Eligibility Conditions for Tender Participants (1) Must have been certified as eligible for competitive bidding for goods and services in Kasumigaura City for the fiscal years 2025 and 2026. (2) Must not fall under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order, nor be subject to Kasumigaura City's tender participation restrictions based on Paragraph 2 of the same article. (3) Tender participants must not be subject to designation suspension measures under the Kasumigaura City Guidelines for Designation Suspension of Construction Contractors, etc. (March 28, 2005, Announcement No. 148) during the period from the tender announcement date to the bid opening date. (4) Must not be a party for whom commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Law (2002, Law No. 154) or commencement of reconstruction proceedings has been filed under the Civil Reconstruction Law (1999, Law No. 225). (Excluding those who have been re-certified for tender eligibility after the confirmation of a rehabilitation plan or reconstruction plan.) (5) Must not be a person who is a member of a crime syndicate as defined by Article 7 of the Kasumigaura City Anti-Gang Ordinance, or a person who has a socially reprehensible relationship with a crime syndicate or its members. (6) Must not fall under Article 4, Paragraph 1 of the Kasumigaura City Councilors' Political Ethics Ordinance. (7) If a qualified tender participant no longer meets the eligibility conditions by the time of the tender, they shall not be allowed to participate in the tender. 4. Inspection and Inquiries of Design Documents (including drawings): Materials necessary for quotation preparation can be accessed from the Kasumigaura City website. If design documents cannot be viewed from the city website, they can be viewed upon request. (3) Responses to (2) will be posted on the "Tenders and Contracts" section of the Kasumigaura City website from September 15, 2026. 5. Tender Method, etc. (1) Tender Method: Mail-in tender (by registered mail, express registered mail, or certified mail). (2) Bid Form: Use the designated bid form. (3) Bid Envelope: Use the designated envelope format (posted in the "Announcements" section of "Tenders and Contracts" on the city website). * Write "Hold at Japan Post Co., Ltd. (6) In the event of unavoidable circumstances, the tender execution shall be suspended or postponed. Submission of Documents Certifying Tender Eligibility: The successful bid candidate must submit documents certifying their tender eligibility as follows. (1) Submission Deadline: By 3:00 PM on October 1, 2026. However, the deadline for the next ranked bidder will be the date specified by the city. (2) Submission Location: Kasumigaura City Hall, Accounting Department, Accounting Division (Contracting Officer). (3) Submission Method: By FAX. Determination of Successful Bidder (1) The tender eligibility of the successful bid candidate will be examined based on the submitted documents certifying tender eligibility. (2) The bidder who is recognized as eligible for tender participation as a result of the eligibility examination will be the successful bidder. (3) If the bidder is found to be ineligible for tender participation as a result of the eligibility examination, the next ranked bidder will be considered the successful bid candidate, and their eligibility will be examined again. (1) Bids submitted by persons found to be ineligible for tender participation during the eligibility examination. (2) Bids with false information in the submitted documents. (3) Bids resulting from collusion or other fraudulent activities. (4) Bids submitted by persons submitting two or more bids. (5) Bids not stored at the Ishioka Post Office at the time of receipt. (6) Bids submitted with corrected bid prices. (7) Bids where the bidder's name, seal impression, bid price, or important characters are omitted, incorrect, or unclear and cannot be confirmed. (8) Bids with amounts exceeding the estimated price. (9) Bids with amounts below the minimum reserve price. (10) Bids without submission of a breakdown of costs. (11) Bids with a breakdown of costs that differs from the amount stated in the bid form. (12) Bids submitted by parties who have a relationship falling under any of the following criteria: a.
