience will not be recognized.
(iii) If participating as a business cooperative, the section for "Name of Member Responsible for Business" in the Eligibility Qualification Statement (Form No. 2) must also be filled out.
If it is difficult to identify the member responsible for the business, multiple candidate members may be listed.
In such cases, if even one member does not meet the requirements stipulated in (10) and (12) of Article 4, the application will be deemed ineligible.
(3) Eligibility will be confirmed as of the submission deadline for the application of intent, etc., and the results (including reasons for ineligibility) will be notified in writing.
6. Explanation of Reasons for Ineligibility (1) A person who has received notification of ineligibility may request an explanation of the reasons for ineligibility from the Mayor in writing (free format) within 7 days (excluding holidays) from the day after the notification date.
(2) Upon receiving such a request, the Mayor shall respond in writing to the requester within 5 days (excluding holidays) from the day after the last day on which an explanation can be requested.
7. Information Session: No information session will be held.
8. Questions Regarding Specifications, etc. (1) If there are any questions regarding the specifications, etc., submit a question form as follows:
a. Submission Method: Submit by hand-delivery or email using the prescribed form (Form No. 5).
However, if submitting by email, confirm receipt by phone.
b. Submission Period: From June 26, Reiwa 8 (2026) (Friday) to July 10, Reiwa 8 (2026) (Friday) (excluding holidays), from 9:00 AM to 5:00 PM.

(2) Answers to the questions submitted under (1) will be made available for viewing as follows.
They will also be posted on the Kumamoto City website.

9. Measures for Single Applicant: If there is only one applicant, a new announcement will be made to extend the deadline for submitting the application of intent, etc.
In this case, the eligibility requirements or the performance period for the project may be changed as necessary.
If a new announcement is made and there is one or more applicant, the proposal process will proceed.
10. Submission of Proposals, etc.: Applicants confirmed as eligible under the notification in 5(3) shall submit their proposals, etc., according to the following methods:
(1) Submission Documents and Method: Submission documents must be prepared in accordance with Attachment 2 "Guidelines for Preparing Proposal Documents, etc. for Outsourcing of Business for Feasibility Study on Introducing Private Sector Vitality for Planned Repairs of Municipal Housing" and submitted by hand-delivery or mail.
If submitting by mail, use a method that leaves a delivery record, such as registered mail or simplified registered mail. Submissions by mail without a delivery record will not be accepted.
(2) Submission Deadline: July 27, Reiwa 8 (2026), 5:00 PM.
If submitting by mail, it must arrive by July 27, Reiwa 8 (2026).

11. Hearings for Proposals, etc. (1) Scheduled Date and Time: August 3, Reiwa 8 (2026) (Monday) (Scheduled) (2) Location: Conference Room, 11th Floor, Main Building, Kumamoto City Hall, 1-1 Tedorihonmachi, Chuo-ku, Kumamoto City (Scheduled).
Time and attendees will be instructed separately.
(3) Method: Face-to-face question and answer format.
(4) The hearing for proposals, etc., will be conducted in accordance with Attachment 3 "Evaluation Items, Scores, and Criteria for Outsourcing of Business for Feasibility Study on Introducing Private Sector Vitality for Planned Repairs of Municipal Housing."
The number of attendees shall be 3 or fewer, and the assigned manager and main personnel must attend.
The hearing will be non-public.
The hearing is scheduled for approximately 30 minutes per applicant (15 minutes for presentation, 15 minutes for Q&A), conducted sequentially and individually.
(5) During the hearing, only the submitted proposals, etc., may be used. Additional materials will not be accepted.
(6) Failure to attend the hearing without a valid reason will render the proposal invalid.
However, if unable to attend due to unavoidable reasons such as severe weather or an accident involving an attendee, and if the hearing can be conducted without disrupting the proposal process, a new hearing date will be scheduled by the Mayor. If it is deemed impossible to conduct the hearing without disrupting the proposal process, all hearing items for this applicant will be scored as 0 points.
12. Examination Method, etc. (1) Examination Body: The "Selection Committee for Contract Candidate for Outsourcing of Business for Feasibility Study on Introducing Private Sector Vitality for Planned Repairs of Municipal Housing" will conduct the examination based on the "Establishment Regulations for the Selection Committee for Contract Candidate for Outsourcing of Business for Feasibility Study on Introducing Private Sector Vitality for Planned Repairs of Municipal Housing."
(2) Examination Criteria: Based on "Evaluation Items, Scores, and Criteria for Outsourcing of Business for Feasibility Study on Introducing Private Sector Vitality for Planned Repairs of Municipal Housing."
(3) Examination Method: The examination will be based on the proposals, etc., and the hearing. The applicant with the highest score will be determined as the contract candidate, and the next highest as the alternate contract candidate.
However, if there are multiple applicants with the highest score, the winner will be determined by lottery.
(4) Notification of Examination Results: The examination results will be notified in writing.
13. Matters Regarding Public Announcement of Proposal Review Results: Upon determination of the contract candidate, the following information will be publicly announced through viewing at the responsible department and on the Kumamoto City website.
